On the afternoon of April 11, in Ha Long City, the Standing Committee of the Provincial Party Committee held a conference to listen to reports and approve the contents of the congress organization for the 2025-2030 term of the branches and grassroots party committees under its management. Comrade Pham Duc An, Secretary of the Party Committee and Chairman of the Provincial People's Committee, chaired the conference.
The Provincial People's Committee Party Committee has 38 branches and grassroots party committees. After 3 selected branches and grassroots party committees successfully held their congresses, the Standing Committee of the Provincial People's Committee Party Committee agreed to complete the congresses of branches and grassroots party committees in May. Accordingly, up to this point, 20 branches and grassroots party committees under the Provincial People's Committee Party Committee are preparing to organize the congresses in accordance with regulations.
However, through the assessment of the preparation work, some branches and Party committees have not ensured the time to "Decide and announce the opening time of the congress 30 working days in advance" according to Clause 3, Article 4, Election Regulations in the Party. The political report submitted to the congress is still scattered and not yet substantive.
Opinions at the conference also focused on requesting branches and Party committees to pay attention to the organization and decoration of the congress, ensuring the solemnity, compliance with regulations, concentration, and democracy; and not allowing any errors to occur during the congress organization process.
Concluding the conference, comrade Pham Duc An, Party Committee Secretary and Chairman of the Provincial People's Committee, requested that the branches and affiliated Party Committees pay more attention to propaganda work before, during and after the congress; ensure the organization of the congress in accordance with regulations; promptly complete and report the personnel plan, coordinate with relevant agencies to review and assess political standards for Party Committee personnel and personnel serving the congress.
The Secretary of the Provincial Party Committee requested that the grassroots Party Committees urgently complete the documents for organizing the congress. In particular, special attention should be paid to completing the political report in accordance with regulations, concise, succinct, and directly addressing the issue. From there, there will be in-depth assessments, especially pointing out the shortcomings, to propose breakthrough solutions in the new term. The discussions at the congress need to closely follow the political report to continue clarifying related issues. Immediately after the congress, the branches and subordinate Party Committees need to complete all documents, especially the approval records for the new term Party Committee.
