Voters appreciate the closeness of National Assembly deputies

On October 30, the 15th National Assembly discussed in the hall the National Target Program on new rural construction for the 2021-2025 period, sustainable poverty reduction for the 2021-2025 period, and socio-economic development in ethnic minority and mountainous areas for the 2021-2030 period. A large number of voters in Hai Duong province followed the discussion session.

Satisfied with the discussion, Mr. Tran Van Tang, Chairman of the People's Committee of Bach Dang Commune (Kinh Mon Town) said that all 3 National Target Programs and the opinions at the meeting hall were very accurate. This shows that the National Assembly delegates have closely followed and pointed out the issues arising in the practical implementation of the programs.

According to Mr. Tran Van Tang, the goals and criteria set by the National Target Program on New Rural Construction are very appropriate and the results brought to the people are very clear. In fact, after a period of building new rural areas, up to now, Bach Dang commune has completed the criteria of a model new rural area, with spacious infrastructure, people have a place for community entertainment, and their spiritual life has been improved... When starting to build new rural areas, the average income per capita of the people was 26.5 million VND; by 2023, it is estimated at 84.6 million VND/person/year. Social security is of interest, people are excited. This result is thanks to the locality always taking the people as the center in the process of implementing the Program, using the people's strength to care for the people, and sustainably reducing poverty.

From now until 2025, in order for the Program to achieve its goals, Mr. Tran Van Tang proposed that capital and funding support for new rural communes must be timely. The Government needs to pay attention to product consumption to increase the value of products made by farmers. The purpose of the Program is to improve the quality of life of rural people; therefore, more attention should be paid to the elderly, policy families and meritorious people as well as near-poor households.

Regarding the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period and the National Target Program on Socio-Economic Development for Ethnic Minorities and Mountainous Areas for the 2021-2030 period, Mr. Tran Van Tang proposed that the Government should pay attention to and implement regional planning, and should have policies for each region based on soil research. Each region with its own soil and climate characteristics will be suitable for each specific production object. At the same time, the Government should have appropriate policies to encourage afforestation for people in mountainous areas; pay more attention to the material and spiritual life of students and teachers in mountainous areas.

According to Ms. Pham Thi Dao, Deputy Director of the Department of Agriculture and Rural Development of Hai Duong province, the opinions of the National Assembly deputies are consistent with the practical difficulties that localities encounter in the implementation process. For example: Some guiding documents of some central ministries and branches for the set of criteria for advanced new rural communes are not suitable; it is necessary to issue a mechanism for decentralization for localities to implement the program; amend and issue sets of criteria; pay attention to cadres working in new rural areas; strengthen the direction of localities to disburse public investment capital and handle outstanding debts in basic construction; allow the extension of investment capital sources...

Regarding the national criteria for new rural communes and advanced new rural communes, Hai Duong proposed to consider amending and supplementing a number of indicators and criteria in the criteria for advanced new rural communes (such as: criteria for healthcare, criteria for information and communication, and planning criteria). In particular, regarding healthcare, it is necessary to amend the indicators on the proportion of people participating in and using remote medical examination and treatment applications; the proportion of the population with electronic medical examination and treatment records. Hai Duong proposed to consider adjusting criterion 13 on cooperatives to suit local practical conditions.

To date, Hai Duong province has been recognized for completing the construction of new rural areas and 43 communes have been recognized as advanced new rural communes, 4 communes have been recognized as model new rural communes. The New Rural Coordination Office under the Steering Committee for National Target Programs of Hai Duong province for the period 2021 - 2025 is actively reviewing and appraising registered communes to recognize additional communes that meet the criteria of advanced new rural areas and model new rural areas.
