Students continue to miss school because they do not have a 3-party account
The American International School of Vietnam (AISVN) has given its entire school a spring break (March 23-31) after teachers who were owed unpaid wages quit their jobs en masse, disrupting teaching. The school also owes tens of billions of dong to parents and Ms. Nguyen Thi Ut Em, Chairwoman of the Board of Directors of AISVN, is banned from leaving the country.
According to the plan, students will return to school on April 1. However, on the evening of March 31, AISVN International School sent a letter to parents informing them that it was not possible to set up a joint bank account between the Department of Education and Training, the school, and parents on the same day.
According to the announcement, it is expected that early in the morning of April 1, representatives of the parties will go to the bank to complete the procedures. After that, the school will immediately announce the account number for parents to contribute funds to maintain the school's operations until the end of the 2023-2024 school year.

The school said that "due to the above objective factors, we will need more time to thoroughly resolve the issue of teachers' salaries and students will not return to school on April 1 as planned. Information on the official school day will be announced to parents soon on April 1."
The plan to set up a 3-party account was proposed after a meeting on March 30 at AISVN International School between Ms. Nguyen Thi Ut Em and about 800 parents and representatives of Ho Chi Minh City authorities such as the Department of Education and Training and the Police. At this meeting, Ms. Ut Em proposed a support of 125 billion VND.

Department of Education and Training urgently organizes teacher meeting
Based on the results of the meeting on March 30, the Department of Education and Training of Ho Chi Minh City requested the Department's specialized departments and AISVN International School to urgently implement a number of contents.
Specifically, the school must compile a list of parents who agree to contribute funds for students to continue studying at the school from April 1 to the end of the 2023-2024 school year; a list of parents who do not agree and wish to transfer schools in the city (with the specific name of the school they wish to transfer to) for the Department of Education and Training to resolve. For parents who have not yet commented, the school will contact and update information to report to the Department of Education and Training immediately.
In addition, the Ho Chi Minh City Department of Education and Training requested the Department's Financial Planning Department to urgently complete instructions for school representatives and parents to open a joint account. The school must send joint account information to parents who agree to let their children continue studying at the school to make payment steps. The deadline is before 3:00 p.m. on April 1.
In addition, the specialized departments of the Department of Education and Training coordinated with the school to organize a meeting with all teachers of AISVN International School to urgently implement the plan for students to return to school as soon as possible.
How much money will each parent contribute?
Established in 2006, AISVN International School has more than 1,210 students studying the International Baccalaureate (IB) program. Tuition fees for preschool are VND280-350 million/year, primary school VND450-500 million/year and secondary school VND600-725 million/year. The team consists of 129 foreign teachers, 26 Vietnamese teachers and 103 staff.
At the working session on the afternoon of March 30, Lieutenant Colonel Vu Thi Thuy Ha, Deputy Head of the Internal Political Security Department (PA 03), Ho Chi Minh City Police, said that the investor of AISVN International School is currently financially incapable. The authorities are closely monitoring the activities of Ms. Ut Em. Up to now, the investment funds called to rescue AISVN have only stopped at the level of investigation and withdrawal. When the school worked with some partners, the parties said that the school was losing money partly because the tuition fees were low compared to schools of the same quality.
Also at the meeting, Mr. Nguyen Van Hieu, Director of the Ho Chi Minh City Department of Education and Training, said that the Department has asked the school to calculate the teachers' debt and the amount of money that needs to be paid to teachers from now until the end of the school year. According to the school's calculations, the school still owes a portion of the salaries for January, February and March (about 47 billion VND). Adding the salaries for May and June, that means by the end of the school year it will be about 77 billion VND. In total, by the end of June, to complete the program, the school needs 125 billion VND.
Therefore, the contribution amount depends on age, curriculum, and the school's calculated contribution level. Each parent will pay from 9 to more than 20 million VND/month.
Speaking with Thanh Nien Newspaper reporter, a parent of a student at AISVN International School shared that most parents agree because there is supervision from authorities to ensure that the donation is used for the right purpose and ensures the students' education.
Previously, on March 29, Prime Minister Pham Minh Chinh signed Official Dispatch No. 28 on rectifying the activities of AISVN International School to ensure the rights of students.
