At the ceremony, delegates reviewed the 95-year tradition of the Communist Party of Vietnam, the tradition of the Quang Ninh Provincial Party Committee and the Ha Long City Party Committee.

In Ha Long city, since the Hon Gai Mine Party Cell - the first party cell was established (October 1930), up to now, through 25 congresses, the Ha Long City Party Committee has firmly overcome difficulties, bringing the city to comprehensive development in all fields.

In particular, over the past 10 years, the city's economic scale has increased rapidly, with an average annual growth rate of over 16%; budget revenue has increased annually and contributed nearly 50% of the province's total revenue; per capita income has reached over 17,000 USD (10 times higher than in 2004 and more than 3 times the national average); the city no longer has poor or near-poor households.

In 2025, Ha Long is determined to build a city that develops comprehensively, strongly and makes breakthroughs in the new era with the goal of building a "model, rich, beautiful, civilized, and affectionate" city, a city of innovation and creativity, a heritage city of flowers and festivals. Thereby, together with Quang Ninh province and the whole country, we will firmly step into the New Era - the era of strong, civilized, and prosperous development of the nation.

On this occasion, the Standing Committee of the Ha Long City Party Committee awarded the decision to admit 95 outstanding people to the Party membership of the "95-year Party Member Class". These are all outstanding union members and youth union members of agencies, units and localities who have gone through the process of striving, training, asserting themselves, having many achievements in labor, study and work, well implementing the Party's guidelines and policies, the State's laws and policies, and have been trusted by the collective to be recommended by the Party for consideration of admission.

After the celebration, Ha Long City Party Committee held a ceremony to announce the decision to establish the Party Committee of the city's Party agencies, the City People's Committee Party Committee, and merge the Propaganda and Mass Mobilization Department of the City Party Committee.

The Party Committees of the City Party Agencies are directly under the City Party Committee based on the merger of the following Party Committees: the Party Committee of the City Party Committee, the Party Committee of the Vietnam Fatherland Front and socio-political organizations of the city, the Party Committee of the City People's Procuracy, the Party Committee of the City People's Court, with a total of 154 Party members. The Party Committee of the City People's Committee was established on the basis of rearranging and reorganizing the Party Committee of the City Government Agencies, with a total of 558 Party members. The two newly established Party Committees play a particularly important role in leading, directing and operating the common activities of the city, while ensuring unified direction, improving the quality and efficiency of operations in the role of grassroots Party Committees directly under the City Party Committee.

The city also merged the Propaganda Department and the Mass Mobilization Department into the City Party Committee's Propaganda and Mass Mobilization Department; appointed Ms. Phan Thi Hai Huong, member of the Standing Committee, Head of the City Party Committee's Propaganda and Mass Mobilization Department, as Head of the City Party Committee's Propaganda and Mass Mobilization Department.

Speaking at the announcement ceremony, Secretary of the Ha Long City Party Committee Vu Quyet Tien requested that newly established and merged party organizations and agencies quickly stabilize their organizations and immediately deploy activities according to their functions and tasks, ensuring smoothness and efficiency, without interruption or impact on the operations of each unit.
