The Quang Ninh LNG Power Plant Project was approved by the Prime Minister in Decision No. 500/QD-TTg dated May 15, 2023 on the National Power Development Plan for the 2021-2023 period, with a vision to 2050 (referred to as Power Plan VIII). In order for the project to be implemented soon, Quang Ninh province is actively coordinating with investors to ensure that the project receives the best support from local authorities.

The Quang Ninh LNG Power Plant project is invested and built on an area of ​​about 60 hectares, in Cam Thinh ward (Cam Pha city) with a total investment of over 2.2 billion USD, implemented by the Joint Venture of Vietnam Oil and Gas Power Corporation - JSC - Vietnam Mechanical and Installation Joint Stock Company - Tokyo Gas Co., Ltd - Marubeni Corporation.

This is the first power project in the North using imported liquefied natural gas (LNG). When completed, it will contribute to the rapid development of thermal power using liquefied natural gas, making gas-fired electricity an important source of electricity supply, in line with the central government's orientation, contributing new electricity sources to the national power system. At the same time, it will achieve the goal of building Quang Ninh into a growth pole, a gateway for international economic cooperation, and a source of fuel and energy for the country.

The main fuel for the plant is regasification gas from imported LNG with an expected demand of 1.1 million tons/year. The investment scope includes 2 units of 2x750MW; 1 LNG import terminal for ships of 71,500DWT; 2 LNG storage facilities with a capacity of 100,000m3/depot along with a regasification system; 3.5km of LNG pipeline connecting from the ship port to the LNG storage facility; 30km of 500kV line from the plant to the Quang Ninh 500kV station.

On July 11, 2022, Quang Ninh province held a ceremony to grant the investment registration certificate for the project. When put into operation, Quang Ninh LNG Power Plant will supplement the national power system with about 9 billion kWh/year, contributing to ensuring energy security and reducing greenhouse gas emissions; contributing about 57,700 billion VND to the local budget within 25 years.

With the expectation that the project will focus on developing environmentally friendly power sources, in recent times, Quang Ninh province has focused on coordinating, accompanying, and supporting investors in completing project procedures such as: Adjusting the detailed construction planning 1/500; adjusting the project; completing the feasibility study report to submit to the Department of Electricity and Renewable Energy for appraisal... The Provincial People's Committee has also issued many directive documents, requiring investors to review the overall implementation status of the project, establish an overall progress schedule and commit to implementing the project in accordance with the instructions. In particular, on July 11, the Provincial People's Committee also decided to establish a Working Group to direct the progress of project implementation.

However, to ensure synchronization with Power Plan VIII, adjust construction planning , related planning and the Plan implementing the VIII Power Plan ( Quang Ninh LNG Gas Power Plant project is planned with a capacity of 1,500 MW and is on the list of important source projects, prioritized for investment in the electricity industry; the project will be completed and put into operation in the period of 2028-2029 ) , the project must be adjusted, leading to the project being subject to investment policy approval , so the Investor must carry out the investment policy approval procedure before adjusting the project according to the provisions of the Investment Law 2020 and Decree No. 31/2021/ND-CP dated March 26, 2021 of the Government.

The proposed project adjustment includes: adding project objectives, adjusting scale, information on implementation location, changing land and water surface area used, and adjusting project implementation progress.

Faced with the above-mentioned problems, the Provincial People's Committee is continuing to coordinate with the project investor in completing important legal procedures, striving to start the project as soon as possible.
