Regarding the incident of people surrounding the power company headquarters because they thought their personal information was stolen, on August 11, Quang Tri Power Company sent a written response to the Department of Industry and Trade of Quang Tri province to specifically report the incident.

According to the document of Quang Tri Electricity, implementing the digital transformation policy of the Government and Vietnam Electricity Group (EVN), the plan to convert electricity purchase and sale contracts to electronic contracts of EVNCPC, Quang Tri Electricity Company guides units to implement the conversion of electricity purchase and sale contracts to electronic contracts in accordance with regulations.

Accordingly, on August 9, the Lao Bao General Electricity Management Team organized an invitation for customers to re-sign electronic electricity purchase contracts, following the digital transformation policy of the Government and the electricity industry.

When people came to work, some employees of Huong Hoa Post Office took photos of people's identification documents to create Cake digital bank accounts of VPBank. Worried that their personal information was being illegally violated, on the evening of August 9, people gathered in large numbers to request the deletion of their personal information.

After the incident occurred, on the night of August 9, 2023, the authorities of Lao Bao town met with relevant parties.

Accordingly, Mr. Pham Ngoc Tien - Director of Huong Hoa District Post Office signed the Commitment, with the certification of Mr. Le Ba Hung - Chairman of Lao Bao Town People's Committee, Captain Le Nhat Vuong - Deputy Head of Lao Bao Town Police.

In particular, Mr. Tien admitted to assigning 5 employees to deploy account opening services at the Lao Bao General Electricity Management Team, but during the implementation process, the employees implemented the wrong procedures, and arbitrarily took phones, took photos of citizen identification cards, and portraits of people in Lao Bao town; used people's information to open Cake digital bank accounts at VPBank without the people's consent.

According to the Minutes, Mr. Tien accepted responsibility for the employee's shortcomings and Huong Hoa Post Office committed that on August 10, it would contact Cake digital bank under VPBank to cancel all accounts opened for people in the recent incident, and at the same time, deploy related work to fix the incident.

Huong Hoa Post Office also committed to coordinate with the authorities to inspect and supervise the cancellation of the above accounts. If in the future there are cases related to the disclosure of people's information due to the arbitrary opening of accounts this time, Huong Hoa Post Office will be fully responsible before the people, local authorities and the law.

As reported by VTC News , in the late afternoon of August 9, hundreds of people (mostly ethnic minorities) came to the headquarters of the Lao Bao Electricity Management Team, demanding clarification on the fact that strangers took their personal photos and identification documents when they came here to renew their contracts.

The reason is said to be that many households in Lao Bao town received a letter from Khe Sanh Electricity Company (under Quang Tri Electricity Company) inviting them to the Lao Bao Electricity Management Team headquarters to re-sign the electronic electricity purchase contract on August 8 and 9.

The invitation clearly stated that when going, people need to bring their mobile phones, ID cards and land use rights certificates. When they came to sign the contract according to the invitation, there were strangers who introduced themselves as employees of Huong Hoa Post Office, took photos of their portraits and identification papers.

When asked, the electricity employee and the person claiming to be an employee of Huong Hoa Post Office said that they used personal information and portraits of people to create digital bank accounts at a bank.

Regarding the above incident, the Department of Industry and Trade of Quang Tri has just sent a document to Quang Tri Electricity Company requesting a report on the incident.
