The Ministry of Finance said that, based on the provisions of the Investment Law (2014, 2020), on September 26, 2014, the Government issued Decree No. 88/2014/ND-CP regulating credit rating services.

Pursuant to Decree No. 88/2014/ND-CP, as of August 2024, the Ministry of Finance has presided over and coordinated with ministries and branches to grant Certificates of eligibility for credit rating service business to 04 enterprises.

Bond issuing enterprises must have a credit rating from a licensed entity.

The Ministry of Finance said that according to the provisions of Decree No. 88/2014/ND-CP: enterprises providing credit rating services must be granted a Certificate of eligibility to conduct credit rating services by the Ministry of Finance; Enterprises that do not register to conduct credit rating services are not allowed to use the phrase "credit rating" or other phrases with the connotation "credit rating" in their names.
