
Co-chairing the meeting was Mr. Dinh Van Tuan, Vice Chairman of the Provincial People's Committee. Attending the meeting were the Office of the Provincial People's Committee, representatives of the leaders of the following departments: Health, Culture, Sports and Tourism; Science and Technology; Agriculture and Environment; Provincial Police; Provincial Investment, Trade and Tourism Promotion Center and the Green Economy Institute and related units.

At the meeting, the Green Economy Institute proposed to develop and implement the Project "Vietnam - Cuba Biotechnology Development Cooperation Program" to implement Resolution 57-NQ/TW and proposed to select Sancti Spíritus province (Cuba) as a sister city partner with Lam Dong province.

At the meeting, the Green Economy Institute reported on the proposal to select Sancti Spíritus province of Cuba, a locality with strengths in agriculture, biomedical technology and cultural tourism, to establish a twin relationship with Lam Dong on the occasion of the 65th anniversary of the establishment of diplomatic relations between Vietnam and Cuba (1960 - 2025). This initiative aims to create a foundation for substantive, multi-layered cooperation, contributing to making Lam Dong a "Biotechnology Valley", an international model for the application of science, deep processing and circular economy in agriculture, healthcare, and sustainable tourism, creating practical value for political, economic and social development, thereby raising the province's position in the international arena.

The two sides reviewed and agreed on a number of key cooperation directions: research, development and clinical practice of science and technology; training of high-quality human resources; building a model for experimental production and commercialization of biomedical products. This is a concrete step to realize Resolution 57 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation.

Concluding the meeting, Chairman of the Provincial People's Committee Ho Van Muoi emphasized that the twinning with Sancti Spíritus province and the establishment of the Biotechnology Valley scientific complex affirms Lam Dong's determination to attract international cooperation, develop high technology, and at the same time create a highlight in culture, science and tourism.

Chairman of the Provincial People's Committee Ho Van Muoi agreed with the proposal for cooperation between the University of Havana and the University in Lam Dong to train human resources for agriculture, tourism, preventive medicine and develop high-quality human resources; at the same time, implement programs to transfer, research and apply Cuban technology. Chairman of the Provincial People's Committee Ho Van Muoi requested the Green Economy Institute to promptly report to the competent authority, requesting approval to sign a twinning agreement between Lam Dong and Sancti Spíritus province, opening up opportunities for sustainable cooperation, economic and cultural exchange, especially in science and biomedical technology.
