In recent times, the Party and State have issued many policies and guidelines on afforestation, forest restoration, scattered tree planting, organizing the implementation of the "Forever grateful to Uncle Ho" tree planting festival, the project "Planting one billion trees in the period of 2021-2025"... The Party Committee, government and people in the province have focused on leading, directing and planting 4.1 million more trees of all kinds, reaching 75% of the target set for the period of 2021-2025; in some areas, thematic tree planting areas have been formed, landscape embellishment, environmental protection, climate change response, green economic development, which have been effectively responded by the people. However, the planting, care and protection of trees still have limitations and difficulties such as: The rate and area of ​​urban green trees are still low; the trend of green infrastructure for urban development has not been clearly formed; The selection of suitable and sustainable native tree species on traffic routes, protection of river and sea dikes, in residential areas, urban areas, and tourist destinations to truly create unique features of the province; afforestation has not brought high economic efficiency; there are not many sustainable and breakthrough solutions to restore the environmental landscape after mine closure.

The main causes of the limitations and difficulties are: There is no proper leadership and direction, equal to the requirements of the tasks; propaganda and mobilization work is not regular and comprehensive; landscape planning work in localities has not been paid attention to; planting, caring for and protecting trees is still spontaneous; awareness and habits of self-consciousness in protecting the environment, planting and preserving trees have not been formed; mechanisms, policies, regulations and sanctions have not been given due attention and are not strong enough; resources have not been well mobilized to plant, care for and protect trees.

To promote the achieved results, overcome limitations, create a breakthrough in planting trees to create landscapes, protect the ecological environment, respond to climate change, build a cultural lifestyle of planting, caring for and protecting trees; continue to build and develop the unique identity of the cultural and natural heritage ecological region, promote sustainable green socio-economic development, actively contribute to the goal of building Ninh Binh into a centrally-run city by 2035 with the characteristics of a millennium heritage urban area and a creative city; the Provincial Party Standing Committee requests Party committees at all levels, Party organizations, authorities, the Fatherland Front and socio-political organizations in the province to focus on leading and directing the implementation of the following key tasks:

1. Seriously and fully grasp the goals and viewpoints on provincial development according to the Ninh Binh Provincial Planning for the period 2021-2030, with a vision to 2050 approved by the Prime Minister in Decision No. 218/QD-TTg dated March 4, 2024. Identify planting, caring for and protecting trees as a key and breakthrough task that needs to be focused on, prioritized for leadership, direction and implementation by the entire political system in the period 2025-2035. Strengthen the leadership and direction role of Party committees and organizations; improve the capacity and effectiveness of management and operation of authorities at all levels, especially the role and responsibility of leaders in directing decisively and concretizing through projects, programs, plans, and capital sources in organizing implementation and ensuring effectiveness and completion of targets and tasks of planting, caring for and protecting trees.

Strengthening propaganda, education and mobilization work, creating high and substantial unity in awareness and action of all classes of people about the purpose, meaning and importance of planting trees, improving landscapes, protecting the ecological environment, responding to climate change, mitigating natural disasters and developing the economy - society. There are timely and worthy forms of commendation and rewards for organizations, individuals, businesses and entrepreneurs who have made positive contributions to planting, caring for and protecting trees; at the same time, strengthening inspection, promptly detecting, preventing and strictly handling violations of forest protection and development of forests and trees in accordance with the provisions of law.

2. The Party Executive Committee of the Provincial People's Committee focuses on directing the development of a project on planting, caring for and protecting trees in Ninh Binh province, in conjunction with specific mechanisms and policies for implementation. Prioritize the allocation of resources from the state budget and other legally mobilized sources to implement the goals and tasks. In particular, pay attention to implementing the following tasks and solutions:

- Review the planning for construction and development of the urban green tree system in Ninh Binh until 2030, with a vision to 2035, associated with green infrastructure development to ensure the viewpoint and vision of developing a millennium heritage urban area.

Continue to effectively implement the Tree Planting Festival "Forever grateful to Uncle Ho". Focus on research, application of science and technology, selection of tree types, planting locations according to approved plans and projects suitable to practical situations, serving socio-economic development, especially in tourism development, promoting heritage values, building local identity and brand. Strengthen supervision and strictly control the tree planting work to ensure compliance with approved designs, correct techniques, correct tree species and standards and safety.

- Plant trees and forests to protect traffic routes, river and sea dyke systems in the whole province. Review coastal areas, vacant land, closed mine areas that can be planted with trees, areas that need to be renovated and replaced with trees; develop a roadmap for tree planting associated with landscape construction, ensuring compliance with the planning approved by competent authorities.

- Focus on developing regulations, institutions, mechanisms, and specific solutions to manage and preserve native and heritage trees. Investigate, review, and establish heritage tree profiles. Strengthen inspection and supervision of planning, planting, care, and protection of trees.

- Encourage and attract organizations and individuals to participate in planting, caring for and protecting trees, improving landscapes, developing farms and ranches to diversify tourism products in the area. Research to supplement functions, tasks and resources for the Ninh Binh Provincial Forest Protection and Development Fund to carry out the task of planting, caring for and protecting trees.

- Continue to strengthen state management; focus on reviewing, arranging, and perfecting the apparatus in conjunction with strengthening training, fostering expertise, skills, and sense of responsibility for cadres, civil servants, and public employees working in state management of forest resources, environment, urban areas, and rural areas.

3. The Provincial People's Council Party Delegation directs the Provincial People's Council to consider and approve the Project on planting, caring for and protecting trees in Ninh Binh province to effectively implement the policy of creating a "green revolution" in Ninh Binh province; strengthen supervision of the implementation of programs and plans on planting, caring for and protecting trees.

4. The Fatherland Front, socio-political organizations and member organizations of the Fatherland Front Committee coordinate with functional agencies and localities to launch movements to plant, care for and protect trees; promote propaganda and mobilization of cadres, union members, association members and people about the meaning, importance, responsibility and obligation of planting trees to improve the landscape, protect the ecological environment, respond to climate change, and serve tourism in the province. The whole people unite to build a millennium heritage city, making Ninh Binh province a green home for the people in the province, an attractive destination for domestic and international tourists and investors.

5. Party committees, party organizations, authorities, the Fatherland Front and socio-political organizations, based on the actual situation of the locality, agency and unit, shall organize the dissemination, propaganda, develop specific programs and action plans, and effectively lead and direct the implementation of the tasks in the Directive of the Provincial Party Standing Committee.

6. The Provincial Party Committee's Propaganda Department presides over and coordinates with relevant agencies and units to do a good job of guiding, propagating, and disseminating to create positive changes in the awareness and actions of the political system and the people.

The Party Committee of the Provincial People's Committee shall preside over and coordinate with relevant agencies and units to assist the Standing Committee of the Provincial Party Committee in monitoring, urging, inspecting and supervising the implementation of the Directive of the Standing Committee of the Provincial Party Committee; periodically every 6 months and annually, summarize and report on the implementation results; advise on the preliminary and final reports to the Standing Committee of the Provincial Party Committee according to regulations.
