Party committees and commanders of units closely coordinate with all levels and sectors in implementing many programs, models, and jobs, joining hands with localities to create a widespread revolutionary action movement, making worthy contributions to the cause of building and developing a strong socio-economic situation in the maritime border area, contributing to building an all-people border defense, an all-people border posture associated with an all-people national defense posture and people's security in the province increasingly solid.

In order for the 5-year-old movement to be vibrant, widespread, and in-depth, directly contributing to building agencies and units that are strong in politics, ideology, organization, ethics, and cadres, the Party Committee and the Provincial Border Guard Command have led and directed the movement to closely follow political tasks, which is an important driving force in implementing breakthroughs. The Provincial Border Guard proactively grasps, analyzes, evaluates, and comprehensively forecasts the situation related to the BGB area, promptly advises the Party Committee, the Border Guard Command, the Provincial Party Committee, and the Provincial People's Committee on appropriate policies and measures, effectively resolves emerging issues, avoids passivity and surprise, and firmly protects territorial sovereignty, national border security, and sea areas in all situations.

Most prominent is the leadership and direction of the synchronous, comprehensive and effective implementation of border and sea protection measures, organizing patrols and controlling the protection of borders and sea areas; closely monitoring fishing activities; combating, preventing and handling foreign fishing vessels violating the sovereignty of our country's sea areas and Vietnamese fishing vessels violating foreign waters, illegally exploiting seafood, unreported and unregulated (IUU). Strictly maintaining combat readiness, ensuring absolute safety for delegations of Party, State and local leaders visiting and working in the BGB area. Well implementing the coordination regulations with the police, military, and joint operations to protect the sovereignty of seas and islands; reviewing, supplementing, and training to be ready to mobilize forces and means to participate in protecting sovereignty and sovereign rights of sea areas; actively participating in search and rescue, actively helping people prevent and overcome the consequences of natural disasters.

From 2019 to present, agencies and units in the Provincial Border Guard have successfully completed the annual emulation targets and contents. In particular, many contents have been excellently completed, especially the tasks of protecting sovereignty and security of the sea; training and combat readiness; preventing and combating all types of crimes; search and rescue; participating in economic, cultural and social development in the Border Guard area; building a strong and comprehensive regular unit, "Exemplary, typical", clean and strong Party organization.

The provincial Border Guard has continuously implemented well the emulation movement "The whole country joins hands for the poor - leaving no one behind", the campaign "All people unite to build new rural areas, civilized urban areas"; enthusiastically organized activities: "National Border Guard Festival", the program "Spring Border Guard warms the hearts of the villagers"; actively supported localities in implementing new rural criteria... The green-uniformed soldiers also actively advised on implementing many programs, models, works, and meaningful jobs to help people develop the socio-economy, reduce poverty, and improve their lives in a sustainable way. These are movements with profound humanitarian meanings such as: Sponsoring poor households; Helping children go to school - Adopted children of the Border Guard; mobilizing to build and donate solidarity houses and charity houses for policy families and poor people in the border areas. Accordingly, the Provincial Border Guard sponsored 21 disadvantaged students in the BGB area with a support level of VND 500,000/child/month, including 2 children directly adopted at Vinh Hai Border Post (Ninh Hai); supported 29 ethnic minority students in difficult circumstances in the Project "Army officers and soldiers help children go to school" with a support level of VND 7.4 million/child/year; supported 100 breeding cows for 100 households in especially difficult circumstances in the coastal communes and towns of the province; mobilized over 1,500 working days, contributed VND 8.5 billion to repair and renew inter-village concrete roads; more than 2,000 poor households received support with capital, plant and animal seeds; Organized examination and treatment for 1,650 cases, provided free medicine for policy families and poor households worth over 96 million VND. Coordinated with the Vietnam Fatherland Front Committees at all levels to mobilize donors inside and outside the province to build and hand over 17 houses worth over 1.1 billion VND; visited and presented gifts to policy families and poor households in the area with 3,910 gifts, 2,650 kg of rice and 5,670 banh chung; presented ethnic minorities and fishermen with 3,500 photos of Uncle Ho, 12,000 national flags, over 1,800 life jackets and organized 135 tours to serve the army and people in the BGB area...

With solidarity and unity from thought to action, continuous efforts and striving, in the period of 2019-2024, the Provincial Border Guard was awarded 2 emulation flags by the Border Guard High Command; 1 emulation flag by the Provincial People's Committee and many other noble awards; 18 collectives were awarded the title of Determined to Win Unit; 99 collectives were awarded the title of Advanced Unit; 134 comrades were awarded the title of Emulation Fighter at the grassroots level, 445 comrades were awarded the title of Advanced Fighter, 95 collectives and 665 individuals were awarded certificates of merit and certificates of merit by all levels and sectors for their outstanding achievements in all aspects of work, making the International Emulation Movement of the Provincial Border Guard increasingly widespread.

The effectiveness and spread of the Border Guard movement have contributed to promoting local socio-economic development, creating an increasingly close relationship between the masses and the Border Guard, the people's Border Guard has been gradually consolidated; the mass movement to participate in managing and protecting the sovereignty and security of the Border Guard has been widely promoted, creating a combined strength for the cause of managing and protecting the national border in the new situation.

Stationed in Khanh Hai town (Ninh Hai), Ninh Chu Border Control Station (BS) is responsible for inspecting and controlling 418 fishing vessels with more than 1,718 crew members. Responding to the Emulation movement to win, officers and soldiers of Ninh Chu Border Control Station regularly innovate in content, form and method, closely following political tasks, setting out appropriate emulation contents, targets and measures, creating strength to successfully complete all tasks. Notably, the patrolling, controlling and registering for verification of vessels and workers inside and outside the province according to KSBP procedures; opening all kinds of records, books and papers to serve the inspection and KSBP work according to regulations and instructions of superiors; regularly updating and supplementing new types of related documents as a basis for performing tasks; detecting and handling administrative violations against violators in the maritime border area. In the work of natural disaster prevention, search and rescue, the station has proactively coordinated with local authorities to grasp the number of vessels operating at sea, calling on vehicles to enter safe anchorages when storms and tropical depressions occur, thereby promoting the core role of the border guard force in firmly protecting the sovereignty and security of the sea border in the management area. At the same time, closely monitor the activities of fishing vessels through the VMS system, promptly detect and strictly handle acts of illegal fishing, unregulated fishing (IUU)...

In the period of 2019-2024, under the comprehensive and close leadership and direction of the Party Committee and the Provincial Border Guard Command, I and the collective of officers and soldiers of the Department of Drug and Crime Prevention and Control (PCMT&TP) always strive, steadfastly adhere to the Party's ideal goals, overcome difficulties, determined to successfully carry out all assigned tasks, and promote the Emulation movement to Win in the unit. In the past 5 years, the PCMT&TP Department coordinated with border guard stations to detect, arrest, prosecute and hand over to the police 10 cases/11 subjects related to drugs and explosives; sanctioned 596 administrative violations/601 violators, paid over 1.1 billion VND to the state budget... That result is a testament to the efforts of the collective of officers and soldiers in competing to achieve many achievements in protecting the safety of the coastal border area, contributing to maintaining political security, order, and social safety, creating an environment for local socio-economic development.
