Digital transformation “paves the way” for businesses to break through

Digital transformation is identified as a key task and strategic goal to create a more favorable, transparent and effective business environment for the business community. This is also the inevitable path for Dak Lak to rise up, exploit its potential and make a breakthrough in the digital age.

With the spirit of "paving the way" for business development, the Provincial Party Committee and the Provincial People's Committee have issued many programs and action plans to concretize important resolutions of the Central Committee such as Resolution No. 57-NQ/TW of the Politburo , Plan No. 02-KH/BCĐTW of the Central Steering Committee, and Resolution No. 71/NQ-CP of the Government.

The efforts to implement these programs and plans have brought positive results, creating a solid foundation for improving the business environment and enhancing the competitiveness of local enterprises.

According to the assessment of the Department of Science and Technology, Dak Lak has completed 9/16 tasks assigned under Resolution No. 71/NQ-CP, especially key tasks to support businesses such as: completing the connection of the administrative procedure settlement information system (TTHC) at the ministerial and provincial levels with the National Population Database. This helps simplify procedures and reduce the paperwork burden for businesses when it comes to citizen information.

At the same time, the province also announced a list of major problems in science, technology, innovation and digital transformation to encourage Vietnamese digital technology enterprises to participate in solving them, opening up business opportunities and developing technology.

In addition, Dak Lak province has also completed all 15/15 tasks of the Urgent Phase according to Plan No. 02-KH/BCĐTW and Plan No. 07-KH/BCD. These results directly contribute to improving the efficiency of interaction between enterprises and state agencies. Specifically: the province has completed the business process and digitized all administrative procedures for processing in the electronic environment; implemented and overcome limitations to provide 25 full-process online public services and completed the integration, providing 100% of online public services on the National Public Service Portal.

The province has also upgraded information systems and deployed the National Public Service Portal to become a centralized, single "one-stop shop"; completed the handover of records and digitized 100% of the results of handling valid administrative procedures from the (old) district level to reuse information and data, creating maximum convenience for people and businesses.

Director of the Department of Science and Technology Bui Thanh Toan shared that these achievements are clear evidence of the province's determination to reduce compliance costs, increase transparency and efficiency in business operations. More importantly, awareness of digital transformation has been truly raised, creating consensus from cadres, civil servants to the business community and people.

Digital transformation is not only a story of technology but also a change in thinking and working methods – starting from the grassroots. In Dak Lak, digital applications are gradually entering life, meeting the needs of people and businesses right at the commune and ward levels.

Mr. Nguyen Manh Ha, Vice Chairman of the Ward People's Committee, Director of the Tan Lap Ward Public Administration Service Center, said that the ward has deployed many key tasks to ensure infrastructure and effective technology application.

In addition to updating digital certificates and completing the Internet system, the ward has also tested the application of artificial intelligence (AI) to support civil servants in quickly and accurately looking up information. This application has helped specialists easily guide people and businesses on new administrative procedures under the authority of the commune level.

The ward has also deployed AI applications to support people in performing public services, applying the provincial reporting information system and reflecting on the scene, creating a dynamic and people-friendly digital government.

Similarly, in Tan An Ward, the ward's Public Administration Service Center has been operating with the spirit of "administrative service". The Center has fully prepared facilities, upgraded the Internet connection, and publicly posted a list of 275 commune-level administrative procedures using QR codes for businesses and people to easily look up. This shows dedication and professionalism in creating the most favorable conditions for all administrative transactions.

Departments and branches in the province have also actively deployed specialized software to directly support business operations. For example, the Department of Justice has deployed software for Civil Status Management, Notarization, Certification and Online Auction System to meet the needs at the commune level, supporting civil and economic transactions. The Department of Construction has deployed software for Transport Management to meet the needs of transport businesses.

The Department of Agriculture and Environment has deployed management systems for the coffee and seafood industries that are expected to be upgraded. In particular, the Dak Lak Provincial Land Information System has met practical needs, facilitating land-related transactions of enterprises. The Department of Science and Technology has also deployed the Provincial Administrative Procedures Information System, which has met the needs at the commune level...

Currently, Dak Lak has 18,943 operating enterprises, most of which are small and medium enterprises. With the efforts and determination of the entire political system, along with specific programs and plans of the province, it is becoming a great "lever", helping enterprises to break through, master technology, effectively utilize support policies to exploit the market, towards sustainable development in the coming time.

In the breakthrough phase (until December 31, 2025), Dak Lak province continues to implement the following tasks: synchronizing national database data and specialized databases, ensuring that people only declare information once, minimizing procedures for businesses. At the same time, continue to promote the digitization of records and results of administrative procedure settlement to serve the reuse of information and data.
