Children in boarding kindergartens enjoy learning support policies.

Decree No. 66/2025/ND-CP stipulates policies for nursery children, students, and trainees in ethnic minority and mountainous areas, especially disadvantaged communes in coastal and island areas, and educational institutions with nursery children and students enjoying policies, including: subjects of application, conditions, principles, policy levels, policy approval procedures, rice allocation and funding for policy implementation for nursery children, students of general education institutions, students of preparatory colleges, and trainees of continuing education institutions in ethnic minority and mountainous areas, especially disadvantaged communes in coastal and island areas.

The Decree takes effect from May 1, 2025.

Children in kindergartens, students and trainees include: Children in boarding kindergartens studying at preschools;

Boarding students study at general education institutions; Boarding students study regular education programs at junior high and high school levels;

Boarding ethnic students studying at general education institutions assigned by competent authorities to carry out the task of educating boarding ethnic students, Viet Bac High School, Friendship School 80, Friendship School T78;

College preparatory students study at the college preparatory school, Viet Bac Mountainous High School.

Notably, Decree No. 66/2025/ND-CP has added children in semi-boarding kindergartens (from 3 months to 3 years old) to the list of beneficiaries of the learning support policy from the state budget.

Circular No. 06/2025/TT-BGDDT of the Minister of Education and Training amends and supplements a number of articles of the Regulations on university and college admissions for preschool education. The Circular takes effect on May 5, 2025.

Along with eliminating early admission; Considering transcripts based on the results of the entire 12th grade with a weight of not less than 25%; Training institutions must determine the conversion rules equivalent to the input threshold and admission scores of admission methods, admission methods, admission combinations according to the unified instructions of the Ministry of Education and Training..., Circular 06/2025/TT-BGDDT has amended the regulations on direct admission.

Accordingly, the training institution organizes direct admission for qualified candidates, announces and posts the list of qualified candidates (except for high school graduation requirements) to the system to process their wishes along with other admission methods according to the general plan, completed before candidates register for admission on the system.

Candidates who have been admitted to a training institution according to the direct admission plan shall register their wishes on the system according to the general plan of the Ministry of Education and Training to choose the program, major, or group of majors that they have been admitted to directly at a training institution or register for another admission wish.

Candidates who are admitted directly must confirm their enrollment according to the general plan. Training institutions are not allowed to require candidates to commit to enrolling or confirm their enrollment earlier than the general plan schedule.
