
At the meeting with voters, on behalf of the delegation, Mr. Tran Nhat Minh informed voters about the expected content of the 6th Session of the 15th National Assembly taking place from October 23 to November 29, 2023.
The National Assembly will consider and pass nine draft laws and two draft resolutions, and give opinions on eight other draft laws; at the same time, consider and decide on socio-economic issues, the State budget, and supervise other important issues.

Delegate Hoang Minh Hieu presented the outline of the topic "Regulations on agricultural and forestry land, land for ethnic minorities", and specific policies, asking for voters' opinions such as: Reviewing the current status of land use of agricultural and forestry land; managing and using land funds handed over by agricultural and forestry companies to localities for purposes according to land use planning, land use plans or land use plans; resolving cases of households and individuals using land in violation of the Land Law before July 1, 2014; ... and contents on land for ethnic minorities.

Attending the conference, voters of Tuong Duong district basically agreed on the content of the draft regulations on land of agricultural and forestry origin, land for ethnic minorities in the Draft Land Law. In addition, voters also had many opinions and recommendations to adjust the regulations to suit the locality.

Regarding the content, "resolving cases of households and individuals using land in violation of land laws before July 1, 2014", voters of Tuong Duong district expressed their opinions that the 2013 Land Law stipulates the granting of Certificates of land use rights, houses and assets attached to land to people using land before July 1, 2014, with the condition that they must have permanent residence in the locality and directly engage in agricultural production, forestry, aquaculture, and salt production in areas with difficult socio-economic conditions or areas with especially difficult socio-economic conditions.
In other cases, the Land Law stipulates that Land Use Right Certificates will only be granted to those who have been using land stably before July 1, 2014, so ethnic minorities in the area who have been using land stably for housing after July 1, 2014 have not been considered for granting Certificates.
To solve the above problem, voters of Tuong Duong district proposed to include in the Land Law (amended) the provision "issuing Certificates to those who are using land, have houses, and other construction works from October 15, 1993 to the time of submitting the application for a Certificate of Land Use Rights or to the effective date of the draft Land Law".

Mr. Nguyen Van Hai - Secretary of the District Party Committee, Chairman of the People's Council of Tuong Duong district commented on the content: "Individuals who are ethnic minorities and are allocated land or leased land under the support policy can only mortgage land use rights at the Social Policy Bank", causing difficulties for people.
Because, currently, for poor households, there is a loan policy at the Policy Bank, however, for other households who want to borrow to do business and expand production, they encounter difficulties. These households are allocated land, leased land under the support policy, cannot borrow from the Policy Bank or from commercial banks, so it needs to be reviewed appropriately.
Mr. Nguyen Van Hai also reflected that when implementing compensation for site clearance in Tuong Duong district, people living in difficult areas were relocated to new resettlement areas with convenient locations, so the price difference between the departure and arrival locations was large, causing many difficulties for people. Therefore, there should be specific regulations on paying the difference according to each region, such as cities, towns, and mountainous areas.
In addition, regarding land pricing according to the market, the Secretary of the Tuong Duong District Party Committee also recommended that there should be a specific price framework from the State, not following the market price to avoid disadvantages for people in remote and disadvantaged areas.

Regarding education, voters in Tuong Duong district reflected that the 2018 universal education program policy lacked uniformity, the education program did not come with facilities and the number of teachers, especially in the subjects of Information Technology and Foreign Languages. Voters recommended that there should be a support policy for mountainous localities to implement the universal education program.

Voter Lo Van Tuan - Chairman of Tam Thai Commune People's Committee expressed his opinion that mountainous people mainly produce agriculture and forestry, however, the proportion of cultivated land and production land in the area is still small. Voter Tuan suggested considering converting and allocating some areas of depleted forests that cannot be restored for people to produce, improve their lives and develop the economy.
In addition, voter Lo Van Tuan also proposed that it is necessary to regulate the duration of rice land use in order to have a policy of land recovery and allocation to households in need, avoiding the situation of abandoning production land, causing waste.

The contents related to: recruitment and rotation of commune cadres, cadres in the fields of health and education facing many difficulties due to inappropriate policies; problems with resettlement, compensation for damage caused by natural disasters, flood discharge of hydroelectric projects in the area; slow implementation of payment policies for contracted payments, forest protection, causing disadvantages for people; inadequacies between the classification of communes in mountainous, highland and plain areas; inadequacies in implementing boarding policies for students in remote areas; lack of land and sand for construction of works and projects; policies to support economic development under forest canopy;... were also reflected by voters of Tuong Duong district to National Assembly delegates.

After listening to voters' opinions, representatives of a number of departments and branches discussed and answered a number of issues within their authority that voters reflected.
Representing the provincial National Assembly delegation, Mr. Hoang Minh Hieu answered the issues within his authority. At the same time, he received the opinions and recommendations of voters to forward to the Government, the National Assembly and competent levels and sectors for consideration and resolution.
