The National Assembly's supervision program and law and ordinance making program need to be consistent with reality.

Participating in the discussion of the National Assembly's Supervisory Program in 2025, Deputy Head of the National Assembly Delegation of Quang Nam Province - Duong Van Phuoc highly appreciated the role and responsibility of the National Assembly agencies, the National Assembly Delegations, and the National Assembly Deputies who have chaired and implemented well the supervisory activities; coordinated and promoted the role of relevant agencies, creating a combined strength in the National Assembly's supervisory activities.

The content and methods of supervisory activities are always learned from experience, innovated and improved accordingly, contributing to improving the quality and effectiveness of the National Assembly's supervisory activities.

However, delegate Duong Van Phuoc said that in the past, the supervision topics when deployed to the provincial National Assembly Delegation were all wide-ranging with many subjects, some supervision outlines were general, not suitable for the conditions of each locality. Therefore, he suggested that the National Assembly and the National Assembly Standing Committee, when developing the supervision outline, should select some appropriate contents to assign to the provincial National Assembly Delegation for supervision or allow the provincial National Assembly Delegation to select issues within the scope of the topic for supervision.

Delegate Duong Van Phuoc also pointed out that many important recommendations of the provincial National Assembly Delegation accurately reflected the reality of difficulties and inadequacies in legal issues related to the supervision topic in the supervision results report sent to the National Assembly, the National Assembly Standing Committee, the Government and central ministries and branches, but were not synthesized and responded to.

The delegates proposed that the Standing Committee of the National Assembly and the Secretary General of the National Assembly direct the monitoring of responses and settlement of recommendations after supervision by the National Assembly Delegation of provinces and cities; strengthen the responsibility of the Department of Supervision Services and the National Assembly Office in advising the Standing Committee of the National Assembly and the National Assembly agencies in directing the monitoring of the implementation of recommendations after supervision, including supervision by the National Assembly Delegation (similar to the monitoring and response to voters' opinions and recommendations by the People's Aspirations Committee); consider including in the regulations regular reporting to the National Assembly on the monitoring of the implementation of recommendations after supervision.

Regarding the discussion on the Law and Ordinance Development Program for 2025 and the adjustment of the Law and Ordinance Development Program for 2024, delegate Duong Van Phuoc recognized that there have been many practical and effective innovations in the past. However, the delegate said that the legislative work and implementation of the law development program are still lacking in initiative and have some limitations, especially the delay in submitting draft laws.

Accordingly, many draft laws submitted to the National Assembly Standing Committee do not ensure the time as prescribed, causing the National Assembly delegations and the National Assembly deputies to not have time to research and collect information to prepare the content carefully to contribute comments to perfect the draft laws. Although this issue has been raised many times by delegates at previous sessions, it has not been resolved.

Therefore, delegate Duong Van Phuoc suggested focusing on analyzing and deciding policies related to draft laws and ordinances, especially assessing the impact of draft documents on the socio-economy, environment, and resources to ensure implementation. It is necessary to seek opinions from relevant agencies and organizations, especially those directly affected by draft laws and ordinances, according to regulations before submitting them to the National Assembly.

Draft laws, ordinances and related documents that are not submitted within the prescribed time limit will not be examined, considered for comments and removed from the meeting agenda.

For the draft laws submitted to the National Assembly in the coming time, the Government, ministries, central branches, and agencies of the National Assembly will continue to review the shortcomings in mechanisms, policies, and regulations that are not suitable to reality in order to promptly amend, supplement, and promulgate new laws.

In particular, the delegate emphasized that the National Assembly needs to promptly consider amending and supplementing the State Budget Law because many provisions of this law have revealed difficulties and limitations, which have had a certain impact on the management and operation of local budget revenue and expenditure.
