1. What vehicles can be driven with an A1 license?
According to Clause 1, Article 16 of Circular 12/2017/TT-BGTVT, class A1 driving license is issued to:
- Drivers to operate two-wheeled motorbikes with a cylinder capacity from 50 cm3 to under 175 cm3;
- Disabled person driving a three-wheeled motorcycle for disabled people.
Thus, an A1 driver's license can drive two-wheeled motorbikes from 50cc to under 175cc.
2. Conditions for taking the A1 driving license exam in 2023
- Are Vietnamese citizens, foreigners permitted to reside or are working or studying in Vietnam.
- 18 years old (as of the driving test date).
- About cultural level: Not required.
- Not suffering from diseases in group 1 of Appendix No. 1 issued with Joint Circular 24/2015/TTLT-BYT-BGTVT.
Legal basis: Clause 1, 2, Article 7 of Circular 12/2017/TT-BGTVT, Point b, Clause 1, Article 60 of the 2008 Road Traffic Law, Article 3 of Joint Circular 24/2015/TTLT-BYT-BGTVT.
3. What documents are required for A1 driving license test?
A1 driving license exam application includes:
- Application for studying and testing to obtain a driving license according to the form prescribed in Appendix 7 issued with Circular 12/2017/TT-BGTVT;
- Copy of valid identity card or citizen identification card or passport with the identity card number or citizen identification card number for Vietnamese people; valid passport for Vietnamese people residing abroad;
- Copy of passport valid for more than 06 months and temporary residence card or permanent residence card or diplomatic identity card or official identity card for foreigners;
- Driver's health certificate issued by a competent medical facility as prescribed.

4. What parts does the A1 driving test include?
The A1 driving test consists of 2 parts: theory and practice:
- The A1 driving license theory test consists of 25 questions including:
+ 01 question about concept;
+ 01 question about serious traffic safety situations;
+ 06 questions about traffic rules;
+ 01 question about speed and distance;
+ 01 question about traffic culture and driver ethics;
+ 01 question about driving techniques or repair structure;
+ 07 questions about road sign system;
+ 07 questions about solving traffic situations and skills to handle traffic situations.
- The practical test for A1 driving license includes the following tests:
+ Follow the figure 8;
+ Go across the straight line;
+ Cross the road with barriers;
+ Go through the rough road.

5. How many points do you need to pass the A1 driving test?
- For the theory test:
The theoretical test time for A1 driving license is 19 minutes.
At the end of the test, if the candidate gets 21/25 questions correct and does not answer any failing questions incorrectly, he/she will pass the theory test and continue to the practical test.
- For the practical exam:
The total score of the practical test is 100 points.
Candidates must score at least 80/100 to pass the practical test and receive an A1 driver's license.
6. Where to take the A1 driving test?
- For the theory test:
According to Official Dispatch 1883/TCDBVN-QLPT&NL in 2020, the A1 driving license theory test set consists of 200 questions, including 20 questions on serious traffic safety situations according to Appendix 1 attached to this document (non-basic questions not related to knowledge and skills for A1 class include: 83 questions on concepts and road traffic rules, 26 questions on transportation operations, 18 questions on traffic culture and driver ethics, 44 questions on driving techniques and 35 questions on repair structure, 117 questions on road sign systems and 79 questions on solving traffic situations and skills in handling traffic situations).
Candidates can practice the A1 driving theory test at home via the iThong application.
- For the practical exam:
Candidates can take the A1 driving test at driving test centers.
7. If I fail the A1 theory test, can I take the practical test?
According to Clause 1, Article 27 of Circular 12/2017/TT-BGTVT, amended by Clause 16, Article 1 of Circular 38/2019/TT-BGTVT, candidates who fail the theoretical test will not be allowed to take the practical driving test in the picture.
So, if you fail the A1 theory, you will not be able to take the practical exam.
8. If I pass the A1 theory but fail the practical exam, do I have to take the theory exam again?
According to Clause 1, Article 27 of Circular 12/2017/TT-BGTVT, amended by Clause 16, Article 1 of Circular 38/2019/TT-BGTVT, candidates who pass the theoretical test but fail the practical driving test in the diagram will:
- Theoretical test results are kept for 01 year from the date of passing the test;
- If you want to take the test, you must meet the age requirements, have a valid driver's health certificate issued by a competent medical facility and be listed in the record of absence or failure of the previous test council or test team.
Thus, if you pass the A1 theory but fail the practical test, you will not have to retake the theory test. However, the period of exemption from the theory test is only within 01 year from the date of passing the theory test.
9. If you fail the theory and practice test for A1 driving license, how many times can you retake the test?
Clause 1, Article 27 of Circular 12/2017/TT-BGTVT, amended by Clause 16, Article 1 of Circular 38/2019/TT-BGTVT, stipulates as follows:
- Candidates who pass the theoretical and practical driving test in the picture will be recognized as successful;
- Candidates who are not recognized as passing the exam can re-register for the exam from the next exam session, with the same testing management agency that issues the driving license.
Thus, if you fail the theory and practice test for A1 driving license, you can retake the test until you pass, with no maximum limit on the number of times.
10. How much does it cost to take the A1 driving test?
According to Circular 37/2023/TT-BTC, the A1 driving test fee is as follows:
- Theory test: 60,000 VND/time.
- Practical test: 70,000 VND/time.
Note, this is only the driving test fee. In addition, when taking the A1 driving test, there may be other fees such as health examination fees, etc.
11. Can I take the A1 driving test on a scooter?
Currently, candidates will not be allowed to use their own vehicles when taking the A1 driving test, but the vehicle used for the test will be provided by the driving test center. Normally, the vehicle used for the A1 driving test will be a manual transmission vehicle with a chip and a front camera.
