With the consensus of 45/45 delegates attending the 20th session, the People's Council of Dien Bien province passed the Resolution on the Project to arrange 129 communes, wards and towns (currently) into 45 commune-level administrative units (including 42 communes and 3 wards).

Specifically, Muong Nhe commune was established on the basis of merging Muong Nhe commune, Nam Vi commune and Chung Chai commune. After the arrangement, Muong Nhe commune has a natural area of 489.47 km 2 ; population of 24,294 people. The working headquarters of Muong Nhe commune is expected to be located at the current headquarters of the District Party Committee, People's Council and People's Committee of Muong Nhe district.
Establish Sin Thau commune on the basis of merging Sin Thau commune, Sen Thuong commune and Leng Su Sin commune. After the arrangement, Sin Thau commune has a natural area of 516.42 km 2 ; population of 6,058 people. The working headquarters of Sin Thau commune is expected to be located at the current headquarters of the Party Committee, People's Council and People's Committee of Leng Su Sin commune.
Establish Muong Toong commune on the basis of merging Muong Toong commune and Huoi Lech commune. After the arrangement, Muong Toong commune has a natural area of 230.69 km 2 ; population of 10,832 people. The office of Muong Toong commune is expected to be located at the current headquarters of the Party Committee, People's Council and People's Committee of Muong Toong commune.
Establish Nam Ke commune on the basis of merging Nam Ke commune and Pa My commune. After the arrangement, Nam Ke commune has a natural area of 224.7 km 2 ; population of 8,977 people. The working headquarters of Nam Ke commune is expected to be located at the current headquarters of the Party Committee, People's Council and People's Committee of Nam Ke commune.
Establish Quang Lam commune on the basis of merging Quang Lam commune and Na Co Sa commune. After the arrangement, Quang Lam commune has a natural area of 233.25 km 2 ; population of 10,021 people. The working headquarters of Quang Lam commune is expected to be at the current headquarters of the Party Committee, People's Council and People's Committee of Quang Lam commune.
Establish Na Hy commune on the basis of merging Na Hy commune, Na Khoa commune, Nam Nhu commune and Nam Chua commune. After the arrangement, Na Hy commune has a natural area of 275.64 km 2 ; population of 16,710 people. The working headquarters of Na Hy commune is expected to be located at the entire headquarters of the District Party Committee, People's Council and People's Committee of Nam Po district at present.
Establish Muong Cha commune on the basis of merging Cha Cang commune, Cha Nua commune, Nam Tin commune and Pa Tan commune. After the arrangement, Muong Cha commune has a natural area of 462.28 km 2 ; population of 13,884 people. The working headquarters of Muong Cha commune is expected to be located at the current headquarters of the Party Committee, People's Council and People's Committee of Cha Cang commune.
Establish Na Bung commune on the basis of merging Na Bung commune and Vang Dan commune. After the arrangement, Na Bung commune has a natural area of 162.52 km 2 ; population of 10,114 people. The working headquarters of Na Bung commune is expected to be located at the current headquarters of the Party Committee, People's Council and People's Committee of Vang Dan commune.
Establish Cha To commune on the basis of merging Cha To commune and Nam Khan commune. After the arrangement, Cha To commune has a natural area of 227.92 km 2 and a population of 5,208 people. The office of Cha To commune is expected to be located at the current headquarters of the Party Committee, People's Council and People's Committee of Cha To commune.
Establish Si Pa Phin commune on the basis of merging Si Pa Phin commune and Phin Ho commune. After the arrangement, Si Pa Phin commune has a natural area of 241.65 km 2 ; population of 10,772 people. The working headquarters of Si Pa Phin commune is expected to be located at the current headquarters of the Party Committee, People's Council and People's Committee of Si Pa Phin commune.
Establish Muong Lay ward on the basis of merging Song Da ward, Na Lay ward, Lay Nua commune and Sa Tong commune. After the arrangement, Muong Lay ward has a natural area of 222.65 km 2 ; population of 18,208 people. The office of Muong Lay ward is expected to be located at the entire headquarters of the Town Party Committee, People's Council and People's Committee of Muong Lay town at present.
Establish Na Sang commune on the basis of merging Na Sang commune, Ma Thi Ho commune, Sa Long commune and Muong Cha town. After the arrangement, Na Sang commune has a natural area of 360.15 km 2 ; population of 19,598 people. The working headquarters of Na Sang commune is expected to be located at the entire headquarters of the District Party Committee, People's Council and People's Committee of Muong Cha district.
Establish Muong Tung commune on the basis of merging Muong Tung commune and Huoi Leng commune. After the arrangement, Muong Tung commune has a natural area of 278.93 km 2 ; population of 9,450 people. The working headquarters of Muong Tung commune is expected to be at the current headquarters of the Party Committee, People's Council and People's Committee of Muong Tung commune.
Establish Pa Ham commune on the basis of merging Pa Ham commune and Hua Ngai commune. After the arrangement, Pa Ham commune has a natural area of 135.84 km 2 ; population of 8,171 people. The working headquarters of Pa Ham commune is expected to be at the headquarters of the Party Committee, People's Council and People's Committee of Pa Ham commune.
Nam Nen commune was established on the basis of merging Nam Nen commune and Huoi Mi commune. After the arrangement, Nam Nen commune has a natural area of 175.00 km 2 ; population of 7,496 people. The working headquarters of Nam Nen commune is expected to be located at the current headquarters of the Party Committee, People's Council and People's Committee of Nam Nen commune.
Establish Muong Pon commune on the basis of merging Muong Pon commune and Muong Muon commune. After the arrangement, Muong Pon commune has a natural area of 258.76 km 2 , population of 10,401 people. The working headquarters of Muong Pon commune is expected to be at the current headquarters of the Party Committee, People's Council and People's Committee of Muong Muon commune.
Tua Chua commune was established on the basis of merging Muong Bang commune, Na Tong commune and Tua Chua town. After the arrangement, Tua Chua commune has a natural area of 108.33 km 2 , population of 17,817 people. The working headquarters of Tua Chua commune is expected to be located at the entire headquarters of the District Party Committee, People's Council and People's Committee of Tua Chua district at present.
Establish Sin Chai commune on the basis of merging Sin Chai commune, Ta Sin Thang commune and Lao Xa Phinh commune. After the arrangement, Sin Chai commune has a natural area of 189.13 km 2 and a population of 12,915 people. The working headquarters of Sin Chai commune is expected to be at the current headquarters of the Party Committee, People's Council and People's Committee of Ta Sin Thang commune.
Establish Sinh Phinh commune on the basis of merging Trung Thu commune, Ta Phin commune and Sinh Phinh commune. After the arrangement, Sinh Phinh commune has a natural area of 174.53 km 2 ; population of 15,815 people. The working headquarters of Sinh Phinh commune is expected to be located at the current headquarters of the Party Committee, People's Council and People's Committee of Sinh Phinh commune.
Establish Tua Thang commune on the basis of merging Tua Thang commune and Huoi So commune. After the arrangement, Tua Thang commune has a natural area of 150.92 km 2 ; population of 8,944 people. The working headquarters of Tua Thang commune is expected to be at the current headquarters of the Party Committee, People's Council and People's Committee of Huoi So commune.
Establish Sang Nhe commune on the basis of merging Xa Nhe commune, Muong Dun commune and Phinh Sanh commune. After the arrangement, Sang Nhe commune has a natural area of 186.87 km 2 and a population of 19,208 people. The working headquarters of Sang Nhe commune is expected to be at the current headquarters of the Party Committee, People's Council and People's Committee of Xa Nhe commune.
Establish Tuan Giao commune on the basis of merging Quai Cang commune, Quai Nua commune and Tuan Giao town. After the arrangement, Tuan Giao commune has a natural area of 108.49 km 2 , population of 24,303 people. The working headquarters of Tuan Giao commune is expected to be located at the entire headquarters of the District Party Committee; People's Council and People's Committee of Tuan Giao district at present.
Establish Quai To commune on the basis of merging Toa Tinh commune, Quai To commune and Tenh Phong commune. After the arrangement, Quai To commune has a natural area of 182.01 km 2 , population of 14,887 people. The office of Quai To commune is expected to be located at the current headquarters of the Party Committee, People's Council and People's Committee of Quai To commune.
Establish Muong Mun commune on the basis of merging Mun Chung commune, Muong Mun commune and Pu Xi commune. After the arrangement, Muong Mun commune has a natural area of 252.84 km 2 , population of 14,374 people. The working headquarters of Muong Mun commune is expected to be at the current headquarters of the Party Committee, People's Council and People's Committee of Muong Mun commune.
Establish Pu Nhung commune on the basis of merging Pu Nhung commune, Rang Dong commune and Ta Ma commune. After the arrangement, Pu Nhung commune has a natural area of 209.93 km 2 , population of 12,547 people. The working headquarters of Pu Nhung commune is expected to be at the current headquarters of the Party Committee, People's Council and People's Committee of Rang Dong commune.
Establish Chieng Sinh commune on the basis of merging Chieng Sinh commune, Na Say commune, Muong Thin commune and Muong Khong commune. After the arrangement, Chieng Sinh commune has a natural area of 218.01 km 2 , population of 15,371 people. The working headquarters of Chieng Sinh commune is expected to be at the current headquarters of the Party Committee, People's Council and People's Committee of Na Say commune.
Establish Muong Ang commune on the basis of merging Ang Nua commune, Ang Cang commune and Muong Ang town. After the arrangement, Muong Ang commune has a natural area of 85.94 km 2 and a population of 17,604 people. The working headquarters of Muong Ang commune is expected to be located at the entire headquarters of the District Party Committee, People's Council and People's Committee of Muong Ang district at present.
Na Tau commune was established on the basis of merging Na Tau commune, Muong Dang commune and Ngoi Cay commune. After the arrangement, Na Tau commune has a natural area of 188.55 km 2 and a population of 14,939 people. The working headquarters of Na Tau commune is expected to be at the headquarters of the Party Committee, People's Council and People's Committee of Na Tau commune.
Establish Bung Lao commune on the basis of merging Bung Lao commune, Chieng Dong commune and Ang To commune. After the arrangement, Bung Lao commune has a natural area of 145.85 km 2 , population of 19,657 people. The working headquarters of Bung Lao commune is expected to be at the current headquarters of the Party Committee, People's Council and People's Committee of Bung Lao commune.
Establish Muong Lan commune on the basis of merging Muong Lan commune, Nam Lich commune and Xuan Lao commune. After the arrangement, Muong Lan commune has a natural area of 136.01 km 2 , population of 13,497 people. The office of Muong Lan commune is expected to be located at the current headquarters of the Party Committee, People's Council and People's Committee of Muong Lan commune.
Establish Muong Phang commune on the basis of merging Muong Phang commune, Na Nhan commune and Pa Khoang commune. After the arrangement, Muong Phang commune has a natural area of 166.70 km 2 , population of 16,063 people. The working headquarters of Muong Phang commune is expected to be at the current headquarters of the Party Committee, People's Council and People's Committee of Muong Phang commune.
Establish Dien Bien Phu ward on the basis of merging Him Lam ward, Tan Thanh ward, Muong Thanh ward, Thanh Binh ward, Thanh Truong ward and Thanh Minh commune. After the arrangement, Dien Bien Phu ward has a natural area of 56.75 km 2 , population of 49,205 people. The office of Dien Bien Phu ward is expected to be located at the current headquarters of the City Party Committee, People's Council and People's Committee of Dien Bien Phu city.
Establish Muong Thanh ward on the basis of merging Noong Bua ward, Nam Thanh ward and Thanh Xuong commune. After the arrangement, Muong Thanh ward has a natural area of 27.56 km 2 , population of 25,517 people. The office of Muong Thanh ward is expected to be located at the current headquarters of the District Party Committee, People's Council and People's Committee of Dien Bien district.
Thanh Nua commune was established on the basis of merging Thanh Nua commune, Hua Thanh commune, Thanh Luong commune, Thanh Hung commune and Thanh Chan commune. After the arrangement, Thanh Nua commune has a natural area of 176.97 km 2 and a population of 29,397 people. The working headquarters of Thanh Nua commune is expected to be located at the current headquarters of the Party Committee, People's Council and People's Committee of Thanh Luong commune.
Thanh An commune was established on the basis of merging Thanh An commune, Noong Het commune and Sam Mun commune. After the arrangement, Thanh An commune has a natural area of 57.23 km 2 and a population of 20,686 people. The working headquarters of Thanh An commune is expected to be located at the current headquarters of the Party Committee, People's Council and People's Committee of Noong Het commune.
Thanh Yen commune was established on the basis of merging Noong Luong commune, Pa Thom commune and Thanh Yen commune. After the arrangement, Thanh Yen commune has a natural area of 130.10 km 2 and a population of 15,697 people. The working headquarters of Thanh Yen commune is expected to be located at the current headquarters of the Party Committee, People's Council and People's Committee of Noong Luong commune.
Establish Sam Mun commune on the basis of merging Pom Lot commune and Na U commune. After the arrangement, Sam Mun commune has a natural area of 156.12 km 2 and a population of 8,183 people. The working headquarters of Sam Mun commune is expected to be at the current headquarters of the Party Committee, People's Council and People's Committee of Pom Lot commune.
Establish Nua Ngam commune on the basis of merging Nua Ngam commune, He Muong commune and Na Tong commune. After the arrangement, Nua Ngam commune has a natural area of 264.78 km 2 , population of 11,804 people. The working headquarters of Nua Ngam commune is expected to be at the current headquarters of the Party Committee, People's Council and People's Committee of Nua Ngam commune.
Establish Muong Nha commune on the basis of merging Muong Nha commune, Muong Loi commune and Phu Luong commune. After the arrangement, Muong Nha commune has a natural area of 463.00km2 , population of 9,653 people. The working headquarters of Muong Nha commune is expected to be at the current headquarters of the Party Committee, People's Council and People's Committee of Phu Luong commune.
Establish Na Son commune on the basis of merging Na Son commune, Keo Lom commune and Dien Bien Dong town. After the arrangement, Na Son commune has a natural area of 230.71 km 2 , population of 15,331 people. The working headquarters of Na Son commune is expected to be located at the current headquarters of the District Party Committee, People's Council and People's Committee of Dien Bien Dong district.
Establish Xa Dung commune on the basis of merging Xa Dung commune and Phi Nhu commune. After the arrangement, Xa Dung commune has a natural area of 215.50 km 2 and a population of 15,722 people. The office of Xa Dung commune is expected to be located at the current headquarters of the Party Committee, People's Council and People's Committee of Phi Nhu commune.
Pu Nhi commune was established on the basis of merging Pu Nhi commune and Nong U commune. After the arrangement, Pu Nhi commune has a natural area of 181.22 km2 and a population of 9,990 people. The working headquarters of Pu Nhi commune is expected to be located at the current headquarters of the Party Committee, People's Council and People's Committee of Pu Nhi commune.
Establish Muong Luan commune on the basis of merging Muong Luan commune, Chieng So commune and Luan Gioi commune. After the arrangement, Muong Luan commune has a natural area of 186.22 km 2 , population of 16,012 people. The office of Muong Luan commune is expected to be located at the current headquarters of the Party Committee, People's Council and People's Committee of Muong Luan commune.
Tia Dinh commune was established on the basis of merging Tia Dinh commune and Hang Lia commune. After the arrangement, Tia Dinh commune has a natural area of 166.76 km 2 and a population of 7,292 people. The office of Tia Dinh commune is expected to be the current headquarters of the Party Committee, People's Council and People's Committee of Hang Lia commune.
Establish Phinh Giang commune on the basis of merging Phinh Giang commune and Pu Hong commune. After the arrangement, Phinh Giang commune has a natural area of 226.37 km 2 and a population of 10,467 people. The office of Phinh Giang commune is expected to be located at the current headquarters of the People's Council and People's Committee of Phinh Giang commune.

Thus, after the arrangement, Sin Thau is the commune with the largest natural area in Dien Bien province, with an area of 516.42 km 2 ; followed by Muong Nhe commune with a natural area of 489.47 km 2 ; Muong Nha commune with a natural area of 463.00 km 2 ; Muong Cha commune with a natural area of 462.28 km 2 . Muong Thanh ward is the administrative unit with the smallest natural area in Dien Bien province, with an area of 27.56 km 2 .
In order for the arrangement of commune-level administrative units in the area to be implemented in accordance with procedures and regulations and to facilitate cadres and people, Chairman of the People's Council of Dien Bien province Lo Van Phuong assigned the Provincial People's Committee to complete the Project dossier and submit it to competent authorities for approval according to the provisions of law; assigned the Standing Committee of the Provincial People's Council, committees of the Provincial People's Council, delegations of the Provincial People's Council and delegates of the Provincial People's Council to supervise the implementation of the Resolution.
