On December 2 and 3, in Ha Long City, the Quang Ninh Provincial Bar Association held its 9th Congress for the 2024-2029 term. Attending the meeting were comrades: Nguyen Van Quyen, President of the Vietnam Bar Association; Dang Xuan Phuong, Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Nghiem Xuan Cuong, Vice Chairman of the Provincial People's Committee.

During the past term, the Provincial Bar Association has focused on building, consolidating and developing the organization and members, and improving the quality of its activities. Up to now, the province has 9 district-level associations, 13 branches under the provincial association; 141 grassroots branches under the district-level association, with a total of 2,657 members. During the term, the Association has performed well its tasks of participating in the development of legal policies; disseminating and educating the law; providing legal advice, participating in monitoring and enforcing the law, participating in mediation at the grassroots level;...

In the new term, the Provincial Bar Association focuses on the following basic tasks: Building, consolidating and developing the association; actively participating in the development of legal policies. At the same time, strengthening the implementation of legal propaganda and education; strengthening legal consultancy and legal aid; participating in coordinating the implementation of grassroots mediation work...

Speaking at the Congress, Comrade Dang Xuan Phuong, Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, suggested that in the coming term, the Association should actively participate in disseminating the Party's guidelines and policies and the State's laws, contributing to raising people's legal awareness; strengthening the great solidarity bloc of ethnic groups, consolidating people's trust in the Party, the State and the socialist regime. In addition, promoting the role of the Lawyers' Association at all levels in participating in policy and law making, social criticism, proposing solutions to remove institutional bottlenecks and bottlenecks; contributing to building a socialist rule-of-law state, "building a democratic, fair, humane, complete, timely, synchronous, unified, public, transparent, stable, feasible, accessible legal system, opening space for innovation and sustainable development" in the spirit of Resolution No. 27-NQ/TW dated November 9, 2022 of the Central Executive Committee "on continuing to build and perfect the socialist rule-of-law state of Vietnam in the new period".

At the same time, organize and mobilize members to actively participate in disseminating and educating the law; promote legal consultancy and legal aid activities for poor households, policy households and ethnic minorities in the province, especially in remote areas; actively participate in coordinating the settlement of complaints and denunciations; participate in grassroots mediation, protect justice, protect the law, protect human rights, and the legitimate rights and interests of citizens.

The Standing Committee of the Association strengthens close coordination with Party committees at all levels, local authorities, sectors, member organizations of the Provincial Fatherland Front and associations and unions in propagating and implementing the foreign policy of the Party and State on protecting national sovereignty. Along with that, continue to develop grassroots association organizations, develop members and improve the quality of activities of associations, branches and members, improve political capacity, professional ethics, promote professional capacity; proactively participate in activities according to the requirements of political tasks of the locality, of the agency, unit where members work and live.

Speaking at the Congress, Comrade Nguyen Van Quyen, Chairman of the Vietnam Lawyers Association, acknowledged the achievements of the Provincial Lawyers Association in the past term, contributing to the construction and development of the economy and society, maintaining political security in the locality and the overall achievements of the Vietnam Lawyers Association. Regarding the direction and tasks in the coming term, he noted that the Provincial Lawyers Association should continue to promote the work of building and perfecting the organization, developing members, strictly complying with the Association's charter and regulations on ethical standards of members of the Vietnam Lawyers Association according to the criteria of "Excellent in professional expertise, steadfast in political ideology, dedicated to the profession, for the people, for justice". He also noted that in the coming time, many new policies and guidelines of the Party and the State will be passed. Therefore, each member needs to proactively grasp and study them in order to advise and implement them effectively.

The Congress elected the Executive Committee of the Quang Ninh Provincial Bar Association for the new term, consisting of 23 members. The first meeting of the Executive Committee elected the Standing Committee of the Association, consisting of 7 members; elected comrade Dang Phuc Lam, Deputy Chief Justice of the Provincial People's Court, as Chairman of the Provincial Bar Association for the 2024-2029 term. The Congress also elected a delegation of 6 members to attend the Congress of the Vietnam Bar Association. At the same time, the Resolution of the 9th Congress of the Quang Ninh Bar Association for the 2024-2029 term was passed.

On this occasion, many collectives and individuals of the Provincial Lawyers Association were also honored to receive certificates of merit from the Vietnam Lawyers Association; Provincial Fatherland Front Committee for outstanding achievements in the 2019-2024 term.
