Accordingly, Regulation 124-QD/TW has some new points on reviewing party members as follows:
1. Supplementing the basis for review, assessment and classification
Supplementing the basis for reviewing, evaluating, and classifying content on: exemplary character, sense of organization and discipline, communication culture, working style and manners of individuals; spirit of innovation, dynamism, and creativity for the common good to be consistent with the regulations of the Politburo.
2. Adjust and supplement review objects
Regarding the subjects of review, adjustment and supplementation of subjects, they are "the collective leadership of the Party's advisory agencies, public service units at the central and local levels; the standing committees of provincial and district-level Party committees and equivalent levels (including the standing committees of grassroots Party committees assigned with authority at higher levels) and grassroots Party committees".
Party members who have been suspended from party activities and newly admitted party members who have not been admitted for 6 months are not subject to review according to regulations.
3. Review content
Regulation 124-QD/TW stipulates: The review content focuses on clarifying the results achieved, shortcomings, limitations, weaknesses and causes, solutions and time to overcome.
(In Regulation 132-QD/TW in 2018: The review content focuses on clarifying outstanding achievements to promote, pointing out shortcomings, limitations, and weaknesses; relating to manifestations of political ideology, ethics, lifestyle degradation, "self-evolution", "self-transformation"; clearly pointing out the causes of shortcomings, limitations, and weaknesses, proposing solutions and time to overcome.)
Regulation 124-QD/TW also divides the review content into the following 2 subjects (instead of general regulations like Regulation 132-QD/TW)

- Regarding political qualities, ethics, lifestyle; spirit of solidarity and unity within the organization; sense of organization and discipline, responsibility to set an example, implementation of things that party members are not allowed to do; working style and manner. Linking manifestations of degradation, "self-evolution", "self-transformation". - Implementation of tasks, powers and results of implementation of assigned targets and tasks during the year. - Implementation of annual commitment to self-cultivation, training and striving. - Issues suggested for review; overcoming limitations and shortcomings concluded by competent authorities and pointed out in the previous review (if any). | - The content applies to individuals who do not hold leadership or management positions. - Results of leadership, management, direction and operation; performance of duties and tasks; ability to gather and build internal solidarity; level of task completion under management. - Dynamic, innovative, creative spirit, dare to think, dare to do, dare to take responsibility, handle difficult, complex, sensitive problems; responsible in work; - Responsibility to set an example for oneself and family; fight against corruption, waste, negativity, and gain the trust of Party members and cadres. |
4. New points about the place to review party members
Accordingly, Regulation 124-QD/TW adds a new place for reviewing leaders and managers.
Basically, leaders and managers will conduct self-criticism in two places: the Party cell where they live and the leadership and management team where they work. However, the new regulation also adds the assessment and classification of the quality of Party members at the Party cell, and the assessment and classification of the quality of cadres, civil servants and public employees at the highest positions.
- Supplementing the place of review of the Party Committee is that the Party Committee at which level conducts self-criticism and criticism review at that level.
5. More responsibility in party member review
Regulation 124-QD/TW adds the following responsibilities of party members:
- Promote responsibility and exemplary behavior in self-criticism and criticism.
- Party members must review objectively, frankly, honestly and practically.
