In the document, the enterprise said: Currently, the project to build a connecting road from Dong Xoai to Ring Road 4 - Ho Chi Minh City has been studied and surveyed. Accordingly, if the project is implemented, the travel distance from Dong Xoai to the old Bien Hoa city will be shortened by about 13km compared to the existing routes. Thereby, reducing travel time to 1-1.5 hours.
The project to build a connecting road from Dong Xoai to Ring Road 4 - Ho Chi Minh City is being studied with the scale of a level III plain road, with a design speed of 80km/h. The road surface and bridge width in the completed phase is expected to be 34.5m (8 lanes), of which the road surface width in phase 1 is expected to be 20.5m (4 lanes). The preliminary total investment in phase 1 of the project is over 22.6 trillion VND.
In the research plan, Dai Quang Minh Company plans to divide the project into 3 component projects, including: Component Project 1.1, building an overpass through Dong Nai Nature and Culture Reserve (about 13km long, starting point connecting Ma Da bridge, Tri An commune; ending point at the intersection with Provincial Road 761, Tri An commune); Component Project 1.2, building a connecting route from the overpass to Ring Road 4 - Ho Chi Minh City (about 31.5km long, starting point connecting with Component Project 1.1, Tri An commune; ending point at the intersection with Ring Road 4 - Ho Chi Minh City, Tan An commune); Component Project 1.3, upgrading and expanding Provincial Road 753 (about 16.7km long, starting point at the intersection with Dong Phu - Binh Duong road, Tan Loi commune; ending point connecting with Ma Da bridge).

Dai Quang Minh Company proposed to invest in the construction of Component Project 1.1 of the project under the public-private partnership method (BT contract form). Component projects 1.2, 1.3 and compensation, support and resettlement will be implemented in the form of public investment from the state budget.
Dai Quang Minh Company commits to bear all costs and risks in case the proposal is not approved according to the provisions of law.
