"Skillful mass mobilization" in the new period

An Giang has land borders, mountains, forests, plains, and rivers. In the province, many ethnic groups such as Kinh, Khmer, Cham, Hoa... live in harmony. In remote, isolated, and border areas, the lives of a part of the population still face many difficulties. In that context, consolidating political bases, developing socio-economy in conjunction with national defense and security places increasingly high demands on the armed forces in carrying out mass mobilization work.

Colonel Huynh Van Khoi - Standing Deputy Secretary of the Party Committee, Political Commissar of the Provincial Military Command assessed that the mass mobilization work of the provincial military has had many clear changes, spreading in society. Over the past 5 years, the provincial military has built 96 "Smart Mass Mobilization" models, with a total budget of more than 780 billion VND, of which social mobilization accounts for more than 90%, along with many other good models and practices. Typical models include the military-civilian Tet model, the border guard spring warms the hearts of the villagers, helping children go to school - adopted children of the border guard station, accompanying women in the border areas, zero-dong stalls, zero-dong markets... The provincial military has also actively implemented the military rear policy, participated in eliminating temporary and dilapidated houses, with more than 12,000 working days. These practical activities contribute to taking care of people's lives, spreading the image of Uncle Ho's soldiers in the hearts of people of all ethnic groups and religions.

Faced with new requirements, the province has implemented a two-level local government model. The organization of local military agencies has been adjusted in terms of forces, functions and scope of operations. This is both an advantage and a challenge in carrying out national defense, military and mass mobilization tasks. Member of the Party Central Committee, Secretary of the Provincial Party Committee, Secretary of the Provincial Military Party Committee Nguyen Tien Hai emphasized: "Promoting the role of the provincial armed forces in participating in implementing movements, programs, social security work, mobilizing the masses, contributing to consolidating the great national unity bloc; taking care of economic , cultural and social development in remote areas, ethnic minority areas; building a solid people's heart position, especially in strategic, key areas, border, sea, island and ethnic minority areas".

To effectively carry out mass mobilization work in the 2025 - 2030 term, the provincial military has set out many tasks and solutions, including continuing to thoroughly grasp the Party's guidelines and policies, the State's policies and laws on mass mobilization work in the new situation. Lieutenant Colonel To Hai Phong - Political Commissar of the Defense Command of Region 6 - Ngoc Chuc, the Provincial Military Command proposed to continue to innovate the content and methods of mass mobilization in accordance with the characteristics of each locality, especially key areas, border areas, and places with a large number of ethnic minorities. In the context of local military agencies being organized in the direction of "refined, compact, strong", with a wide area, it is required that officers and soldiers promote a high sense of responsibility, mobility, and creativity in implementing mass mobilization work. Clear assignment and decentralization, and the development of practical plans are key requirements to ensure sustainable effectiveness. “It is necessary to focus on applying digital transformation, exploiting social networking platforms and digital communication tools to propagate and disseminate policies and laws; raise awareness and create consensus among the people,” said Lieutenant Colonel To Hai Phong.

Entering the new phase, Colonel Huynh Van Khoi said that with a sense of responsibility, cadres and soldiers continue to promote revolutionary traditions, solidarity, proactiveness and creativity in mass mobilization work, contributing to building an increasingly strong local political base, meeting the requirements of tasks in the new situation.
