This morning, General Trinh Van Quyet presided over the welcoming ceremony for Lieutenant General Vongsone Inpanphim.


General Trinh Van Quyet emphasized that the Party, State, Army and people of Vietnam always remember the great, valuable, wholehearted, righteous and effective support that the Lao Party, State, Army and people have given to Vietnam in the past struggle for national independence as well as in the cause of national construction and defense today.
In all circumstances, Vietnam always attaches importance to preserving and constantly promoting the great friendship, special solidarity, loyalty and steadfastness between Vietnam and Laos.



At the talks, the two sides discussed the world and regional situations and each country's military.
Regarding the East Sea issue, Vietnam's consistent stance is to resolve all disputes by peaceful means, in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea; effectively and fully implement the Declaration on the Conduct of Parties in the East Sea (DOC), promptly conclude negotiations and sign an effective and efficient Code of Conduct in the East Sea (COC) in accordance with international law.
Regarding defense cooperation, on the basis of signed documents and agreements, the two sides have actively and proactively implemented cooperation areas, achieving many substantive results, notably closely coordinating and doing well in propaganda and education work on the great friendship and special solidarity between the two Parties, two States, two Armies and peoples of the two countries.

Exchanges of delegations at all levels are valued. Cooperation forms and mechanisms such as defense policy dialogue, exchanges of young officers; cooperation in border management and protection; and cooperation in human resource training are increasingly effective and substantive. The work of searching for, collecting, and repatriating the remains of Vietnamese volunteer soldiers and experts who died in Laos is valued and promoted...
General Trinh Van Quyet thanked the Lao Party, Government and State for sending a delegation to attend the 50th anniversary of National Reunification Day and sending military personnel to participate in the parade; and actively coordinating the construction of the Lao People's Army Soldier Monument in the grounds of the Vietnam Military History Museum.
General Trinh Van Quyet also respectfully thanked the Lao Ministry of National Defense for continuing to support and send military personnel to participate in the parade at the 80th anniversary of the successful August Revolution and Vietnam's National Day.
The Vietnamese Ministry of National Defense looks forward to welcoming the leaders of the Lao Ministry of National Defense and the Director of the General Department of Politics of the Lao People's Army to attend this event.



Lieutenant General Vongsone Inpanphim, Director of the General Department of Politics of the Lao People's Army, highly agreed with the discussions of General Trinh Van Quyet at the talks, especially the contents on the results of defense cooperation in general and cooperation between the two General Departments of Politics in particular.
According to the Director of the General Department of Politics of the Lao People's Army, in recent times, cooperation between the two sides has achieved substantial results and had new developments, in which many activities have created a spread of friendship between the two countries and the two armies.
Speaking at the talks, General Trinh Van Quyet affirmed that building a strong Army in terms of politics, ideology, ethics, organization and personnel is a very important task, in which Party and political work are the "soul and lifeblood", ensuring that each country's army is truly a political force, a fighting force that is absolutely loyal and trustworthy to the Party, State and people.
In the coming time, the two sides will focus on cooperation: Increasing high-level meetings and contacts; continuing to closely coordinate and effectively implement propaganda and education work on the history, significance and importance of the great friendship, special solidarity and comprehensive cooperation between the two Parties, two States, two Armies and people of Vietnam and Laos, especially with the younger generation.

The two sides will strengthen cooperation in the fields of journalism, propaganda, and social network management through experience exchange, training, professional development, and sending experts to help and support each other; actively exchange delegations at all levels; effectively promote cooperation mechanisms and models such as exchanges of young officers, exchanges of military women, and military-civilian twinning.
Cooperation in training and developing high-quality human resources needs to be given special attention, along with continuing to coordinate and direct the search, collection, and repatriation of the remains of Vietnamese volunteer soldiers and experts who died in Laos during the war; and coordinating to successfully organize the Annual Meeting between the three Defense Ministers of Vietnam, Laos, and Cambodia in 2025 in Laos.
