Accordingly, the Plan sets the goal of striving to turn Bac Ninh into one of the country's leading training, research and development centers in science and technology; attracting domestic and foreign universities, research institutes, and science and technology enterprises to set up headquarters and operate in the province.

The province plans and attracts investment in science and technology application research training zones; concentrated science and technology development research zones; and establishes a high-level science and technology research institute in the capital region according to the plan approved by the Prime Minister ;

Exploit and maximize the outstanding advantages of Bac Ninh province, especially in terms of geographical location; modern information technology infrastructure; young, high-quality human resources. Strive to have 5G coverage in 100% of residential areas in the province by 2030; 100% of online public services are processed online; 90% of administrative procedure results are issued electronically; over 90% of the adult population has access to digital services in healthcare, education , insurance, transportation, etc.

By 2045, the province's urban areas will operate based on data, smart governance, reduce emissions, use green energy, deeply integrate with the global smart urban network, be a destination for international cooperation in technology, research, tourism; healthcare, education, and social security services will meet advanced standards, and people will enjoy a modern, safe, and convenient living environment.

The plan aims to make Bac Ninh a leading province in cutting-edge technology in the country, possessing large-scale research projects with wide application, aiming at sustainable development and enhancing local competitiveness, exporting digital services and high-tech products.

To complete the plan's goals, the Provincial People's Committee focuses on raising awareness, making breakthroughs in innovative thinking, determining strong political determination, resolutely leading and directing, creating new momentum and new spirit in the whole society in developing science and technology, innovation and digital transformation.

Review and recommend competent authorities to remove institutional and policy bottlenecks and barriers in science and technology development, innovation, digital transformation and high-quality human resources; perfect legal regulations to ensure a legal corridor for the operations of sectors and fields in the digital environment;

Promote digital transformation, application of science and technology, innovation in the activities of agencies in the political system; improve the effectiveness of national governance, the effectiveness of state management in all fields, ensuring national defense and security. Strongly promote science and technology activities, innovation and digital transformation in enterprises; develop a startup and innovation ecosystem, support research and development;

Strengthening regional and international cooperation and linkages in science and technology development, innovation and digital transformation. Timely applying international achievements and experiences in accordance with the conditions, potentials and development orientations of the province. Promoting cooperation in scientific research, development and technology transfer in many fields, especially artificial intelligence, biotechnology, quantum technology, semiconductors, energy and other strategic technologies to gradually improve technological autonomy.

The Provincial People's Committee requests agencies, units and localities to base on the content of the Plan to develop implementation plans closely following each assigned target and task. Every year, specify tasks of science and technology development, innovation, and digital transformation into the programs and work plans of agencies, units and localities.
