According to VTC News reporters, there are currently about 650 households living in 3 state-owned apartment buildings in Da Nang, including Lam Dac San Hoa Cuong apartment building (Hoa Cuong Bac, Hai Chau district), Thuan Phuoc apartment building (Thuan Phuoc ward, Hai Chau district) and Hoa Minh apartment building (Hoa Minh ward, Lien Chieu district). Since 2017, the Da Nang Department of Construction has assessed that these 3 apartment buildings will expire in 2020. Currently, the 3 apartment buildings are degraded at level C.
At Hoa Minh apartment building, grass and weeds grow and corrode the walls, threatening to collapse at any time. Every time there is a storm, residents of this apartment building must move elsewhere to ensure safety. The environment here is also heavily polluted because the drainage system is so old that domestic wastewater cannot drain, stagnant and becoming an ideal place for flies and mosquitoes to breed.
Similarly, at Thuan Phuoc and Hoa Cuong apartments, many pillars are cracked and the walls are leaking, and every time it rains heavily, water floods the apartments. According to the owner of 307 apartments in Thuan Phuoc, although his family and other households have tried to fix it many times, they still cannot prevent water from flowing into their houses because the ceiling and wall systems are so rotten that water seeps everywhere. "Every time it rains, water flows into the house through cracks and crevices on the ceiling and walls," said the owner.
Pillars at Lam Dac San Hoa Cuong apartment building are cracked and peeling off in large pieces. Walls and doors at Thuan Phuoc apartment building are broken, exposing the steel bars.
The attic ceiling system at Thuan Phuoc apartment building is leaking and moldy, causing water to flow into the apartments every time it rains.

According to Ms. Duong Thi Phuong (living in Thuan Phuoc apartment building), the pillar system in the apartment is currently cracked and broken into pieces, the wall in the toilet is also peeling and leaking water, making it very dirty. "Recently, the functional sector has repaired and cemented the peeling walls, but we are still very worried because we do not know the current quality of the project. I hope to be able to move soon to stabilize my life," Ms. Phuong said.
According to the Department of Construction of Da Nang, these 3 apartment buildings are currently in a state of disrepair and must be relocated, cleared, and demolished according to the provisions of law. The People's Committee of Da Nang City has assigned the Department of Construction, the People's Committee of Hai Chau District, the People's Committee of Lien Chieu District, and the Center for Housing Management and Exploitation to survey the needs of households renting houses... to develop a plan for relocation and clearance. At the same time, the Department also requested households to coordinate with the city's agencies to conduct a survey of the needs to rent or buy social housing suitable to the conditions of each household to carry out relocation and clearance according to the approved plan and plan.
To relocate, the Department of Construction proposed two options for relocating and resettling households renting in 3 apartment buildings. Specifically, the first option is for people to continue renting apartments and social housing owned by the State in the city at another apartment building. The second option is to buy apartments and social housing using the city budget, which is currently being implemented.
