Lieutenant General Le Quoc Hung said that before, during and after storm No. 3 made landfall, the Ministry of Public Security issued five telegrams directing local police to promptly respond to storms, floods, flash floods, landslides, especially timely rescue.

The Ministry also promptly reported and proposed to the Deputy Prime Minister and Minister of Finance to issue 1,000 tons of national reserve rice, directly handing it over to the Ministry of Public Security to transport to remote, isolated areas and places where people lack food to deliver to each household.

Forces of the Ministry of Public Security such as mobile police and traffic police have been reinforced in key areas and regions for rescue and relief.

In addition, the Ministry has mobilized tens of thousands of police officers at all levels to focus on evacuating people; carrying out rescue and first aid for the injured; providing food to people; organizing traffic safety guidance, removing fallen trees, and quickly clearing traffic jams...

Currently, police forces at all levels are staying at the hottest spots to carry out rescue operations. In particular, local and grassroots police have reached remote areas where landslides have left many people missing, promptly coordinating with other forces to rescue people.

Proposal for a national census of spontaneous social assistance facilities

Regarding crimes of child abuse and violence, the Deputy Minister of Public Security said that recently, cases of child abuse and violence have tended to increase in families where parents are divorced, separated, remarried, or families where there is no parental care for a long time, and children are sent to relatives or acquaintances.

Some localities have many incidents such as: Hanoi, Thai Binh, Ho Chi Minh City, Dong Nai, Can Tho, Lam Dong, Dak Lak.

Regarding the child abuse case at the Rose Shelter in Ho Chi Minh City, Mr. Le Quoc Hung said that after receiving the news, the Ministry of Public Security directed the Ho Chi Minh City Police, directly the District 12 Police, to promptly intervene.

Currently, District 12 police have received and processed the crime report according to their authority. When there are results, the Ministry will inform the public.

Along with that, the Ministry of Public Security has issued a telegram directing the police of 63 provinces and cities and requesting the Department of Labor, Invalids and Social Affairs of localities to urgently review and grasp the situation of social assistance facilities, child care and nurturing, both public and non-public.

In particular, charitable and spontaneous childcare facilities in the area are the subjects of special attention this time.

The Ministry of Public Security also noted that it is necessary to strictly handle reports of crimes related to child abuse and violence; and pay attention to sources of crime reports from press agencies, people, and organizations for timely verification and investigation.

The Ministry of Public Security also requested timely information on the results to the mass media, especially grassroots media, about the tricks of these crimes, thereby improving prevention and combating crimes of violence and child abuse.

The Deputy Minister of Public Security informed that the number of licensed public and non-public social assistance facilities nationwide is 425. This number is still very small compared to reality. Currently, there are many spontaneous, charitable, and religious facilities that claim to raise children on charity grounds without a license and without a mechanism for control and inspection.

Therefore, Deputy Minister Le Quoc Hung requested the Ministry of Labor, Invalids and Social Affairs to preside over and coordinate with local ministries and branches to conduct a nationwide survey of these facilities, to grasp and organize inspections and controls to prevent acts of child abuse and violence.
