On the morning of October 19, the Provincial National Assembly Delegation held a conference to prepare for the 6th session of the 15th National Assembly. Comrade Tran Thi Hong Thanh, Member of the Provincial Party Committee, Deputy Head of the Provincial National Assembly Delegation chaired the conference.

Also attending were provincial National Assembly delegates and leaders of a number of relevant departments and branches.

At the conference, comrade Tran Thi Hong Thanh, Deputy Head of the Provincial National Assembly Delegation, reported on the performance of tasks of the delegates and the Provincial National Assembly Delegation from after the 5th session to before the 6th session of the 15th National Assembly.

Accordingly, the Delegation has continued to implement contracts with experts, collaborators, and people with in-depth expertise and practical understanding to contribute opinions to the Delegation in the work of law-making.

Delegates proactively collect opinions from voters, professional agencies, and experts to synthesize, research, and compile comments and suggestions into documents for delegates to study and discuss at the 6th session.

The work of meeting voters and responding to voters' petitions is carried out in accordance with legal regulations and in accordance with the actual situation in the locality.

The Delegation's contact conferences attracted a large number of voters to attend and express their opinions and recommendations; many opinions and recommendations demonstrated the voters' enthusiasm, responsibility, and thorough research on major issues of the country and the province such as: the policy of arranging administrative units; the issue of ensuring national food security; reforming salary policies for cadres, civil servants, public employees, and armed forces...

Attention has been paid to monitoring, urging, and requesting that competent agencies respond to voters’ petitions. To date, the Delegation has received written responses to 16/16 voters’ opinions and petitions before and after the 5th session of the 15th National Assembly.

The provincial National Assembly delegation successfully organized 3 thematic supervision sessions according to the program of the National Assembly and the National Assembly Standing Committee.

Through supervision, the Delegation closely assessed the implementation situation and results achieved in the process of implementing the Party's guidelines and policies, the State's policies and laws in the locality; at the same time, pointed out limitations, difficulties, causes and made recommendations to the National Assembly, the Government, Central Ministries, branches and local authorities for consideration and resolution according to their authority.

The work of receiving citizens, handling, urging, and supervising citizens' complaints and denunciations is seriously implemented in accordance with the law...

At the conference, the conference heard a report summarizing issues that voters in the province were interested in and made recommendations to the National Assembly; listened to a summary report on the implementation of tasks of the Provincial Police, Provincial People's Court, Provincial People's Procuracy in the first 9 months of 2023 and recommendations and proposals.

At the conference, with a democratic and constructive spirit, the delegates proposed to the Provincial National Assembly Delegation to recommend the National Assembly to soon pass a number of Law projects: Law on Social Insurance (amended); Housing Law; Road Law and Law on Traffic Order and Safety; Law on Citizen Identification...

Delegates also expressed their opinions on issues related to the implementation of administrative unit arrangement at district and commune levels; credit management, fiscal and monetary policies to restore socio-economic development in the post-COVID-19 period; policies to support businesses and workers in tax and land rent exemption and reduction; coordination of information and propaganda work before, during and after the 6th session of the 15th National Assembly and activities of the Ninh Binh Provincial National Assembly Delegation at the session...

In her concluding remarks at the conference, Comrade Tran Thi Hong Thanh, Deputy Head of the Provincial Delegation of National Assembly Deputies, thanked and acknowledged the enthusiastic and responsible opinions of the delegates. The Provincial Delegation of National Assembly Deputies will receive, study and synthesize all proposals and recommendations to provide opinions to the National Assembly and relevant agencies at the discussion sessions and meetings of the National Assembly.

He hopes to continue receiving cooperation and support from agencies, localities and units in the coming time so that the Provincial National Assembly Delegation can successfully complete its assigned tasks, worthy of the trust and expectations of voters and people, contributing to improving the quality of activities of elected agencies.
