Politburo member and National Assembly Chairman Vuong Dinh Hue chaired the Conference.
Attending the conference were Politburo members, Party Central Committee Secretaries: Head of the Party Central Committee's Internal Affairs Commission Phan Dinh Trac, Chief Justice of the Supreme People's Court Nguyen Hoa Binh; Party Central Committee Secretary, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien; Deputy Prime Minister Le Minh Khai ; Vice President Vo Thi Anh Xuan.
Vice Chairmen of the National Assembly: Nguyen Khac Dinh, Nguyen Duc Hai, Tran Quang Phuong, leaders of the National Assembly Office, agencies under the National Assembly Standing Committee, leaders of central departments, ministries, branches... attended the Conference.
The National Assembly Delegation of Nghe An province attending the conference included comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of the province, Chairman of the Provincial People's Council and elected National Assembly deputies in Nghe An province.
At the Nghe An online bridge, chaired by comrade Thai Thi An Chung - Member of the Provincial Party Executive Committee, Deputy Head of the Provincial National Assembly Delegation; also attending were comrades of the Provincial Party Standing Committee: Le Hong Vinh - Permanent Vice Chairman of the Provincial People's Committee and Vo Thi Minh Sinh - Chairman of the Provincial Vietnam Fatherland Front Committee; National Assembly deputies of the Nghe An Provincial National Assembly Delegation; representatives of a number of provincial departments and branches.

Conduct a vote of confidence at 3 levels
The conference listened to leaders of the Ministries of Finance, Planning and Investment, Health, and Culture, Sports and Tourism report on the situation, implementation results, and implementation plans of laws and resolutions in the fields of finance, planning and investment, health, culture, sports, and tourism; and the practical implementation of laws and resolutions of the National Assembly in a number of provinces and cities across the country.

Vice Chairman of the National Assembly's Finance and Budget Committee Nguyen Van Chi and Vice Chairman of the National Assembly's Defense and Security Committee Nguyen Minh Duc reported on the situation and results of the implementation of Plan No. 81 of the National Assembly and the deployment of the Law and Ordinance Building Program in the last months of 2023 and 2024 in the fields of finance - budget and defense - security.

The conference also heard Head of the National Assembly Delegation Affairs Committee Nguyen Thi Thanh report on the contents and requirements for implementing Resolution No. 96, dated June 23, 2023 of the National Assembly on taking a vote of confidence and voting for people holding positions elected or approved by the National Assembly and People's Councils.

The Head of the National Assembly Delegation Affairs Committee emphasized: In order for Resolution No. 96 to be effectively implemented in practice, it is required to ensure compliance with the following principles: Ensuring the rights and promoting the responsibilities of National Assembly deputies and People's Council deputies in taking votes of confidence and casting votes of no confidence; ensuring the right to report and explain of those who are voted for and cast votes of no confidence; correctly assessing the actual results of the performance of tasks, powers and political qualities, ethics and lifestyle of those who are voted for and cast votes of no confidence.

Pursuant to the provisions of Resolution No. 96, the National Assembly will organize a vote of confidence for those holding positions elected or approved by the National Assembly at the 6th session of the 15th National Assembly and the People's Councils at the provincial and district levels will organize a vote of confidence at the end of 2023 (no vote of confidence will be organized at the commune level).

Overcoming the situation where laws are enacted, localities can implement them, but localities cannot
Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien, speaking at the conference, highly appreciated the National Assembly's focus and positivity in building laws and legal documents since the beginning of the term, contributing significantly to solving practical difficulties and promoting national development.

The Chairman of the Central Committee of the Vietnam Fatherland Front also reflected on the current reality, that is, with the same content of work, the same legal system, one locality can implement it, another locality considers it a problem, unable to implement it. This shows that legal awareness is different due to different capacities of officials.
The Chairman of the Central Committee of the Vietnam Fatherland Front requested the National Assembly Standing Committee and the Government to pay more attention to the implementation of regulations on the interpretation of the Constitution, laws and ordinances to promptly handle issues arising in practice.

Greater efforts and determination to implement laws and resolutions issued by the National Assembly
In his concluding remarks at the conference, National Assembly Chairman Vuong Dinh Hue acknowledged that the Government, Prime Minister, ministries, branches and localities have proactively and resolutely implemented many synchronous solutions to implement laws and resolutions of the National Assembly.
However, through reports and discussions at the conference, it was also shown that the implementation of laws and resolutions still has many shortcomings and limitations, such as some laws were issued from 2022 but up to now, the relevant ministries have not yet issued an implementation plan. In particular, there are 6 laws passed at the 5th Session that will take effect from January 1, 2024 and July 1, 2024 but there is still no implementation plan.

Emphasizing 9 groups of tasks that need to be prioritized to promote the effective implementation of laws and resolutions issued by the National Assembly since the beginning of the term; the National Assembly Chairman requested the Government, ministries, central branches and localities to make greater efforts, greater determination, and coordinate more closely and effectively in implementing laws and resolutions of the National Assembly, in order to bring the National Assembly's decisions into life, making practical contributions to the completion of socio-economic development goals and tasks, ensuring national defense and security, international integration, and continuing to build and perfect institutions and the socialist rule-of-law State of Vietnam.

The National Assembly Chairman expressed his belief that the responsible, proactive, effective and close supervision of the National Assembly, together with the capacity and determination to seriously and creatively implement the law of the Government, and the close coordination of agencies will be an important basis for implementing "modern and effective national governance", contributing to the clear changes in the implementation of laws and resolutions, achieving more positive results in time, meeting the development requirements of the country, the expectations and trust of National Assembly deputies, voters and the people.
