In recent times, the administrative mass mobilization work of Quang Ninh has undergone many innovations, bringing about efficiency in all aspects of work. The activities of the government at all levels are increasingly closer to the people, respecting the people, and serving the people. Thereby, it has contributed to promoting socio-economic development, creating consensus and firmly consolidating the people's trust in the Party and the government.
The work of mobilizing the people and the government in the province is carried out closely following the content and implementation methods in the direction of respecting the people, being close to the people, understanding the people, learning from the people, being responsible to the people and the mechanism of "the Party leads, the State manages, the people are the masters". On this basis, state agencies and authorities at all levels in the province have focused on innovating management and operation activities in the direction of enhancing effectiveness, efficiency, publicity, transparency, democracy, friendliness and being close to the people; promoting the application of information technology, ensuring people's participation in social management; supervising the activities of state agencies, cadres, civil servants and public employees.
Along with that, agencies, units and localities have focused on reviewing, developing and promulgating regulations to concretize the Party's policies on mass mobilization work in accordance with reality, meeting the rights, interests and legitimate aspirations of the people.
Notably, the Provincial People's Council has innovated, improved the quality of its activities, promoted the representative democracy regime, and organized many thematic supervisions and surprise surveys on issues related to the legitimate and legal rights and interests of the people; urged and supervised the response to voters' opinions and recommendations. Since the beginning of the term, the Standing Committee of the Provincial People's Council and the Provincial People's Council committees have conducted over 20 thematic supervisions and 100 regular and surprise supervisions and surveys.
According to many voters, the selection of supervision contents by the Provincial People's Council is increasingly effective, practical, and suitable to the province's reality. Thanks to that, after the supervision and explanation of the Provincial People's Council, many existing problems, limitations, and concerns have been resolved by all levels and sectors and have had positive changes, meeting the aspirations of voters and people.
In addition, the efforts in administrative reform of agencies and units in the province in recent times have contributed to effectively serving the people and businesses. In particular, the implementation of administrative reform tasks has always received close supervision from the Provincial Party Committee's Propaganda and Mass Mobilization Department, the Provincial Fatherland Front, and specialized agencies, in order to urge, tighten, and improve the quality and effectiveness of administrative reform.
Quang Ninh is the first locality in the country to establish a provincial-level Public Administration Service Center, and at the same time deploy this model to all districts, towns and cities. Digitization, process simplification, and data interconnection between sectors and fields have helped to significantly reduce the time and cost of implementing administrative procedures. In 2024 alone, the rate of handling administrative procedures correctly and before the deadline at all three levels reached 99.7%; online handling reached 98.5%; digitization of input records reached 99.3%, digitization of results of handling administrative procedures reached 95.4%, aiming to form "correct, sufficient, clean, and live" data; non-cash payment of fees and charges reached 100%. The rate of very satisfied evaluation votes reached nearly 97%, with no dissatisfied evaluation votes.
Ms. Nguyen Thi Huyen (Hong Hai Ward, Ha Long City) shared: We have found that the handling of administrative procedures has become much more convenient. The working style of officials and civil servants is very professional. Procedures are handled quickly, sometimes only a few hours and all are scheduled for a specific time to return the results, instead of having to wait as before. We are very satisfied when handling administrative procedures at public administrative centers.
Along with promoting administrative procedure reform, Quang Ninh province has directed the strict implementation of citizen reception, handling of petitions and complaints, denunciations and recommendations of people according to the goal of "3 increases, 3 decreases, 3 no" to enhance the trust of people and businesses.
In the process of receiving and resolving citizens' petitions, authorities at all levels have creatively and effectively applied mass mobilization work; citizens' petitions, complaints, and recommendations have been resolved promptly and without being overlooked. In particular, many petitions and complaints from citizens related to land management and use, site clearance, finance, etc. have been thoroughly resolved. The reflections, recommendations, complaints, and denunciations under their authority have been considered, processed, resolved, and the results have been notified to the representatives of the organizations and individuals who have reflected, complained, or denounced.
Attaching importance to and doing well the work of mass mobilization, the government has strongly promoted the people's mastery, promoted the strength of great national unity, contributed to the successful implementation of socio-economic development goals, ensured national defense and security, and improved the material and spiritual life of the people.
