Ensuring the safety of the dike system during the flood season

The dike protection forces of Hoang Chau commune reinforced and handled the landslide incident on the West dike of Cung river in late July 2025.

During storm No. 3 and heavy rains from July 20 to 22, 2025, dike incidents occurred, including: Landslide of the dike slope on the West dike of Cung River, Hoang Chau commune, section K5+858 - K5+905 with a 47m long landslide arc, the deepest ingress is 5m, vertical height is 3.5m and section K5+958 - K5+976 with a 18m landslide arc, the depth of the landslide arc is 2m (erosion depth is 1/2 of the dike slope), vertical height is 2m. In Tan Ninh commune, Vuc Buu sluice at K12+070 of the right dike of Nhom River was eroded, causing 2 sinkholes on the top of the sluice and the sluice gate. In Hoang Loc commune, the dike slope on the left dike of Ma River, section K55+500 - K55+520, had a landslide with a landslide arc length of 20m, the top of the arc collapsed right at the edge of the dike. In Dinh Hoa commune, the right dike of Ma river section K26+900 - K26+940 has a 40m long landslide. Faced with the above situation, localities have been actively coordinating with dike management units in charge of the area to handle incidents. At the same time, forces, materials and means are ready to proactively deploy dike protection plans, protect key weak points of the dike according to the "4 on-site" motto when situations occur...

Currently, the province has 4 main river systems, including Hoat River, Ma River, Yen River, Lach Bang River with a total length of about 425.7km. Of which, there are 8 dikes from level III to level I and 54 dikes below level III, with a total length of 1,008km; 443 embankment works with a total length of 264.91km and 1,121 culverts across the dikes. In addition, in the coastal communes and wards of the province, there are 55.22km of direct sea dikes and 9.5km of coastal protection works at locations without dikes; other locations of the coast rely on the natural conditions of beaches, high sand dunes, coastal wave-blocking forests to prevent tides and storms... Immediately after operating the 2-level local government, the Irrigation Sub-Department coordinated with wards and communes to review the current status of dike works and develop 42 key dike protection plans. Of which, there is 1 provincial-level focus, 41 commune-level focus (equivalent to 16 focus points on level I, III dikes and 26 focus points on level IV, V dikes).

The Irrigation Sub-Department also develops plans and organizes inspections of the preparation of materials, forces, means, techniques, and commands to promptly supplement shortcomings and problems; provides professional training for forces participating in dike protection in localities, especially dike guards and dike shock troops. Dike management units regularly coordinate with localities to organize inspections and review of outstanding violations to handle them thoroughly and completely; strictly manage to prevent re-offending and new violations from arising, and resolutely handle violations according to the provisions of law.

According to the Head of the Irrigation Sub-Department Nguyen Van Chinh: "To be proactive in dike protection work, from the beginning of the year, the member branches of the Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense have organized inspections and assessments of the current status of dike works before floods, identified key locations to develop and approve key protection plans, dike protection plans for the entire route, response plans for floods exceeding the design frequency and implemented the "4 on-site" preparation work. Before the flood season, the command also advised the Provincial People's Committee to assign targets to communes and wards with dikes to clear trees, fence on the dike roof and clear waste collection sites within the dike protection area. For unfinished dike works, the Irrigation Sub-Department has issued a document requesting investors to strengthen inspection, supervision, promptly remove difficulties and obstacles, and direct contractors to focus resources to urgently speed up construction progress, especially The items must ensure flood prevention requirements, ensure quality, comply with technical procedures, and promptly put the project into service for flood and storm prevention work.
