IMPROVING THE QUALITY OF TRIAL

At the meeting, Chief Justice of the Supreme People's Court Nguyen Hoa Binh and the working delegation listened to a report on the work of the People's Court at two levels in Nghe An province in 2023 and the directions and tasks in the coming time.

Accordingly, in 2023, the number of cases that the People's Court at two levels of Nghe An province must accept and resolve remains high.

In order to effectively perform the task of resolving and adjudicating all types of cases, meeting the requirements of judicial reform and the targets and requirements according to the Resolution of the National Assembly, together with the determination and efforts of the civil servants and employees, the People's Courts at two levels of Nghe An province have effectively implemented 14 breakthrough solutions to improve the quality of adjudication, continuing to effectively implement the Law on Mediation and Dialogue at Court.

At the same time, deploy and put into use a number of information technology applications; continue to organize the implementation of the National Assembly's Resolution on online trials, effectively implement breakthrough solutions of the People's Court to improve the quality of handling and adjudicating cases.

At the meeting, the People's Court of Nghe An province also proposed 4 contents to the Chief Justice of the Supreme People's Court, including: Arranging investment funds to ensure necessary conditions for facilities, equipment, and means for organizing online court sessions that have not yet met the requirements, especially investment funds for information technology systems; transmission systems; audio-visual recording equipment systems, etc.

At the same time, the People's Court of Nghe An province also requested the Supreme People's Court to pay attention to arranging the organizational structure of the new unit when merging Cua Lo town into Vinh city; have a specific plan for recruitment and allocation of jobs outside of judicial positions because currently, officials with judicial positions have to concurrently hold many other jobs such as: accounting, clerical, archiving; pay attention to allocating funds to build two-level People's Court headquarters in some district-level units to ensure trial activities.

The Chief Justice of the Supreme People's Court also listened to comments on the draft Law on Organization of People's Courts (amended), preparing to submit it to the 15th National Assembly's year-end session in 2023, scheduled to open next October.



Speaking at the meeting, on behalf of the provincial leaders, comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of Nghe An Provincial People's Committee analyzed, discussed and evaluated the activities of the People's Courts at two levels of the province in all aspects of work.

Thereby, despite difficulties, especially in the context of a large area, large population, large number of cases but dissimilar apparatus, the People's Courts at two provincial levels have successfully completed their tasks, contributing to the implementation of local political tasks.

Emphasizing that the amendment of the Law on Organization of People's Courts is a very urgent requirement, the Standing Vice Chairman of Nghe An Provincial People's Committee assessed that the draft content reflects many reform and innovation contents; thereby both solving current difficulties and having a high coverage, so the province hopes that the Supreme People's Court will complete the draft soon and submit it to the National Assembly for consideration and approval.

Nghe An is a province with a large number of appeal and final judgment cases, therefore, the leaders of Nghe An Provincial People's Committee also hope that the Chief Justice of the Supreme People's Court will direct to help the province resolve the cases, especially those under the direction of the Provincial Party Standing Committee.

On the other hand, the Standing Vice Chairman of the People's Committee of Nghe An province also proposed legalizing the investment in facilities of the court agency; to both ensure investment resources and synchronize and unify the standards for building headquarters in terms of area, form, and function nationwide;...

PROMOTE DISCIPLINE

Concluding the meeting, Chief Justice of the Supreme People's Court Nguyen Hoa Binh welcomed the comments on the draft Law on Organization of People's Courts (amended) of the Provincial People's Court in particular and of Nghe An province in general. This is very useful and practical information for the Supreme People's Court to complete the draft law to submit to the National Assembly.

Comrade Nguyen Hoa Binh acknowledged the achievements in all aspects of work of the People's Courts at two levels of Nghe An province. The solutions directed by the Supreme People's Court have been effectively implemented in the province; especially the use of virtual assistants using artificial intelligence (AI) for work is highly appreciated. The achievements have served well in the implementation of local political tasks.

In the coming time, the Chief Justice of the Supreme People's Court requested the People's Courts at two levels of Nghe An province to promote the achieved results, focus on doing better work from now until the end of the year, to both ensure targets and ensure quality and the requirements of the people.

Comrade Nguyen Hoa Binh also suggested continuing to effectively implement the breakthrough solutions directed by the Supreme People's Court; complying with, implementing and strictly carrying out the work of Party building and rectification; strengthening discipline in the Party organization at the two-level People's Court; increasing internal inspection, further promoting discipline, and not allowing violations to occur.

The Chief Justice of the Supreme People's Court highly appreciated the attention, support and coordination of Nghe An province towards the two-level People's Court of Nghe An province; at the same time, he acknowledged the proposals at the meeting for specific solutions.
