The draft report on the assessment of the implementation of Resolution No. 10-NQ/TW of the 12th Party Central Committee on "Developing the private economy into an important driving force of the socialist-oriented market economy" presented by Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, affirmed: In recent years, the organization of studying and thoroughly grasping Resolution No. 10-NQ/TW has been seriously implemented by the Provincial Party Committee Standing Committee; ensuring the requirements according to the Central's instructions. In close adherence to the Resolution, the Provincial Party Committee Standing Committee issued Action Program No. 16-CTr/TU on August 28, 2017, setting specific targets on the number of enterprises and the contribution of the private economic sector to GRDP.

Based on the practical situation, the Provincial Party Standing Committee has focused on propaganda, education, and raising awareness of cadres, party members, civil servants, public employees, people and businesses about the position, role and importance of private economic development in the province, creating a positive change in awareness and consensus among cadres, party members, workers and people of all walks of life.

After 6 years of implementing Resolution 10-NQ/TW, the province's private economic sector has had positive and strong changes in both quality and quantity, making great contributions to the province's socio-economic development, improving people's lives and stabilizing society.

Currently, enterprises in the province have developed in both quantity and quality, making important contributions to the socio-economic development of the province; there are 6,216 operating enterprises, with a total registered capital of over 186,480 billion VND, the number of registered employees in enterprises is 192,000 employees.

The economy maintained a relatively high growth rate, reaching 8.9% per year in the 2016-2020 period; in the 2020-2022 period, it was in the group with fairly good growth compared to the whole country; in the first 6 months of 2023, the GRDP growth rate reached 7.56%, ranking 12th nationwide and 6th in the Red River Delta.

By the end of 2022, the province's GRDP will reach nearly 3.5 billion USD, ranking 37th out of 63 provinces and cities nationwide; per capita income will reach 58.7 million VND, ranking 7th out of 11 provinces in the Red River Delta.

The province's budget revenue has achieved outstanding results. From 2022, Ninh Binh province will implement budget autonomy and regulate 9% to the Central Government. This is also the year with the largest total state budget revenue ever, estimated at 24,300 billion VND, ranking 15th out of 63 provinces and cities nationwide.

The economic structure has shifted positively; by the end of 2022, the proportion of the agriculture - forestry - fishery sector will be 10.6%; industry - construction will be 45.2%; and services will be 44.2%.

During the 2017-2023 period, the province granted initial investment registration certificates to 200 projects with a total registered investment of nearly VND 17,000 billion; and granted adjusted investment registration certificates to 324 projects.

To date, there are 94 FDI projects in operation with a total registered investment of 1,627.67 million USD.

At the conference, there were 8 comments from delegates and businesses in the area to share good practices in the process of developing the private economy, at the same time pointing out difficulties and obstacles and proposing and recommending solutions to promote the private economic sector to develop more and more, contributing to the overall development of the province.

Speaking at the conference, comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, acknowledged the results achieved in 6 years of implementing Resolution 10-NQ/TW; at the same time expressed his agreement with the enthusiastic opinions of the delegates at the conference.

He affirmed that in addition to the efforts in leadership, direction and management of the provincial Party Committee and government, these results were also achieved through the great efforts of the business community in the province to overcome challenges, demonstrating a spirit of determination, sensitivity, decisiveness and responsibility to the community.

The business community in the province has been growing in all aspects, gradually improving its reputation, brand, and competitiveness in the market; increasingly affirming its position and role in the cause of socio-economic development, participating in the process of international economic integration.

He emphasized that in the coming time, under the direction of the Provincial Party Standing Committee, the Provincial Party Executive Committee, and the Provincial People's Committee, they will focus on directing the overcoming of existing problems, better meeting the expectations of the business community; advising on creating consensus and unity in the leadership, direction, and administration of Party committees and authorities at all levels.

The Provincial People's Committee commits to always be ready to listen, dialogue, share, and accompany the business community; Advise leaders and direct the creation of an equal environment to attract and facilitate business development in all fields; create equality among business types and sizes.

At the same time, create new space for development, especially in terms of land through the development of transport infrastructure projects in the province, creating new space, new land fund, new potential, helping businesses have more opportunities for investment, economic development...

The Chairman of the Provincial People's Committee also pointed out the existing problems and limitations in private economic development and hoped that in the coming time, the business community would continue to coordinate and contribute ideas to the province to have timely directions and directions, building Ninh Binh to continue to develop sustainably.

Concluding the conference, Comrade Doan Minh Huan, Member of the Party Central Committee, Secretary of the Provincial Party Committee acknowledged the results achieved in implementing Resolution No. 10-NQ/TW of the 12th Party Central Committee in the province in the past time. He affirmed that these results had a great contribution from the business community. At the same time, he emphasized that the meaning of Resolution 10 has great implications, thereby changing the thinking and perspective on the position, status and role of the private economy as a component of the economic sector.

The province's goal is to strive to make Ninh Binh a fairly developed province in the Red River Delta by 2030, basically achieving the criteria of a centrally-run city by 2038, building Ninh Binh into a national tourist center and one of three centers of the automobile mechanical industry...

To achieve this goal, the Ninh Binh provincial Party Committee and government continue to closely follow Resolution 10-NQ/TU, identifying the private economy as an important driving force of the economy and also an important driving force to achieve the above goal.

Continue to attract investment to promote growth and increase the scale of the economy. Be ready to accompany businesses and lead investment to open new industrial zones.

Actively reform administrative procedures and working methods; truly be a partner and accompany businesses; strengthen connections to promote investment, pay attention to solving the steps that businesses cannot do such as: infrastructure development, site clearance, environmental factors... At the same time, pay attention to handling historical relics; handle disputes and conflicts between businesses, collectives, individuals...

However, businesses also need to determine the mindset of "wherever they invest, their homeland is there", making efforts to promote their role in building Ninh Binh to develop more and more.

The Provincial Party Secretary emphasized that we are building a modern market economy, so there must be close connections between businesses to create added value; it is necessary to participate more deeply in economic development in the fields of health, education, and culture.

In particular, accompany the government in difficult tasks (such as site clearance, housing construction for workers, etc.); participate in operating common mechanisms such as green mechanisms, modern operations; develop modern urban industry and services; continue to better fulfill social responsibilities.
