The Chairman of the People's Committee of Quang Tri province has just issued Official Dispatch No. 05/CD - UBND dated September 17, 2024 to the Provincial Steering Committee for Natural Disaster Prevention and Search and Rescue (PCTT & TKCN); directors of departments, heads of provincial-level departments, branches, and organizations; heads of central agencies located in the province; Chairmen of People's Committees of districts, towns, and cities on proactively responding to tropical depressions that are likely to strengthen into storms. The Official Dispatch clearly states:

According to the bulletin of the Provincial Hydrometeorological Station, on the morning of September 17, 2024, the tropical depression (TLD) crossed Ludong Island (Philippines) and entered the eastern sea area of ​​the North East Sea; at 1:00 p.m. on September 17, the center of the TLD was at about 16.8 degrees North latitude, 119.0 degrees East longitude, in the eastern sea area of ​​the North East Sea, about 820 km east of the Hoang Sa archipelago.

The strongest wind near the center of the tropical depression is level 7 (50 - 61 km/h), gusting to level 9; moving mainly in the West direction at a speed of about 25 km/h. It is forecasted that in the next 24 to 48 hours, the tropical depression is likely to strengthen into a storm, with a strength of level 8, 9, gusting to level 10-11, moving in the West-Southwest direction then to the West, at a speed of about 20 km/h; at 13:00 on September 19, the center of the tropical depression will be at about 16.6 degrees North latitude, 110.0 degrees East longitude; about 250 km East-Southeast of the mainland from Quang Binh to Da Nang; strength of level 8-9, gusting to level 11. The storm is forecast to directly affect the sea and mainland, causing strong gusts and heavy rain in Quang Tri province.

To proactively respond to tropical depressions that are likely to strengthen into storms; implementing Official Dispatch No. 97/CD-TTg dated September 17, 2024 of the Prime Minister; the Chairman of the Provincial People's Committee requests the Provincial Steering Committee for Natural Disaster Prevention and Control, directors of departments, heads of sectors, unions, central agencies located in the province and chairmen of People's Committees of districts, towns and cities to implement the following contents:

1. Closely monitor forecasts and warnings about tropical depression developments and other dangerous weather conditions that may occur in the coming days, promptly inform authorities at all levels and people to proactively prevent and minimize damage.

2. Coastal districts and Con Co island district coordinate with the Provincial Border Guard Command, Department of Agriculture and Rural Development, Quang Tri Maritime Port Authority to continue to guide, count, and manage boats and vehicles (including tourist boats) still operating at sea and coastal areas to proactively escape from dangerous areas or return to safe shelters. Provide information, propaganda, and take measures to ensure safety for tourists on Con Co island.

3. Review and complete response scenarios for natural disasters, storms, floods, landslides, flash floods, focusing on ensuring safety of people's lives, limiting damage to people's property, and scientifically and safely operating hydroelectric and irrigation dams.

4. Deploy forces to inspect and review riverside areas, streams, low-lying areas, urban areas, and areas at high risk of flooding, flash floods, and landslides to proactively organize the evacuation of people when situations arise.

5. Proactively arrange forces, materials, and means in key areas to be ready to respond to natural disasters, storms, floods, and organize rescue when required.

6. The provincial Hydrometeorological Station shall strengthen forecasting, early warning, and timely information on developments of tropical depressions/storms, strong winds, high waves, thunderstorms, bad weather at sea, and other dangerous weather conditions that may occur so that relevant localities and units can proactively deploy effective response measures.

7. Radio - Television Station, Quang Tri Newspaper and mass media agencies regularly update and report on the developments of natural disasters/storms, other types of natural disasters that may occur and the direction of response and overcoming consequences.

8. Organize a serious on-duty team, proactively grasp the situation and promptly report to the Provincial People's Committee, the Provincial Steering Committee for Disaster Prevention and Control and Search and Rescue through the Standing Office of the Provincial Steering Committee for Disaster Prevention and Control and Search and Rescue to handle situations when they arise.
