Digital transformation in Quang Tri

Quang Tri province has identified digital transformation as a method to help the two-level local government operate effectively, transparently and serve the people better. After nearly two months of officially applying the new government model, the province has made a positive impression by ranking second in the country in terms of service quality for people and businesses.

However, the process of implementing digital transformation still has many bottlenecks, especially digital human resources, digital infrastructure and the support of people at the grassroots level.

After the two-level local government model officially came into operation on July 1, Quang Tri has proactively and urgently implemented digital transformation to ensure unified and synchronous management, without any interruptions, overlaps or omissions in tasks. The province's shared information systems operate smoothly and stably, actively supporting the operations of the two-level local government. The administrative procedure settlement information system has integrated all online public services on the National Public Service Portal, meeting the centralized "one-window" model.

The province has publicized nearly 2,200 administrative procedures, including more than 1,100 online public services. The rate of online records reached 52.3%, on-time processing reached 98.41%, and digitalized records reached 71.21%. To date, all commune and ward centers in Quang Tri have been covered by fiber optic broadband...

In addition to the achievements, reality has also revealed many difficulties and obstacles due to the lack of specialized staff in many communes, especially in the fields of public administration and information technology. Technology infrastructure still has many shortcomings, outdated equipment, and unstable transmission networks. In addition, awareness of administrative reform and digital transformation in some places is still inadequate, from both officials and people.

Chairman of Dakrong Commune People's Committee Le Hoai Phong informed that Dakrong is a remote commune with extremely difficult socio -economic conditions, with more than 97% of the population being ethnic minorities. The whole commune currently has 63 officials and civil servants working at four locations. The commune needs an administrative center with facilities to ensure that officials and civil servants can work with peace of mind and serve the people well.

Currently, the rate of people using smartphones in the commune is still low, many people do not have or have not activated VNeID level 2 accounts, some villages do not have BTS stations broadcasting 4G, leading to limited internet connection and electronic transactions. At the same time, many people are still afraid to use electronic devices to handle administrative procedures, so they want to go to the commune headquarters to do the procedures directly.

Mr. Phong added that, in the short term, for areas far from the center, the commune will send a group of cadres to support the people every week according to a fixed schedule. In the long term, the commune will develop plans and strategies to organize activities at remote locations. The current shortcomings are mainly related to facilities and technical infrastructure, the Public Administration Service Center has not met the needs of use.

In Bo Trach commune, although the Public Administration Service Center with modern equipment has been put into operation, initially processing work completely online, the difficulties and shortcomings come from the lack of specialized IT staff. Most of the staff working on digital transformation at the commune are only in charge of one or more concurrent positions, so monitoring, operating and handling tasks related to digital transformation are not timely.

Chairman of the People's Committee of Bo Trach Commune, Do Manh Tai, said that in addition to the lack of specialized staff, the current equipment is still not synchronized, the computer system has low configuration, slow processing speed, so the unit has difficulty in connecting, affecting the progress of processing documents. In addition, the Center also lacks specialized equipment such as scanners, color printers, automatic numbering machines, and electronic notices.

According to Mr. Tai, to solve this difficulty, the locality proposed upgrading and perfecting software, investing in purchasing synchronous equipment; organizing specialized training in each field for officials and civil servants directly handling administrative procedures for people and businesses.

To help people know and carry out administrative procedures online, commune officials will receive paper documents and files, and guide people through operations on smartphones. For people who do not use smartphones and the elderly, commune officials need to support them in creating accounts and submitting documents. In addition, the commune has also established community digital technology teams to "go to every alley, knock on every door", both guiding households to carry out administrative procedures online and promoting the benefits of using online public services.

From the practical implementation of digital transformation in the locality, Chairman of Vinh Linh Commune People's Committee Nguyen Thien Tung shared that in order for people to know and carry out administrative procedures in cyberspace, commune officials will both receive paper documents and papers and guide people on how to operate on smartphones. For people who do not use smartphones and the elderly, commune officials need to support them in creating accounts and submitting documents on their behalf. In addition, the commune has also established community digital technology teams to "go to every alley, knock on every door", both guiding households to carry out administrative procedures in cyberspace and promoting propaganda about the benefits of using online public services.

According to Chairman of Dong Hoi Ward People's Committee Hoang Ngoc Dan, in recent times, Dong Hoi Ward has focused on investing and upgrading the information technology system, equipping high-speed fiber optic internet lines, ensuring broadband for public service activities. Along with that, the ward has promoted the implementation of the "Digital Education for All" movement to popularize digital knowledge and skills for all people; organized training on operating shared systems for officials and civil servants such as: Document management system, National Public Service Portal, electronic one-stop system. Dong Hoi Ward Public Administration Service Center receives mostly online records, showing a strong change in people's habits and the effectiveness of digital platforms...

Based on the practice of digital transformation at the commune level in recent times, Quang Tri province has proposed that the Ministry of Home Affairs, the Ministry of Science and Technology and relevant units issue clear regulations on the staffing and job positions for officials in charge of operating information systems and digital transformation at the commune level. The province will have a flexible policy of sending specialized officials at the provincial level to communes to support in a number of areas, ensuring the smooth operation of two-level local government.
