Mr. Ngu said: “I spent 10 years (from 1979 to 1989) as a combat specialist on the Cambodian battlefield and was awarded many noble medals and orders. As a disabled veteran with 61% disability, from 1990 to 2012, I was still successively the commune team leader, Party cell secretary of village 4, and Chairman of Kim Tan Cooperative (formerly). After more than 2 years of hiatus due to poor health, from 2015 to now, I have been the Party cell secretary of Kim Tan village. For me, no matter what I do, wherever I am, I must put the collective interest first and do my best, never afraid of difficulties or hardships.”

Difficult and new issues are discussed before being brought to the Party cell meeting.

With the qualities of a soldier, whatever Mr. Ngu does, he always wants to help the collective and benefit the people. He often wonders how the Party cell can improve the quality of life, strengthen its fighting strength, maintain solidarity and promote its leadership and direction role in building new rural areas, developing production, and improving people's lives.

Thinking goes hand in hand with action. Over the past decades, he has persistently worked with the village Party Committee and executive committee to focus on removing difficulties and obstacles, pushing back stagnation, promoting innovation and achieving outstanding results.

Mr. Nguyen Duy Ngu went to each house and met each person to mobilize participation in building the new rural area.

On weekends, Mr. Ngu participates in labor and beautifying the village with the villagers.

At 100 years old and 76 years in the Party, Mr. Nguyen Duy Huong is still lucid and always demonstrates the revolutionary spirit of a veteran Party member. Having lived as a servant for a landlord, participated in the seizure of power in August 1945, joined the Party at the age of 24, participated in the fight against the French in Laos, and worked as a grassroots cadre for many years... his "Party spirit" and fighting spirit are very high.

As a staunch communist, he always reminded his juniors to unite, take care of Party building, consolidate the government, be exemplary in everything they did, and put the interests of the collective before personal interests...

Promoting the exemplary spirit and responsibility of a veteran party member, Mr. Tran Sy Thoai (90 years old, 64 years of Party membership) has also made many positive and important contributions to the work of building the political system at the grassroots level, developing business, and building village and neighborhood relationships.

Despite his old age, Mr. Thoai still regularly participates in monthly Party cell meetings to discuss and give his opinions on common matters. In each meeting, his opinions are always respected, agreed upon, highly appreciated, and seriously accepted by the Party cell.

Mr. Tran Sy Thoai reads books and newspapers, seeks information, and grasps current events to have many valid opinions in Party cell meetings.

Mr. Tran Sy Thoai shared: “Because I have worked in many working environments (anti-French soldiers in Laos, commune union cadres, primary school teachers, provincial administrative committee cadres, food department cadres, Deputy Head of the Organization Board of Can Loc District Party Committee...), I have practical experience, have a deep understanding of many things, and have a way of looking at problems. Therefore, depending on each content, task, and issue raised by the Party cell, I have given specific comments in a constructive, frank spirit and clearly analyzed right and wrong, gains and losses, good and bad so that the collective can consider and make resolutions for implementation.”

The elderly party members in Kim Tan Party Cell are always shining examples of personality, dedication, and raising children.

Currently, of the 127 party members in the 4 party cells of Kim Tan village Party Cell, 69 have been in the Party for over 30 years (age 60 or older). The vast majority of them used to be officers, provincial and district officials, teachers... so they have good theoretical knowledge, high political awareness, are imbued with the Party's principles and regulations, and have rich practical experience.

There are many people who are "elders", always exemplary in everything, often sharing good ideas and valuable experiences for the next generation such as: Mr. Nguyen Quang Cu (97 years old, 73 years in the Party), Mr. Nguyen Duy Quang (76 years old, 51 years in the Party), Mr. Nguyen Duy Dan (65 years old, 41 years in the Party)...

Currently, among the 58 young party members in the cell, 7 are key cadres of Tan Loc commune. At this time, Kim Tan village is urgently implementing tasks related to the third "revolution" of land conversion in the area. This is a decisive factor in the development of production, livelihoods, and life of 6,686 households/3,098 people in the village, so it has been implemented promptly, methodically, in accordance with policies, and close to reality.

Since the commune had the policy (3 months ago), the Party cell, executive committee, and village front work committee have quickly informed, propagated, and mobilized people while organizing discussions and agreeing on the conversion plan, implementation roadmap, and work plan... Thanks to publicity, democracy, determination, and high consensus among the entire Party and people, the problems have been resolved, important tasks have been on schedule, and quality has been ensured.

All urgent and important issues were discussed openly, democratically and frankly by the Kim Tan village Party Cell.

Village chief Nguyen Duy Hoai informed: “We are determined to successfully implement the third land conversion for all 216 hectares of production land, striving for each household to only work on 1 plot of land (currently there are 3-5 plots/household) to create a breakthrough in production development, facilitate business, and bring a full life to the people.

We are digging and building 53 internal roads with a length of 24 km (20 km have been completed), 2 main drainage canals nearly 2 km long, relocating 879 graves (currently 40 graves remain), renovating the field surface from 3 levels to a common level (about 30% of the total area, each sao costs about 7 million VND), preparing a plan to draw lots to receive the fields...”.

Thanks to the Party cell's good production direction, before the third land conversion, Kim Tan village was always the leading locality in the whole commune in converting economic structure, crops, seedlings, applying science and technology to the fields, developing trade and services.

Currently, the average income per capita in the village reaches 46 million VND/person/year (the highest in the commune), the rate of poor and near-poor households is 4% (the lowest in the commune), and material and spiritual life has clearly improved.

The people of Kim Tan village are persistent, tenacious, and spare no effort or money to join hands in building a spacious, clean, and beautiful village.

Thanks to the Party's will in line with the people's wishes and the spirit of "people know, people discuss, people do, people inspect, people benefit", from 2015 to now, cadres and people in the village have joined hands and donated land and property, voluntarily participated in thousands of working days and contributed about 1.5 billion VND to build the new rural area.

Currently, all 12 km of the village's main roads are large and beautiful, covered with electric lines to light up the village, with the largest communal house and sports field in the district, 10 model gardens with good income, and a green - clean - beautiful landscape. In 2018, the village met the NTM standards, in 2021 it was recognized as a model residential area, is currently building a smart residential area and was chosen as a pilot to implement a set of behavioral criteria in the family (the whole province has only 2 villages)...

Currently, Kim Tan village has asphalted 5/7km of the main road with concrete and strives to complete 100% in 2 years.
