On May 31, the National Assembly discussed the Draft Resolution on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province; the Draft Resolution amending and supplementing Resolution No. 119/2020/QH14 of the National Assembly on piloting the organization of an urban government model and a number of specific mechanisms and policies for the development of Da Nang city; and approved the 2022 State budget settlement.

Discussing in groups, delegates from the Hanoi National Assembly Delegation basically agreed on the need to amend and supplement a number of specific mechanisms and policies for the development of Nghe An province and Da Nang city. National Assembly delegate Nguyen Anh Tri said that it is necessary to consider specific policies. Currently, there are 10 provinces and cities that are piloting specific mechanisms. These policies are in the process of implementation and need time to be evaluated...

National Assembly delegate Le Nhat Thanh suggested adding a summary of the practical experience of localities that have applied special mechanisms in the past to the Government's Submission to the National Assembly Standing Committee. This includes the implementation of policies on exploitation and development of urban land funds to forecast emerging issues, which is the basis for supplementing regulations in the Draft Resolution.

"Regarding the proposal to establish the Da Nang Free Trade Zone, it is recommended to clarify the basis for the proposal and supplement the content of State management of the Free Trade Zone such as: planning, environment..." - delegate Le Nhat Thanh said.

Delegate Nguyen Phuong Thuy proposed to review the two draft Resolutions with current legal regulations. Some policies that have been regulated by current laws should not be re-regulated in the Draft Resolution (such as Clause 1, Article 5 of the Draft Resolution on specific policies of Nghe An province).

The delegates suggested that the Government continue to study to review and prescribe specific policies in a comprehensive manner in the two draft Resolutions, including regulations on the proposal to strengthen the apparatus and staffing for Vinh City (Nghe An Province); regulations on the organizational structure of the Ward People's Committee in the draft Resolution on specific policies for Da Nang City... to ensure the organizational principles of State administrative agencies and create equality with other localities.

Delegate Khuat Viet Dung said that the specific mechanism of each province should be suitable for each locality. The Government needs to supplement the assessment of the specific policy mechanism that has been issued in the localities and supplement the explanation of different opinions in the appraisal report.

Commenting on the approval of the 2022 State budget settlement, delegate Hoang Van Cuong assessed that the 2022 State budget settlement achieved positive indicators: State budget revenue increased compared to the estimate; expenditure was lower than the estimate, in which the budget deficit was low, the overspending was 3.07% of GDP, and public debt decreased (the lowest in the past 15 years).

However, there are still problems in budget implementation such as: outstanding debts for basic construction from previous years and new outstanding debts for basic construction in 2022; 12 localities have not yet submitted to the People's Council a Resolution to adjust the State budget settlement in 2022...
