Implementing Resolution No. 21-NQ/TW of the 13th Central Executive Committee on strengthening and consolidating grassroots party organizations and improving the quality of party members in the new period,   The Provincial Military Party Committee has launched an emulation movement, promoting the synchronous implementation of the model of "4-good Party Cells", "4-good Grassroots Party Committees" (complete political tasks well; good quality of activities; good solidarity and discipline; good cadres and Party members). Thereby, contributing to improving leadership capacity, fighting strength, creating solid changes in Party building, and successfully completing local military and defense tasks.

The launching of the emulation movement to build "4-good Party Cells" and "4-good Grassroots Party Committees" in the entire Provincial Military Party Committee has received the consensus and high response of Party cells, grassroots Party Committees and each cadre and Party member. Typically, the Propaganda Cell (Party Committee of the Political Department) responded with a spirit of determination and high political effort, concretizing the contents in accordance with the situation and actual conditions of the Party cell and the tasks and nature of work of each cadre and Party member.

Major Nguyen Van Suc, Deputy Secretary of the Propaganda Party Cell, said: With the assigned functions and tasks, the Party Cell has made efforts to propose solutions to improve the quality of education, train the qualities and qualities of cadres and Party members, closely following the motto "Working according to responsibilities, setting an example in action". The Party Cell has built and implemented 7 ethical standards according to Ho Chi Minh's ideology, morality and style in accordance with the characteristics and tasks of the unit. In particular, it focuses on implementing the standard "Responsibility for work" and training the qualities of political cadres "Grasp the principles, write clearly, speak deeply, have wide influence"; "Firm stance, give correct and accurate advice, and implement creatively". At the same time, well implement the project "Innovation of political education work at the unit in the new period"; actively advise on solutions to protect the Party's ideological foundation, fight against hostile and erroneous views in cyberspace.

In addition, the Propaganda Party Cell also strictly maintains the working routine, issues resolutions to lead the implementation of monthly tasks, and reviews and registers exemplary Party members. From there, it contributes to promoting each cadre and Party member in the Party Cell to constantly cultivate and practice moral qualities, lifestyle, and strictly comply with military discipline and State laws.

100% of Party cells under the Party Committee of Regiment 244 have organized to thoroughly grasp, study and implement the model of "4 Good Party Cells". Party committees and branches have focused on serious rectification so that cadres and Party members do not violate signs of political, ideological, moral, lifestyle degradation, "self-evolution", "self-transformation"; avoid subjective thinking, bureaucracy, corruption, and are ready to receive and complete all assigned tasks.

Lieutenant Colonel Pham Van Nam, Secretary of the Party Committee of Regiment 244, said: Implementing well the content of "4 goods" is the driving force to create a breakthrough in improving the leadership capacity and fighting strength of Party cells and helping the unit to successfully complete its tasks. Therefore, the Party Committee of the Regiment has focused on leading and directing the building of strong Party committees and Party cells in all aspects of work. In particular, directing the serious implementation of the assignment and specific tasks, clarifying the responsibilities of each cadre and Party member for each specific task such as: Building and practicing combat plans and strategies, maintaining combat readiness; improving the quality of training and combat readiness for the subjects; focusing on innovating practical training, fostering knowledge of national defense and security, and drills; organize inspections, sports events, competitions... The Party Committee of Regiment 244 also directed mass organizations to develop plans to launch and implement movements: Young officers set an example, love, responsibility; young soldiers reach the top... Thereby contributing to raising awareness and responsibility of officers towards soldiers, creating motivation for the whole unit to excellently complete all assigned tasks.

It can be seen that the emulation movement to build "4-good Party Cells" and "4-good Grassroots Party Committees" has been spreading widely, creating a vibrant competitive atmosphere throughout the Quang Ninh Military. From there, it has created a strong change in the awareness and actions of each cadre, party member and soldier in the entire force.

Colonel Nguyen Quang Hien, Deputy Secretary of the Party Committee, Political Commissar of the Provincial Military Command, emphasized: In order for the emulation movement, building the model of "4-good Party Cells", "4-good Grassroots Party Committees" in the provincial military to become systematic, substantial, have spread, closely following the policies and directions of the superiors, the Provincial Military Party Committee has issued a plan, selected truly exemplary Party cells and grassroots Party Committees to pilot the model. The Party Committee has assigned tasks to members of the Executive Committee to periodically participate in activities, monitor and direct the implementation, guide the evaluation of the results of each specific criterion during the implementation process at the grassroots level; report the implementation results according to the assigned tasks, propose tasks, policies, and solutions for quality and effective implementation. During the implementation process, it is necessary to regularly focus on inspection, supervision, and notify specific results to each Party Committee and Party Cell. With high political determination, the process of implementing the model of "4 good Party cells" and "4 good grassroots Party organizations" has, is and will continue to create strong changes in improving the leadership capacity, fighting strength of grassroots party organizations and the quality of party members in the provincial military.
