Community effectively uses forest environmental service money

The community of residential group 2, Muong Cha town (Muong Cha district) met to discuss the plan to use DVMTR money for common community purposes.

Muong Pon 2 village, Muong Pon commune (Dien Bien district) is assigned to manage and protect more than 900 hectares of forest. Because of good forest protection, Muong Pon 2 villagers receive a large amount of money from the forest environmental service payment policy every year. To effectively use the forest environmental service money, the village community has clearly defined and allocated the spending of money for common activities and the use of policy money, all of which are discussed and agreed upon. Muong Pon 2 villagers use the forest environmental service money to protect and develop forests or build welfare facilities.

Mr. Quàng Văn Trường, Mường Pồn 2 village said: To use the DVMTR money reasonably, before that, we had a meeting of the village committee, then a meeting of the party cell and a meeting of the people; agreed to use the money most effectively. In which, the village prioritizes using it for things such as: contributing to social charity activities; repairing welfare works or purchasing necessary equipment to serve the common activities of the village... Even the village cultural house has been invested in and purchased many equipment and infrastructure from the DVMTR money. Also thanks to the benefits from good forest management and protection, the villagers do not have to contribute to purchasing equipment to serve common activities, so everyone is very excited!

An important solution for the effective use of DVMTR money is to develop regulations for managing the use of DVMTR money by each organization and community. Recognizing the importance of transparency in the use of this money, Hua Rom village, Na Tau commune (Dien Bien Phu city) has established a DVMTR Money Management Board to take on the common task of the community in the process of managing and using DVMTR money. All activities related to the money from the DVMTR payment policy will be implemented by the Management Board as the focal point.

Mr. Vang A Do, the Management Board of the Forest Service Fund of Hua Rom village, said: Normally, with the limited allocation for the village's common activities, Hua Rom village often has to save up for many years to pay for the work that the village plans to implement later. Such expenses, although not large, are a certain concern for the people here if they have to pay out of their own pocket. Therefore, having money for the Forest Service Fund helps people reduce a part of their contribution to the common activities of the village. The source of the Forest Service Fund, we stipulate, is spent on forest protection and development activities at 30% of the total amount paid by the community; 10% on the common activities of the village and 60% on the economic development of the community...

In reality, in the villages, there are regulations and rules for the effective use of forest environmental services money. However, to ensure strictness, absolute openness and transparency in the use of forest environmental services money, every year, the Provincial Forest Protection and Development Fund implements many solutions to monitor the management and use of forest environmental services money by communities and forest owners. Through this, the Forest Protection and Development Fund can grasp the implementation results and effectiveness of policies in the community; at the same time, detect shortcomings and limitations in the process of implementing policies and using forest environmental services money.

Mr. Sung A Sua, Provincial Forest Protection and Development Fund said: Every year, the Fund has a plan to inspect and monitor all communities in the province to see if they use the forest environmental service money for the right purpose. Then the Fund will guide and resolve difficulties and problems. If they do not understand the bookkeeping or use the money for the wrong purpose, we will consult with the locality to resolve the problem and have direction to build appropriate training content to increase the effectiveness in the use and management of money for forest owners. The Provincial Forest Protection and Development Fund also widely disseminates to the people so that they can grasp and understand the policy; focusing on the contents related to the implementation of the forest environmental service payment policy such as: clearly disseminating the origin of the forest environmental service money and the purpose of use; the responsibility of the people in providing and the responsibility of the user of the forest environmental service to pay. At the same time, the Forest Protection and Development Fund organizes guidance on how to manage and use DVMTR money in many forms so that forest owners can apply them appropriately in practice.

The establishment of regulations on management and use of forest environmental service funds so that people can know, discuss, implement, inspect, monitor and benefit from them is important to promote the effectiveness of the policy. Therefore, currently, 100% of forest owners, including communities and organizations, have regulations on management and use of forest environmental service funds. This is the fundamental basis for the funding from the forest environmental service payment policy to be managed and used strictly and for the right purposes, contributing to improving the effectiveness of forest protection and development in the whole province.
