Speaking at the discussion session to evaluate the results of the implementation of the 2024 socio-economic development plan and the 2025 socio-economic development plan, National Assembly deputies said that there should be specific policies to help people in storm-affected areas stabilize their lives.

Speaking at the meeting, delegate Nguyen Thi Thuy (National Assembly Delegation of Bac Kan province) said that it has been more than a month since Typhoon Yagi Passing through with heavy devastation, the storm left behind great consequences for many northern provinces. With the determination to care for the people of the Party, National Assembly, Government and the entire political system, along with noble gestures, full of comradeship, the people have eased much pain and loss after the storm.
Delegates said that the images of cars driving very slowly to block the wind for motorcyclists, apartments and hotels opening their doors for free to welcome people to take shelter from the storm, people at Huong Pagoda rowing boats all night to provide relief to the people, compatriots in the South and Central regions working all night to prepare food and package goods to send to compatriots in the North, thousands of trucks carrying necessities in a row heading to the flooded areas, carrying millions of hearts are proof of the precious traditions of the whole nation.
Overseas, our compatriots also long for the North. Up to now, the Central Committee of the Vietnam Fatherland Front has received more than 2,000 billion VND, all of which are carried out according to "commands from the heart".

To continue to better prepare for disaster prevention and response, delegates suggested continuing to have special and specific mechanisms to supplement additional support resources for affected localities, especially mountainous localities. Along with that, the National Assembly and the Government need to allow the implementation of simplified procedures to deploy support resources to the people, so that the hearts of the Party and State will soon reach the people in areas affected by storms and floods.
Meanwhile, delegate Nguyen Thi Yen (National Assembly Delegation of Ba Ria - Vung Tau Province) said that in the last months of the year, many provinces and cities across the country suffered heavy damage from storms No. 3 and No. 6. The Government quickly directed the work of prevention, avoidance, and minimizing human and property damage. However, the delegate suggested that the National Assembly and the Government have specific mechanisms and policies, continue to implement solutions to help localities and people restore their livelihoods, stabilize their lives, and rebuild affected areas, ensuring growth.

Delegate Tran Hung Thang (National Assembly Delegation of Ha Nam Province) again proposed that the Government study, direct the review and develop a comprehensive program on warning, prevention and control of natural disasters, storms and floods, and rescue work to minimize damage when natural disasters and storms and floods occur.
Delegate Duong Khac Mai (National Assembly Delegation of Dak Lak Province) emphasized: Currently, in the face of increasingly profound climate change and socio-economic development, in recent years, disasters, incidents, natural disasters, and epidemics have been extremely complicated, occurring throughout the country.
Therefore, delegate Duong Khac Mai suggested that it is necessary to focus on organizing and implementing the law on civil defense and related laws to be able to prevent early, from a distance, respond and overcome effectively, promptly and as quickly as possible the consequences of incidents, disasters, natural disasters and epidemics to best protect people, agencies, organizations and the national economy.
Organizations and individuals who take advantage of the emergency situation for personal gain must be strictly punished.
Also related to the issue of natural disaster prevention, delegate Nguyen Van Huy (National Assembly Delegation of Thai Binh province) said that there should be strict sanctions against organizations and individuals who take advantage of the emergency situation for personal gain.
Speaking at the discussion session, delegate Nguyen Van Huy stated that in the first 9 months of the year, the economic growth rate of 6.82% was a very impressive figure, demonstrating the determination and efforts of the entire political system, especially the spirit of overcoming difficulties, solidarity, joint efforts and unanimity of the people of the whole country. This spirit was also clearly demonstrated in the work of preventing, combating and overcoming the consequences of storm No. 3 caused last September.
With the spirit of solidarity and mutual love, organizations and individuals have donated over 2,000 billion VND and thousands of tons of supplies and necessities to support people affected by storms and floods. Warm stories of humanity appeared everywhere in the country, national love and compatriotism were strongly aroused in difficult times. The spirit of solidarity, mutual support and helping compatriots in difficult times is a precious traditional morality, a very precious sentiment, but how to provide relief effectively and safely and how to get relief goods to the right people and the right address are still many concerns...

In addition, the delegate said that there is something very condemnable that while good deeds are being spread in the spirit of volunteerism, there are many "bad apples spoiling the barrel", taking advantage of the natural disaster situation to profit and commit fraud. Recently, the Vietnam Fatherland Front Committee announced the statement of donations from September 1-10, 2024 to ensure transparency in the allocation and use of donations for people affected by storm No. 3.
However, after the statement was made public, many individuals were found to have taken advantage of the event to edit images and "inflate" the amount of money donated to improve their reputation. The delegate emphasized that such actions not only violate ethics and the law but also seriously damage the trust of the community. More than ever, charity, relief and donation activities need to be carried out more carefully and professionally under the regulation of a specialized legal document.
The delegate said that the immediate thing that the people and voters want to do to overcome the above situation is that the Government needs to strengthen the direction of the competent authorities to promptly and strictly handle individuals and organizations that take advantage of the emergency situation for personal gain. The application of strict legal sanctions is not only a deterrent but also helps to strengthen the people's trust and maintain fairness in charitable relief activities.
