Prime Minister Pham Minh Chinh requested ministries, branches and localities to uphold their roles and responsibilities, promote administrative procedure reform, improve the investment and business environment, and create the best and most favorable conditions for people and businesses.

On the afternoon of November 14, the Government's Steering Committee for Administrative Reform (SCAR) held an online meeting with localities. The report at the meeting showed that in the past 10 months, administrative reform in ministries, branches and localities continued to be promoted and had strong changes, especially in administrative procedure reform, accelerating the disbursement of public investment capital, improving the investment and business environment, reforming the administrative apparatus, strengthening discipline and order in state administrative agencies at all levels, contributing to creating favorable conditions for people and businesses. Information, propaganda and inspection of administrative reform have been carried out regularly and continuously.

Ministries, sectors and localities have made efforts to review, reduce and simplify business regulations; review and simplify internal administrative procedures in the State administrative system. Reform of the State administrative apparatus continues to be focused.

To date, 20/20 ministries and ministerial-level agencies have issued circulars guiding the positions of specialized professional civil servants; 13/15 ministries and ministerial-level agencies have issued circulars guiding the positions of specialized professional civil servants. The arrangement of administrative units at district and commune levels in the period of 2023 - 2025 is being focused on.

The construction and development of e-Government and digital Government are being promoted. The Government has issued a number of resolutions related to promoting and developing e-Government, digital Government, and national digital transformation.

36/63 localities have deployed smart command and control centers. The rate of full-process online public services over the total number of eligible services reached 100%; 40/63 localities advised and issued resolutions of the People's Council on exemption and reduction of fees and charges for online public services to attract people to participate in online public services. The work of reforming the civil service system, public finance reform, and institutional reform continued to receive attention.

In Ha Tinh, over the past 10 months, the direction and operation of administrative reform has always been focused on and implemented vigorously. The province has issued many documents to implement the direction of the Prime Minister and the Government's Steering Committee for Administrative Reform. The PAR Index and related indicators in 2022 continue to be in the good group of the whole country. Ha Tinh has also issued a plan to overcome shortcomings and limitations and maintain and improve the PAR Index and related indicators in 2023.

The work of administrative reform inspection, inspection and public service examination has been strengthened. In particular, the Chairman of the Provincial People's Committee has conducted surprise inspections of administrative procedure settlement in localities; publicized the hotline numbers of the Chairman and Vice Chairmen of the Provincial People's Committee at the reception and result delivery departments at all levels in the province. Continue to deploy, replicate and effectively apply new models, initiatives and solutions in administrative reform.

Concluding the meeting, Prime Minister Pham Minh Chinh affirmed that over the past time, administrative reform has had positive changes, achieving quite comprehensive results in all 6 contents. These results were achieved thanks to the drastic and responsible participation of the Government, ministries, departments, branches and localities.

However, the awareness of leaders in some localities about the role and importance of administrative reform is still limited; the backlog of documents still exists; administrative procedures are still cumbersome, the business environment is not really open; discipline and administrative discipline in many places are not strict; the situation of avoiding and shirking responsibility has not been thoroughly resolved...

Prime Minister Pham Minh Chinh requested that in the coming time, members of the Steering Committee for Administrative Reform must promote their roles and responsibilities, proactively coordinate closely with ministries, branches and localities in the process of implementing assigned tasks; promote administrative reform in all 6 contents, improve the investment and business environment, create the best and most favorable conditions for people and businesses; promote decentralization and delegation of power, absolutely do not push or avoid responsibility; review and innovate thinking and working methods in administrative reform; promote inspection and supervision in implementing administrative reform at the grassroots level.

Local leaders should increase dialogue, listen to and resolve opinions of people and businesses. Ministries and sectors need to end the backlog of documents; promote propaganda on administrative reform, especially replicating good models, practices and solutions at the grassroots level...
