The Directive points out the positive aspects and some shortcomings and limitations in the organization of the high school graduation exam in recent years. In particular, some localities and units have not been proactive and determined, coordination is not smooth, tight and effective; communication work is still limited; the use of high technology to cheat in exams is increasingly sophisticated and complicated.
The Prime Minister requires that the exam questions of the 2023 high school graduation exam must be absolutely safe and accurate.
To successfully organize the 2023 university and vocational education entrance exams and admissions, the Prime Minister requested the Ministry of Education and Training and ministries, ministerial-level agencies, government agencies, and People's Committees of provinces and centrally run cities to fully perform their assigned functions and tasks, focusing on a number of key areas.
The Ministry of Education and Training shall promptly and fully issue documents directing, guiding, and planning the organization of the university and college entrance exams and admissions to preschool education; ensure that the exam questions are absolutely safe and accurate, meeting the requirements of the exam and admissions.
Actively coordinate with ministries, branches and localities in organizing exams and promptly handling arising issues.
Promote the application of information technology to serve the organization of exams to ensure compliance with regulations, accuracy and safety; coordinate with the Ministry of Public Security and localities to effectively prevent and combat the use of high technology to cheat in exams.
Focus on effectively implementing inspection, examination, and supervision of university and college entrance exams and admissions in preschool education.
Provincial People's Committees are responsible for directing the implementation and taking full responsibility for the exam in their localities; proactively developing plans and fully preparing human resources, material resources, and other necessary conditions to organize the exam, especially in harsh and unusual weather conditions; implementing disease prevention and control, environmental sanitation, food safety, and health care for candidates according to the instructions of health agencies;
Create favorable conditions for travel, food and accommodation for candidates and their relatives at examination sites, especially candidates in difficult circumstances, remote areas, ethnic minority areas, mountainous and border areas, and islands.
The Ministry of Labor, Invalids and Social Affairs fully and promptly issues documents directing and guiding enrollment at all levels of vocational education.
The Ministry of Public Security directs professional units and police of provinces and cities under the Central Government to closely coordinate with the education sector and relevant agencies and units to deploy measures to ensure security and safety for the exam, strengthen prevention and effectively combat the use of high technology to cheat in the exam.
The Ministry of Health directs the work of disease prevention and control, environmental sanitation, food safety; prepares human resources, materials and other necessary conditions to ensure medical examination and treatment for candidates and those participating in the organization of the Exam.
The Directive also assigned the Central Committee of the Ho Chi Minh Communist Youth Union to direct all levels of the Youth Union to participate in ensuring order, safety and supporting candidates and their families during the exam.
