On the morning of January 25, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the regular meeting of the Provincial People's Committee for January 2024.

FOCUS ON IMPLEMENTING PROVINCIAL COUNCIL RESOLUTIONS

At the meeting, members of the Provincial People's Committee focused on discussing, analyzing and evaluating the socio-economic situation and the implementation of state budget and financial tasks in January 2024.

Departments and branches reported on the implementation of plans for cultural and artistic activities to celebrate the New Year and the Lunar New Year of Giap Thin 2024; policies for people with revolutionary contributions and social security; ensuring traffic and transportation; agricultural and industrial production, site clearance for key projects, etc.

The Standing Vice Chairman of the Provincial People's Council and Vice Chairmen of the Provincial People's Committee spoke, requesting departments, branches and localities to focus on performing well the assigned tasks according to their fields and branches.

Concluding the meeting, Chairman of the Provincial People's Committee Nguyen Duc Trung emphasized 5 outstanding results in socio-economic development in January 2024. The Provincial People's Committee has proactively, promptly and seriously implemented the Provincial People's Council's Resolutions, especially the resolution on socio-economic development tasks, state budget estimates and public investment in 2024.

In general, the province's economic activities in all fields are stable and positive. The fields of culture - society, health, education, labor - employment are well implemented. In particular, the highlight is the Tet For The Poor Program, which mobilized and called for nearly 141 billion VND. The activities to prepare for Tet for the people and workers were carried out well and meaningfully.

The province also successfully organized a conference to announce the Provincial Planning for the 2021-2030 period, with a vision to 2050, and coordinated the organization of a conference of the Coordination Council for the North Central and Central Coast regions.

The work of ensuring national defense, security, and traffic order and safety for people to celebrate Tet has been well implemented by agencies and units, thereby ensuring a peaceful life and ensuring stability in carrying out socio-economic development tasks.

CARING FOR PEOPLE TO HAVE A SAFE, WARM AND HAPPY TET HOLIDAY

Emphasizing the tasks in the coming time, especially in February 2024, Chairman of the Provincial People's Committee Nguyen Duc Trung requested all levels, sectors, units and localities to take care of Tet for cadres, civil servants, public employees and people in difficult circumstances, while also performing and completing assigned tasks, especially implementing Decision No. 152 on key tasks and solutions for socio-economic development and state budget estimates for 2024.

For the 5 Working Groups, it is recommended that the standing agencies urgently advise on the issuance of a plan to implement the tasks in February for effective implementation. The sectors shall base on the tasks according to the plan to implement the Government's Action Program and the Provincial Party Committee's Action Program to implement Resolution No. 39 of the Politburo to review and proactively implement, ensuring compliance with the content, quality and progress.

In particular, the agricultural sector focuses on ensuring agricultural production conditions, solving difficulties in water shortage in production; strictly implementing the Prime Minister's telegram on proactively preventing severe cold; effectively implementing the work of preventing and controlling diseases in livestock and crops; advising on organizing the launching ceremony of the "Forever grateful to Uncle Ho" tree planting festival after the 2024 Lunar New Year.

The Industry and Trade sector is concerned with and closely monitors market developments, ensuring supply and demand of goods, especially essential goods during Tet; handling acts of trading in counterfeit goods, banned goods, and commercial fraud; ensuring output markets for agricultural products and OCOP products; strictly implementing the Prime Minister's telegram on ensuring gasoline for production, business and people's consumption during Tet; ensuring electricity supply for production and daily life before, during and after Tet.

Regarding the tasks in February and the first quarter, the head of the Provincial People's Committee requested the Department of Planning and Investment and other sectors to focus on working with the Ministry of Planning and Investment and relevant ministries and sectors to soon complete the plan to implement the Provincial Planning; complete the dossier of the Project to issue additional mechanisms and policies specific to the province, ensuring the progress and set goals.

In particular, the sectors closely follow the implementation and completion of 3 important projects: Project to expand administrative boundaries and urban space of Vinh city; Project to rearrange administrative units at district and commune levels in the period of 2023-2025 and Project to expand the Southeast Economic Zone. Three important projects: Cua Lo deep-water port project; Vinh international airport upgrade and expansion project and Quynh Lap LNG thermal power project.

The Chairman of the Provincial People's Committee requested the Provincial People's Committee Office and relevant sectors to closely follow the 2024 work program and the contents expected to be submitted to the Provincial People's Council to submit on time, ensuring quality, especially the contents submitted to the upcoming thematic session of the Provincial People's Council.

Regarding budget revenue and expenditure, comrade Nguyen Duc Trung requested the Finance sector to preside over and coordinate with the Tax and Customs agencies to synchronously implement solutions for budget revenue and expenditure, striving to achieve a budget revenue of over 20,000 billion VND; Spend the budget strictly, economically, effectively, spend on the right contents, and ensure spending on social security tasks.

Assessing the low disbursement results of public investment capital in 2023, the Chairman of the Provincial People's Committee requested to review potential capital sources to maximize disbursement; 3 agencies in charge of 3 National Target Programs review and promptly report to the Provincial People's Committee on disbursement plans, especially career capital sources.

Regarding the 2024 public investment plan, departments, branches, and investors are required to focus on directing and implementing solutions to speed up disbursement progress from the beginning of the year. Departments, branches, and investors must commit to implementing from the beginning of the year. The heads must take full responsibility, clearly assign inspection and supervision of each project, and avoid "leisurely at the beginning of the year and hasty at the end of the year".

Emphasizing that the province's investment attraction results over the past 2 years have been very positive, to maintain these results, the province needs to continue to strengthen investment promotion and attraction such as supporting investors in implementing procedures during project construction; preparing conditions to ensure land for newly established industrial parks, especially Tho Loc and Hoang Mai II, VSIP I; supporting the investment policy of WHA Industrial Park 3.

Considering that Lunar New Year is approaching, in February 2024, the Chairman of the Provincial People's Committee requested departments, branches and localities to focus on tasks of caring for and ensuring that people have a joyful, safe, healthy and economical Tet holiday.

First of all, it is necessary to fully, promptly, thoughtfully, publicly and transparently implement social security policies, especially for people with meritorious services, policy families, poor households, households in difficult circumstances, and localities in difficult areas to ensure that everyone has a warm, complete, peaceful and happy Tet, leaving no one behind.

Assigning specific tasks to the sectors, Chairman of the Provincial People's Committee Nguyen Duc Trung requested the Department of Culture - Sports to organize and guide localities to organize activities to celebrate Tet, celebrate the Party, celebrate Spring, create a joyful atmosphere for the people; strengthen the management of festival organization, implement civilized lifestyle. The Department of Labor - Invalids and Social Affairs is interested in ensuring social security work, ensuring gifts for beneficiaries are timely and thoughtful.

In addition, the Department of Health ensures medical work, epidemic prevention, and works with other sectors to ensure food safety during Tet. The Department of Information and Communications directs press agencies to effectively carry out information and propaganda work on activities celebrating the Party and Spring; ensure network security and communication to serve the activities of agencies during Tet.

The Chairman of the Provincial People's Committee also requested departments, branches and localities to pay more attention to the work of advising on documents submitted to the Provincial People's Committee, ensuring quality and progress; improving the quality of meetings, promptly resolving problems and difficulties.

During Tet, assign staff to ensure that regular and urgent tasks are handled, especially those related to people and businesses. Immediately after Tet holiday, focus on work, do not let the Tet holiday last long and affect work.

On the other hand, departments, branches and localities focus on effectively implementing the administrative reform plan for 2024, especially digital transformation. The Provincial People's Committee Office presides over, regularly urges and corrects departments, branches and localities that have not completed or are late in completing their tasks.

At the same time, sectors and units strengthen national defense, security, traffic safety and order, fire prevention, and crime prevention, especially before, during and after Tet; maintain strict combat readiness and organize the military enlistment ceremony well.
