(TN&MT) - On the afternoon of October 18, Member of the Party Central Committee, Secretary of the Party Committee, Minister of Natural Resources and Environment Do Duc Duy chaired the Third Quarter Work Conference, deploying the Ministry's tasks for October and the fourth quarter of 2024. Attending the Conference were Deputy Ministers: Tran Quy Kien, Le Cong Thanh and key leaders of units under the Ministry of Natural Resources and Environment.
Comprehensive implementation in all aspects of work
Speaking at the opening of the Conference, Minister Do Duc Duy requested delegates, based on the achieved results and key tasks to be implemented in the coming time, to focus on exchanging and discussing in a frank and responsible spirit, clearly analyzing the positive and negative aspects, especially the shortcomings and limitations; identifying the causes, drawing lessons from experience to propose appropriate and effective solutions in directing, operating and organizing the implementation to ensure the quality and effectiveness of assigned tasks, striving to successfully complete the political tasks of the Ministry and the industry in 2024.
Reporting at the Conference, Chief of Office of the Ministry of Natural Resources and Environment Pham Tan Tuyen informed that from the beginning of 2024, closely following the Government's management theme: "Discipline, responsibility, proactiveness, timelyness, accelerated creativity, sustainable efficiency"; in the context of a huge workload and urgent time requirements, the leaders of the Ministry have led and directed the comprehensive implementation in all aspects of work, the activities of the Ministry have taken place stably and smoothly. The heads of agencies and units under the Ministry have made great efforts and shown high determination to implement the work to ensure progress and quality.
Accordingly, some outstanding results have been achieved since the beginning of the year such as: The Party Committee and the Ministry's leaders continued to focus on leading, directing, organizing the review and completion of projects according to the Working Program of the Politburo, the Secretariat, the Government Party Committee; organizing the development of action plans and implementing the documents of the Central Committee.
Prepare to serve the 8th Session of the 15th National Assembly, resolve and respond to voters' petitions sent to the Ministry before and after the 7th Session, and send them to the Petition Committee and National Assembly Delegations of provinces and centrally-run cities according to regulations.
The work of building and perfecting institutions, policies and laws continues to receive attention and direction from the Party Committee and the Ministry's leaders; since the beginning of the year, the Ministry has organized and implemented a huge amount of work on law making with high requirements on quality and urgent progress.
Regularly monitor the situation closely, promptly grasp difficulties and obstacles in the implementation of legal documents at the local level to promptly advise the Government, the Prime Minister and direct solutions within authority.
Lead and direct units under the Ministry to review and improve the reception process, enhance the efficiency of administrative procedure (AP) settlement, thereby reducing the rate of delay, lateness, and overdue AP files...

Regarding specialized fields, Mr. Pham Tan Tuyen said that units will be more determined to complete assigned tasks.

At the Third Quarter Work Conference, deploying tasks for October and the Fourth Quarter of 2024, delegates heard a full report covering all aspects of the Ministry's work in the first 9 months of the year; key tasks in the last months of 2024; and additional reports from units under the Ministry.

In order to complete the tasks in the year and the coming time, Deputy Minister Tran Quy Kien requested that units, heads, and leaders strengthen the implementation of the duties and responsibilities of civil servants and public employees; advise on administrative reform work; evaluate and develop a roadmap for digital transformation of the Ministry and the industry; proactively exchange work between agencies and localities to remove obstacles in legal policies; practice thrift, combat waste...
Deputy Minister Le Cong Thanh requested that specialized units and heads of agencies pay more attention to advising documents for the Ministry's leaders to serve meetings of the Party, State, Government and National Assembly leaders; coordinate with ministries and branches to build a carbon market; monitor and promptly warn of extreme weather phenomena...
In his concluding remarks, Minister Do Duc Duy agreed with the reports recording the results achieved in the first 9 months of the year. The Ministry has organized and completed a huge amount of work, including many important, urgent and unexpected tasks arising under the direction of the Government and the Prime Minister, and resolved existing problems and difficulties arising from practice.

In order to continue to improve efficiency, ensure work progress, implement and complete the Ministry's work programs and plans, and the direction of the Government and the Prime Minister, Minister Do Duc Duy requested that Deputy Ministers and Heads of units under the Ministry be serious, determined, and closely follow a number of principles and requirements:
Strictly and fully implement the working regulations of the Ministry, maintain and fully implement work meetings; Deputy Ministers in charge of the field regularly work with assigned units to grasp the situation of task implementation, promptly urge, direct, and remove arising difficulties and problems.

Firstly, for the tasks submitted to the Politburo; reporting to the Politburo's inspection team, the Minister requested relevant units to proactively coordinate with units under the Central Party Office to complete the dossiers of assigned Projects and closely monitor to promptly report to competent authorities to ensure deadlines...
Second, regarding the development of institutions, policies and laws, the Minister requested the Legal Department to take the lead in monitoring, urging and coordinating with units to focus on implementation, ensuring completion and submission to competent authorities of all documents according to the Ministry's 2024 Legal Document Development Program, including draft Laws, Resolutions of the National Assembly, Decrees and Decisions of the Government, and completing and submitting to the competent authorities Circulars regulating regulations, standards, and economic and technical norms...
Units continue to focus on disseminating, propagating, and training on the implementation of the 2024 Land Law, the 2023 Water Resources Law, and new regulations of the 2020 Environmental Protection Law... Continue to closely monitor and grasp developments in natural disasters, extreme weather events, etc.
Coordinate with the Ministry of Finance to complete the Project on developing carbon market in Vietnam. Continue to implement projects on climate change adaptation and Vietnam's commitments at the United Nations Conference on Climate Change (COP).
In addition, promote the application of surveying and mapping technology in determining and demarcating borders and administrative boundaries on land and at sea; apply remote sensing technology in monitoring and supervising resources, environment and responding to climate change.

Fifth, regarding international cooperation, organize working delegations of the Ministry according to the Plan. In particular, the focus is on organizing a working delegation to attend the 29th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP29) in Azerbaijan in November 2024.
Sixth, the Department of Planning and Finance and other units focus on accelerating the implementation of investment projects and disbursement of public investment capital of the Ministry, striving to achieve the targets assigned by the Prime Minister.
Seventh, units according to their functions, tasks and assignments focus on promoting the implementation of digital transformation. Evaluating the efforts in digital transformation of units, however, they still do not meet the requirements. According to the Minister, without data, there is no solution for management, so all units under the Ministry must be responsible for implementation.
Eighth, urgently complete the tasks of perfecting the organizational structure of units according to the direction of the Party Executive Committee; Research, review, and propose amendments to regulations on management, use, and appointment of civil servants and public employees in the direction of increasing decentralization...
Ninth, give opinions on training and scientific research, in addition to focusing on ensuring the progress and quality of approved scientific research topics and tasks. Minister Do Duc Duy suggested that it is necessary to boldly innovate to change methods, apply science and technology to state legal management; further strengthen human resource training, not only for the Ministry, for the industry but also for the whole country...
Finally, Minister Do Duc Duy directed the Ministry's Office to continue reviewing, advising on amending and perfecting the Ministry's Working Regulations and related regulations and procedures for handling work to ensure a synchronous, smooth and proactive system of operation at each stage, each organization, each job and each individual, to maximize individualization of responsibility to each unit, each cadre and civil servant in performing their duties.
Minister Do Duc Duy requested the heads of units in the Ministry to strictly implement discipline and administrative order. He requested all cadres, civil servants and public employees to handle their work with the highest sense of responsibility to serve the people and businesses, and speed up the settlement of administrative procedures.
