On November 15, the Provincial People's Committee issued a document on proactively responding to floods and ensuring safety for people in the province.
Implementing Official Dispatch No. 1034/CD-TTg dated October 31, 2023 of the Prime Minister, on proactively responding to floods and ensuring safety for people in the Central and Central Highlands regions.
Accordingly, the Provincial People's Committee requests the provincial departments, branches, and sectors, the People's Committees of districts, towns, and cities to continue to seriously implement Official Dispatch No. 6495/UBND-NNMT dated August 1, 2023 of the Provincial People's Committee on proactively preventing landslides, ensuring the safety of people's lives and property before and during the flood season; proactively grasp the situation, deploy necessary measures within their authority, ensure timely, effective, and appropriate measures to control and reduce damage caused by landslides, flash floods, and riverbank and stream bank erosion in the area.
The Department of Agriculture and Rural Development shall direct the work of ensuring safety for agricultural production, safety of irrigation dams and downstream areas, especially for key works and works with high risk of unsafety; the Department of Industry and Trade shall direct the work of ensuring safety of hydroelectric dams and downstream areas when releasing floodwaters, especially for small hydroelectric reservoirs and key works; and direct the work of ensuring safety of the power system.
The Provincial Military Command and the Provincial Border Guard Command, according to their functions and tasks, direct and coordinate with localities to deploy response, search and rescue work when situations arise, ensuring timeliness and effectiveness.

Assign the People's Committees of districts, towns and cities to: Organize the review and evacuation of households in dangerous areas; have plans to support temporary accommodation, food and necessities for people who have to evacuate, ensuring stable lives for people; propagate and guide people to proactively implement measures to ensure safety when floods and inundations occur; reserve food and necessities to proactively prepare for floods and landslides that cause isolation; proactively arrange forces and means in key areas to promptly organize support for people to evacuate and rescue when situations arise...
Relevant departments and branches, according to their assigned functions and tasks, direct measures to be ready to respond when natural disasters occur.
It is known that due to the influence of a very strong cold air mass, heavy rain is continuing in the Central region and spreading to the Central Highlands.
In Dak Lak province, in the eastern part of the province, there will be moderate to heavy rain. Thunderstorms accompanied by whirlwinds, lightning and strong gusts of wind can affect human life, agricultural production, break trees, damage houses, traffic works and infrastructure. Heavy rain can cause flooding in low-lying areas and the risk of flash floods and landslides in steep hills.
