Quang Tri Chairman urges progress of Dong Ha city's Eastern Bypass
Chairman of Quang Tri Provincial People's Committee Vo Van Hung has just inspected the field and urged to speed up the implementation progress of the Eastern Bypass Road project of Dong Ha city, Quang Tri province.
For the Eastern Bypass project of Dong Ha city, Quang Tri province, the section from the intersection of Nguyen Hoang street to the South of Song Hieu bridge has a total investment of 230 billion VND with a route length of 4,264.20m. Implementation period is from 2024 to 2025. Total allocated capital is 203/230 billion VND - reaching 88.26%. Accumulated disbursement is 80.22/230 billion VND, reaching 35%.
According to the report of the Project Management Board, the current difficulties in site clearance (GPMB) are that it is in the transition period between the 2024 Land Law and the 2013 Land Law, so the policies are not yet synchronized, causing difficulties in implementing GPMB; some households have not agreed with the compensation support plan, leading to the temporary suspension of bored pile construction...

For the Eastern Bypass project of Dong Ha city, Quang Tri province, the section from Doc Mieu to National Highway 9, the section from Cua Viet port to National Highway 1, has the starting point intersecting with National Highway 1 at Km741+107 in Phong Binh commune, Gio Linh district; the end point intersecting with National Highway 9, the section from Cua Viet port to National Highway 1 at Km10+300 in Gio Quang commune, Gio Linh district.
The total investment of the project is 399.96 billion VND from the state budget in the medium-term public investment plan for the period 2021 - 2025. The route is 13.3 km long with the main scale being a level III plain road. The expected implementation period is from January 6, 2024 to December 31, 2024.
According to the report of the Project Management Board, the cumulative output of the project up to August 23, 2024 is 83/281,773 billion VND, reaching 29.46% of the contract. Disbursed capital in 2024 is 55.90/94,423 billion VND, reaching 59%; cumulative disbursement is 186.0/247.43 billion VND, reaching 75%.
Regarding site clearance, localities have currently handed over 11.8/13.29 km of land, reaching 89%, with the remaining 1.5 km having not yet been handed over; of which Phong Binh commune is 400m, Gio Linh town and Gio My commune are both 700m, Gio Quang commune is 349m; the site clearance work is expected to be completed before September 15, 2024.
The current difficulty and problem is that some households in Phong Binh commune, Gio Linh town, Gio Chau commune, Gio My commune and Gio Quang commune have not agreed on the price of land acquisition support.
At the inspection, Chairman of the Quang Tri Provincial People's Committee Vo Van Hung emphasized the role of the project and said that completing the project on time is one of the political tasks that the entire political system must take part in. Chairman of the Provincial People's Committee Vo Van Hung requested construction units to take advantage of favorable weather, focus resources, and work overtime to ensure the progress and quality of the project.

Regarding the investor's proposals, Chairman Vo Van Hung assigned relevant departments and units to study and apply the most beneficial and suitable policies for the people in supporting compensation for site clearance. For individual cases beyond their authority, the relevant departments will study, advise, and propose the separate authority of the Chairman of the Provincial People's Committee for handling.
Chairman of the People's Committee of Quang Tri province Vo Van Hung noted that in the process of implementing policies and guidelines for site clearance, first of all, regulations must be followed, but not too rigid. Any regulations that can be flexible, are not against the law, and are beneficial to the people, should be boldly proposed for implementation, all for the development of the homeland.
For cases where policies and mechanisms have been applied, many households have agreed, but there are cases where they deliberately delay and do not comply. Local authorities are required to coordinate with relevant agencies to develop a construction protection plan so as not to affect the overall progress.
