Provincial National Assembly delegates contribute opinions on the Draft Law on Management and Protection of National Defense Works and Military Zones
On the afternoon of the second working day of the 6th Session, the 15th National Assembly discussed in the hall the Draft Law on Management and Protection of National Defense Works and Military Zones. At the discussion session, delegate Doan Thi Le An, Deputy Director of the Department of Culture, Sports and Tourism, contributed her opinions on the draft law.
The delegate believes that Point c, Clause 6 and Point c, Clause 7, Article 18, which stipulate the Prime Minister's authority to grant permission in special cases, requiring the use of land, water, and airspace for other purposes or the use of the technical safety corridor of the military antenna system for other purposes not listed in the law, is unnecessary. The delegate proposes that this authority should be carefully considered and reviewed for each specific case and assigned to the Government for detailed regulations.
Provincial National Assembly Delegate Doan Thi Le An contributed comments on the Draft Law on Management and Protection of National Defense Works and Military Zones.
Regarding the regulation "Foreigners and Vietnamese people residing abroad are not allowed to travel or operate within a radius of 500 m from the outer edge of the military antenna system to the surrounding technical safety corridor of the military antenna system, except in cases of carrying out defense diplomatic cooperation activities as prescribed by the Minister of National Defense" in Clause 9, Article 18. The delegate said that such a regulation is unreasonable and will be difficult to implement, because currently the military antenna systems of the military commands of the provinces, military commands of districts, towns, cities and towns are all located in the economic, cultural and social centers of the provinces, districts, towns and cities, densely populated areas, many of which are close to the fences of the military command and military command, and have roads. In some remote areas with difficult socio-economic conditions, the district military command is located in the center of the district, with a radius of 500 m and a diameter of 1 km covering the most central area of the district, including roads, markets and public works, so the above regulation needs to be reconsidered.
Delegates proposed that the draft law supplement the tasks of the People's Committee in promulgating policies and measures to ensure the management and protection of national defense works and military zones, to be consistent with the Law on Organization of Local Government.
