The DDCI index survey has been implemented by 53 provinces/cities across the country for many years, but Ho Chi Minh City has organized the survey for the first time. This index assesses many criteria, including transparency and access to information; informal costs; time costs; fair competition; business support; legal institutions; effectiveness and efficiency of departments and branches; the role of leaders and additional assessments of IT application and digital transformation. When announcing the DDCI index in May 2024, Mr. Dinh Tuan Minh - Head of the DDCI Consulting Group said that the nature of the index assessing the competitiveness of departments and localities in Ho Chi Minh City is built on the foundation of the provincial competitiveness assessment index. At the same time, the DDCI index empowers businesses to assess government agencies on service quality, business investment environment, etc.
According to Mr. Phan Van Mai - Chairman of the Ho Chi Minh City People's Committee, the city has its own characteristics with the largest economic scale and number of enterprises in the country. However, being behind in assessing the DDCI index shows that Ho Chi Minh City needs to continue to "work while improving" to suit the reality. The DDCI results are also the basis for Ho Chi Minh City's departments, branches and localities to recognize and evaluate their strengths and limitations, and from there, to come up with solutions to improve in the following years. In particular, the results of improving the indexes will also be the basis for evaluating the annual activities of departments, branches and localities.
Many opinions say that, in addition to the provincial survey indexes such as PAPI, PAR Index, PCI which are quite popular, the first announcement of the DDCI survey shows the great determination of Ho Chi Minh City to reform the state management apparatus at all levels and in each department, agency, and unit of the city. That sets the task for all levels of the city to continue to improve the institution through transparency, publicity of state management processes, policies, and plans, towards responsibility and accountability. From there, people have the basis to exercise their right to ownership, effectively monitor the operation of the government.
However, not all people understand DDCI, so it is necessary to promote communication, raise public awareness in coordinating surveys, and monitor the implementation of solutions to improve the investment environment and competitiveness of urban authorities. DDCI must create momentum for administrative reform, continuously improve the investment environment, facilitate business, and transparency. From there, people and businesses are the direct beneficiaries of innovative and creative mechanisms and policies.
