Promoting the motto "4 on-site"
Cam Bao pumping station consists of 22 pumping units, with a flow rate of 1,000 m3 of water/unit/hour, built in 1970 at km20+300 of the Cau left dike in Xuan Cam commune. Due to the impact of rising floods on the Cau River, on June 30, in the pumping station's suction tank area, many extrusion and bubbling veins appeared 80 m from the dike toe, threatening the safety of the pumping station and the Cau left dike system.
Immediately after the incident occurred, under the direction of the Ministry of Agriculture and Environment , the Provincial Steering Committee for Natural Disaster Prevention, Control and Search and Rescue, the handling and recovery plan was deployed from the first hour according to the motto "4 on-site".

With a sense of urgency and high responsibility, the military forces, functional agencies, cadres and local people closely coordinated and unanimously participated in the solution. 12 trucks, 2 excavators and many manual equipment were mobilized. Thanks to the tireless efforts, by July 2, the incident was temporarily resolved, ensuring the pumping station resumed operation, serving the timely drainage work.
Due to lack of regular repair and upgrading and the impact of storm No. 3 with heavy rainfall and prolonged flood elevation, on July 7, on the Tram Ha dike, Thuong village, My Thai commune (about 300 m from the main Thuong - Duong Duc dike), a landslide appeared towards the river with a length of about 65 m and a width of 6-10 m. At 1 day after the initial incident, many longitudinal cracks appeared upstream and downstream of the landslide about 50 cm from the edge of the dike (the total length of the cracks appeared about 200 m, showing signs of continued development, risk of widespread landslides, directly threatening the safety of the dike).

In that situation, the Department of Agriculture and Environment directly inspected the scene, submitted a request to the Provincial People's Committee to declare an emergency situation, and requested the People's Committee of My Thai commune to urgently direct the implementation of a plan to mobilize materials, human resources, and means to overcome the incident by rolling the dike toward the fields. According to Ms. Bui Thi Huong Lan, Chairwoman of the People's Committee of My Thai commune, implementing the direction of the superior, immediately after the incident occurred, the People's Committee of the commune directed the construction unit to concentrate machinery and human resources to dig up the roof, demolish the irrigation canal, and roll the dike toward the fields. By July 20, the construction unit had completed the entire volume of earth filling about 8,200 m3 rolling the dike toward the fields.
Invest resources to upgrade the system
Up to now, the whole province has 584.8 km of dykes from level I to level V, 1,405 large and small pumping stations, 274 reservoirs, 203 dams; 12,282 km of irrigation and drainage canals. Due to the impact of natural disasters, from the beginning of the 2025 rainy season until now, in addition to the above 2 incidents, the province's dike system and irrigation works have had 5 incidents, of which the most notable are: Damage to the joints and body of Van Thai A culvert, Thai Binh right dike in Trung Chinh commune; landslides on the banks and banks of the left Thuong dike in the area of km 6+750, km 8 to km8+250 and km 9+850 to km10+155 in Bac Giang ward; landslides on the banks and banks of the river in the area of km 8+100 to km 8+500 of the left Cau dike, Hop Thinh commune.

Currently, the incident in Hop Thinh commune has been resolved, the construction unit has completed the embankment of 3,000 m3 of soil, and is planting grass on the dike roof; the incident in Bac Giang ward is being constructed by dropping loose rocks to protect the foot of the embankment; the incident at the water intake culvert of Van Thai A pumping station is completing procedures to prepare for construction.
According to Mr. Dang Cong Huong, Deputy Director of the Department of Agriculture and Environment, the cause of the incidents of dikes and irrigation works is due to the negative impact of climate change, causing many irrigation works and dikes in the province to deteriorate. In addition, the investment resources for repair and upgrading are not satisfactory, leading to the situation that many works have deteriorated, not meeting the requirements of natural disaster prevention and control when heavy rain and floods occur for a long time. In the immediate future, to overcome urgent incidents, ensure the safety of the dike system and irrigation works during the storm season of 2025 and the following years, the Department of Agriculture and Environment has advised the Provincial People's Committee to report and propose to the Government and the Ministry of Agriculture and Environment to consider supporting funding to urgently handle the incident of longitudinal cracks in the dike body and localized overflow of the dike surface from km56+800 to km59+300 on the right dike of Cau, Kinh Bac ward; Upgrading the entire dike on the left of Cau, pumping stations: Vong Nguyet 2, Cam Bao, Ngo Khong, Cong Bun, Thai Son 1,2,3, Quang Bieu... and many other works on the dike with a total cost of more than 3,200 billion VND.
The system of dykes and irrigation works plays an important role in serving the work of preventing and combating natural disasters, protecting the infrastructure of industrial zones, agriculture, and people's lives, contributing significantly to stabilizing and developing the socio-economy in the province. In the coming time, the Department of Agriculture and Environment will continue to closely follow the grassroots and planning to review, evaluate, and promptly advise the Provincial People's Committee to balance resources, continue to invest synchronously in the system of irrigation works and dykes, especially in key locations, contributing to minimizing damage caused by natural disasters.
