Shifting to make science, technology and innovation the central driving force

On August 16, 2025, Politburo member, Secretary of the Government Party Committee, Prime Minister Pham Minh Chinh attended the first Congress of the Party Committee of the Ministry of Science and Technology , term 2025-2030.

Delivering a congratulatory speech and directing the Congress in the atmosphere of the whole country celebrating the 80th anniversary of the August Revolution, National Day September 2 and the atmosphere of innovation and drastic action of the entire Party and the whole nation, Prime Minister Pham Minh Chinh affirmed that the Congress of the Party Committee of the Ministry of Science and Technology for the 2025-2030 term is an important event, not only to evaluate the results of the leadership and direction of the Party Committee in the past term, but also an opportunity to determine the direction, goals, tasks and solutions in the coming term.

Many achievements, results, outstanding marks

Prime Minister Pham Minh Chinh expressed his delight at the Congress taking place in a vibrant, comprehensive atmosphere, with innovative thinking and drastic actions; especially Resolution 57 of the Politburo on breakthroughs in science and technology development, innovation and digital transformation is gradually coming into life, private enterprises are participating very enthusiastically; on August 19, 2025, we will start and inaugurate 250 major projects nationwide with a total capital of more than 1.2 million billion VND, of which 37% of capital is private with many science and technology projects.

The Prime Minister commended the urgent, methodical and serious working spirit of the Party Committee of the Ministry of Science and Technology in preparing and organizing the Congress; highly appreciated the determination and drastic direction and management of the Standing Committee of the Party Committee of the Ministry and the collective leadership of the Ministry in reviewing, developing plans, projects and organizing the implementation of the organizational arrangement (merging the Ministry of Information and Communications and the Ministry of Science and Technology). Immediately after the merger, the Ministry of Science and Technology went into operation immediately, performing well the assigned political tasks.

The Prime Minister basically agreed with the content of the Political Report submitted to the Congress, especially the assessment of the important results and milestones that the Ministry and the Science and Technology sector have achieved in the past term, making an important contribution to the development of science and technology in the country.

The Prime Minister summarized the achievements, results, and marks of the Ministry of Science and Technology in the past term: Institutions were perfected; infrastructure was upgraded; digital transformation was promoted; innovation was spread; digital government was upgraded; digital skills were improved; people enjoyed benefits; Party building was consolidated and enhanced; difficulties were resolved; trust was ignited. 32/34 set targets were completed, including many breakthrough targets.

Specifically, the work of institutional building has been directed and implemented resolutely, especially after Resolution 57 of the Politburo was issued. The Ministry has advised competent authorities to promptly and promptly issue a relatively complete legal corridor system to promote the development of the national science and technology, innovation and digital transformation sector. At the 9th session of the 15th National Assembly, the Government submitted to the National Assembly for approval 16 laws and 3 resolutions related to national science and technology, innovation and digital transformation. In 2025, at least 3% of the budget will be allocated for science and technology tasks.

Complete the tasks of digital transformation and develop comprehensive digital infrastructure to serve the development needs of the country. In particular, it has built and completed a shared digital infrastructure, connecting specialized databases with national information systems; contributing to promoting digital transformation in state management, public services and the innovation ecosystem.

Information security and data confidentiality have been improved; management platforms and digital tools have become increasingly modern, interconnected with ministries, sectors and localities. A network of science and technology organizations, innovation centers and high-tech zones has been gradually formed, creating a foundation to promote the development of the national innovation ecosystem.

The Prime Minister mentioned a number of important indicators on science and technology development: The National Innovation Index (GII) ranked 44/133, up 4 places compared to 2022; The E-Government Ranking Index (EGDI) in 2024 ranked 71/193, up 15 places compared to 2022; Vietnam's online public service ranking according to the United Nations assessment ranked 75, up 6 places compared to 2020; The telecommunications infrastructure index ranked 67, up 7 places compared to 2022; industrial and digital technology revenue reached 158 billion USD, up 26% compared to 2020...

The organization and streamlining of the apparatus were carried out seriously and drastically according to the requirements and progress of the Central Government's direction; the functions and tasks of each unit after the merger were basically stabilized and clearly defined.

On behalf of the Government Party Committee, the Prime Minister acknowledged the efforts and commended the results achieved by the Party Committee and the Ministry of Science and Technology in the past term.

In addition to the advantages and results achieved in the past term, the Prime Minister frankly stated that the development of science and technology, innovation and national digital transformation is still slow and has not made any breakthroughs; the implementation of some major policies and guidelines of the Party and State and the tasks of the Ministry are sometimes and in some places slower than required.

The potential and level of national science, technology and innovation still have a large gap compared to the group of developed countries; the awareness of the role of science, technology, innovation and digital transformation among some cadres and some ministries, sectors and localities is not really at the right level, not meeting development requirements.

Along with that, Vietnam has not yet mastered strategic technology and core technology; research and application of technology have not had many breakthroughs, and the ability to apply practically is still limited.

There is still a lack of high-quality human resources, especially the lack of scientists and "chief engineers" capable of leading and mastering strategic technologies. Investment in digital infrastructure development is still limited, and resources have not been allocated synchronously. Ensuring information security, safety, and data protection still faces many challenges in the face of the current trend of digital transformation and data concentration.

Every officer must be a warrior in his field.

According to the Prime Minister, the 1st Congress of the Party Committee of the Ministry of Science and Technology for the 2025-2030 term took place in the context of the regional and world situation continuing to develop rapidly, complicatedly, and unpredictably; world science and technology has made strong progress.

Recently, the Politburo has issued the "four pillars" (Resolution 57 on science and technology development, innovation and digital transformation); Resolution 59 on international integration; Resolution 66 on innovation in law making and enforcement; Resolution 68 on private economic development), and the upcoming Resolutions on education, healthcare, culture, state economy, etc.

Affirming the role and importance of Resolution 57, Prime Minister Pham Minh Chinh emphasized the need to continue to effectively organize its implementation, especially removing institutional obstacles; ensuring equal access to science and technology and national resources; encouraging innovation everywhere, creating innovation movements and trends.

In particular, the Prime Minister stated that to achieve the two 100-year goals set for 2030 and 2045, we must have innovative thinking, take drastic actions, correctly and accurately identify tasks and solutions, especially identify breakthrough and rapid development of science and technology, innovation and digital transformation; this is an objective requirement, strategic choice, development priority, science and technology is the foundation, innovation is the driving force, digital transformation is the connection, people are the center and the subject.

According to the Prime Minister, resources come from thinking and vision, motivation comes from innovation and creativity, strength comes from people and businesses; must value intelligence, time and timely decisiveness; high determination, great effort, far-sightedness, deep thinking, big action, decisive action, focus; promote international solidarity, value the help of friends and partners with a comprehensive, global approach; from there synthesize many different factors, create combined strength, catch up, progress together and surpass in the development process.

The Prime Minister stated that the Ministry of Science and Technology has a particularly important position, performing the function of state management of scientific research activities, technology development, innovation, high technology development, strategic technology, intellectual property; quality measurement standards; information technology industry...; must be a pioneer, exemplary, and take the lead in developing science and technology, innovation and digital transformation, contributing to renewing traditional growth drivers and promoting new growth drivers, bringing the content of science and technology to increase overall labor productivity.

Emphasizing the need to clearly recognize the above-mentioned especially important position and role in advising the Party and State, the Prime Minister suggested that the Party Committee of the Ministry of Science and Technology in the coming term should focus on a number of key tasks.

Firstly, focus on doing well the Party building work, improving the leadership capacity and fighting strength of the entire Party organization, and improving the quality of Party members.

Accordingly, thoroughly grasp, strictly implement and creatively apply the Party's 5 principles and 5 leadership methods, with special attention paid to the principle of democratic centralism; carry out self-criticism and criticism; strengthen inspection and supervision, not spread out, with focus and key points; maintain solidarity and unity; always closely associate with the people, for the people's prosperous and happy life; study and work according to the Constitution and the law.

Second, continue to innovate leadership thinking, improve the capacity to plan and implement science and technology policies, with the motto: Taking data as the foundation, taking technology as a tool, taking innovation as the driving force, taking digital transformation as the method, taking people and businesses as the center.

Proactively promote administrative procedure reform, institutionalize and effectively implement Central Resolutions, especially Resolution 57 and Resolution 66 on law making and enforcement. The focus is on amending and perfecting the legal system on science and technology, innovation and digital transformation in an integrated, synchronous and transparent manner.

The Prime Minister assigned the Party Committee of the Ministry of Science and Technology to focus on prioritizing all resources to complete the draft Laws to be submitted to the 10th Session of the 15th National Assembly (expected in October 2025). Establish a Venture Capital Fund soon.

Third, encourage the diversification of investment resources for the fields of science and technology, innovation and digital transformation, especially private investment; develop the national innovation ecosystem.

Fourth, promote comprehensive digital transformation, develop digital government, digital economy, digital society, and modern digital citizens. Pay special attention to developing digital infrastructure, national data platforms, and ensuring information security, network security, and digital sovereignty. Actively participate in and promote the Digital Literacy Movement. Urgently overcome the situation of villages with low signal and electricity shortages.

Develop high-quality human resources in science and technology. Have a mechanism to encourage the establishment of start-ups and the implementation of research products in research institutes and universities according to the 3-house model (school, business, researcher). Implement a strategy to attract talent; focus on training 50,000 engineers in the field of technology.

Prioritize the development and mastery of strategic and core technologies. Develop plans to reorganize and reorganize science and technology organizations, invest in developing strong research organizations. Implement investment and share the exploitation of research centers and shared laboratories.

Fifth, the Prime Minister stated that one of the important tasks of the Congress is to contribute opinions to the documents of the 14th National Party Congress, to contribute opinions to the documents and to elect a delegation to attend the first Government Party Congress.
