EXCELLENT COMPLETION OF ASSIGNED TASKS

In 2023, the Standing Committee of the Provincial Police Party Committee strictly followed the principles of organization and operation, especially the principles of democratic centralism, collective leadership, and individual responsibility; paid attention to building and strictly implementing working regulations, promoting the responsibility of the leader. The Standing Committee of the Provincial Police Party Committee was united, collaborative, and highly unified.

The Provincial Police Department has proactively advised the Provincial Party Committee, People's Council, and People's Committee to issue 205 documents to effectively lead, direct, and implement the work of ensuring security and order and building the People's Police force. Focusing on directing and implementing drastic and synchronous measures to firmly protect national security, preventing sudden and unexpected incidents from occurring, creating "hot spots" of security and order.

The provincial police have successfully completed the key breakthrough task: "Proactively advising and ensuring security and safety in implementing key projects and maintaining peace in religious, border and ethnic areas", associated with strengthening security at the grassroots level.

Strengthen leadership and direction to synchronously and resolutely implement preventive measures, associated with many peak periods of attacking and suppressing crimes, preventing the formation of organized crimes, mafia-style activities, and complex social evils hotspots, cracking many famous cases and cases, receiving praise and rewards from all levels and sectors, ensuring a peaceful life for the people.

As a result, crimes against social order decreased by 11.8% compared to the same period in 2022; the rate of crime investigation and detection reached 91%; of which very serious and especially serious cases reached 100%, exceeding the target assigned by the Ministry of Public Security by 10%.

The provincial police have focused on fighting to reduce and clean up commune-level areas with crimes and drug abuse. The fight against economic crimes, corruption, official positions, and environmental crimes has been directed to be fought fiercely and effectively.

In addition, the Provincial Police have resolutely and effectively performed the role of the standing agency of the Government's Project 06; directed the implementation of many solutions to ensure traffic safety and fire prevention and fighting. Well implemented the management of temporary detention, temporary custody, execution of criminal sentences and judicial support in accordance with State regulations.

The Standing Committee of the Provincial Public Security Party Committee has directed the promotion of the movement of all people to protect national security and mass mobilization work, contributing to ensuring security and order right from the grassroots level; focusing on comprehensive leadership of all aspects of Party building, force building, and logistics; strictly implementing the principle of democratic centralism; strengthening the fight against corruption, negativity, and waste...

In particular, the Provincial Police have made great efforts to complete ahead of schedule the construction of 3,553 houses for the poor and those with housing difficulties and 17 medical treatment houses for infirmaries in border communes. For the 8th consecutive year, the Provincial Police have been ranked first by the Ministry of Public Security in administrative reform work in the People's Police force; and ranked second out of 63 provincial police in the level of application of information technology in work.

At the conference, comrades in the Standing Committee of the Provincial Police Party Committee focused on discussing the achievements, shortcomings, limitations and proposed solutions to overcome them. Leaders and representatives of the Provincial Party Committee's Party Committees evaluated and clarified the results, contributing to the direction and solutions for the Standing Committee of the Provincial Police Party Committee in 2024.

ENSURING SECURITY AND ORDER, CONTRIBUTING TO THE DEVELOPMENT OF THE PROVINCE

Speaking at the conference, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee highly appreciated the preparation work and review content of the Standing Committee of the Provincial Public Security Party Committee; the review work was conducted seriously, in accordance with regulations, frankly and responsibly.

Chairman of the Provincial People's Committee Nguyen Duc Trung assessed that in 2023, the work of advising the Standing Committee of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee, and the Provincial People's Committee to effectively implement the Party's guidelines and policies, the State's policies and laws, and the Ministry of Public Security's direction on ensuring security and order was carried out by the Provincial Police very proactively, closely, promptly, creatively, and with quality.

The Standing Committee of the Provincial Public Security Party Committee has focused on directing the synchronous and drastic implementation of measures and solutions, promptly handling and achieving high efficiency in issues related to ensuring security and order in the province.

The fight against and prevention of crime has been carried out systematically and effectively; all types of criminal, drug, economic and corruption crimes have been resolutely fought and handled; the task of protecting major political events of the province and delegations of Party and State leaders visiting and working in Nghe An has been well performed.

The Standing Committee of the Provincial Public Security Party Committee has directed the movement of all people to protect national security, mass mobilization work, contributing to ensuring security and order right from the grassroots level; successfully implemented 2 models: Skillful mass mobilization in the work of eliminating key areas with complicated security and order issues in Dien Bich commune (Dien Chau district) and "Border commune clean of drugs"...

In addition, the Provincial Police have performed well in all aspects of State management, especially in implementing Project 06 of the Government, helping the province to be among the top in the country. The Provincial Police have been ranked first by the Ministry of Public Security for 8 consecutive years in administrative reform work in the People's Police force.

The work of Party building, force building, logistics and technology has achieved many outstanding results, creating breakthroughs; regularly doing well the work of political and ideological education for cadres and soldiers; actively participating in protecting the Party's ideological foundation; doing well the work of training, fostering and creating sources of cadres.

In particular, Chairman of the Provincial People's Committee Nguyen Duc Trung highly appreciated the spirit, responsibility and affection of the officers and soldiers of the Provincial Police in pioneering and leading in social security work, especially in the program of mobilizing and supporting the construction of houses for the poor and people with housing difficulties in the province, with 3,553 houses.

On the other hand, the coordination with departments, agencies, branches and localities has been well implemented by the Provincial Police, contributing to helping the province carry out socio-economic development tasks. The spirit of solidarity, unity and consensus among the Standing Committee and the leadership of the Provincial Police is very high, especially the role of the commanding leaders and heads, this is an important factor for the Provincial Police to achieve many important achievements.

On behalf of the Standing Committee of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee, and the leaders of the Provincial People's Committee, comrade Nguyen Duc Trung acknowledged, commended, and congratulated the achievements of the Standing Committee of the Party Committee, the leaders of the Provincial Police, and all officers and soldiers of the Provincial Police in 2023.

The Chairman of the Provincial People's Committee also sincerely thanked the important and meaningful contributions of the Provincial Police to the cause of protecting national security, contributing to creating stability for the province to well perform the task of socio-economic development in 2023.

In the coming time, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Nguyen Duc Trung agreed with the 6 directions and tasks in the report and emphasized that in 2024, it is forecasted that there will continue to be many difficulties in implementing socio-economic tasks, from which the security and order situation may have complicated developments, posing new requirements and challenges for the work of protecting security, order and national security in the province.

The head of the Provincial People's Committee requested the Standing Committee of the Provincial Police Party Committee to continue promoting the achieved results, overcoming shortcomings and limitations to perform well the tasks. First of all, continue to advise and resolutely and effectively implement the tasks and solutions to ensure security and order, maintain stability as in the past, especially at the end of the year and the beginning of the new year.

Continue to effectively prevent and combat plots, intentions, and sabotage activities of hostile forces, reactionary organizations, and opposition activities; avoid being passive or surprised in any situation; grasp and forecast the situation early, stay close to the grassroots; proactively and promptly advise on effective handling of arising security and order issues in the area.

Chairman of the Provincial People's Committee Nguyen Duc Trung requested the Provincial Police to pay attention to supporting localities with key projects in site clearance, especially the two projects Tho Loc Industrial Park (phase 1) and Hoang Mai Industrial Park II.

On the other hand, the Provincial Police continue to perform well the State management work, especially effectively implementing the Government's Project 06, managing immigration, ensuring traffic safety, fire prevention and fighting, search and rescue; strengthening the work of building a clean and strong Party, promoting the exemplary role of cadres and Party members, especially leaders in the Provincial Police.

Chairman of the Provincial People's Committee Nguyen Duc Trung requested the Standing Committee of the Provincial Police Party Committee to do a good job of ideological and political education; continue to carry out the Movement for the whole people to protect national security; promote activities towards the grassroots, close to the people, close to the locality; carry out well the project to build commune-level police headquarters; continue to promote the core role in the program of mobilizing and supporting the construction of houses for the poor and people with housing difficulties in the province.
