Accordingly, the Ministry of Transport received the following petition: “National Highway 1, the section running in front of the People's Committee of Binh Nguyen Commune, has a three-way intersection with National Highway 1, near Huynh Thuc Khang Secondary School, so the traffic volume is very high, serious traffic accidents often occur. We request the Ministry of Transport to install traffic lights at the above location.”

The Ministry of Transport believes that the location of the intersection where voters proposed to install traffic lights is on the left side of National Highway 1 at km968+900, a section managed, maintained and tolled by the BOT enterprise CECO545 BOT LLC. Opposite the intersection, on the right side of km968+900 is the headquarters of the People's Committee of Binh Nguyen Commune. Adjacent to the People's Committee of Binh Nguyen Commune to the North is Huynh Thuc Khang Secondary School. The school campus is about 80m wide along National Highway 1, but the current entrance in front of the school gate is only 25m wide, the rest is land and houses of the people.

According to the report of the road management unit, the current number of vehicles entering and exiting the branch road through this intersection is not much. However, many students or parents taking their children to school (from the South and the branch road) often take a shortcut through the median strip opening at km968+900 to go in the opposite direction on National Highway 1 to the North about 55m before turning into the school, leading to traffic safety risks.

Previously, on February 8, 2023, the Quang Nam Department of Transport presided over and coordinated the on-site inspection, agreeing to deploy a number of solutions to enhance traffic safety at this intersection. Up to now, the BOT enterprise has added pedestrian crossings on National Highway 1 in the area where the median strip is opened; added "No parking" and "Children" signs in front of the school; installed "Densely populated area" signs from km968+500 to km970+200 to warn and limit the speed of road motor vehicles traveling on this route.

On August 28, 2023, the Provincial People's Committee also issued Document No. 5809 directing the People's Committee of Thang Binh district and the Department of Education and Training to pilot solutions to ensure traffic safety in school areas located close to National Highway 1 (including Huynh Thuc Khang Secondary School, Binh Nguyen commune).

The Ministry of Transport said it will assign the road management unit to continue monitoring the results of the above-mentioned solutions. In case the traffic situation becomes complicated, it will develop a suitable solution, including the solution of installing traffic lights as suggested by voters.

The Ministry of Transport also requested the National Assembly Delegation of Quang Nam province to coordinate and consult with the People's Committee of Thang Binh district to speed up the pilot implementation progress according to the direction of the Provincial People's Committee in Document No. 5809. At the same time, the locality should step up propaganda and dissemination so that parents and students comply with traffic safety measures when going to and from school.
