1. The National Assembly successfully held five sessions in one year .
For the first time in its 78-year history, the Vietnamese National Assembly held the largest number of sessions in one year with 5 sessions, including 3 extraordinary sessions (2nd, 3rd, 4th).
These three sessions reviewed and decided on 84 major and important issues, promptly responding to urgent practical requirements, contributing to stabilizing and developing the country, creating a premise to promote the implementation of tasks in 2024 and the following years.
Thus, "extraordinary" meetings have become "normal" to properly and accurately meet the requirements of economic and social life and the legitimate aspirations of voters.

2. The Land Law (amended) and the Law on Credit Institutions (amended) have not been passed.
With 12 million comments from voters and discussions at three sessions of the National Assembly, the Draft Land Law (amended) still has a number of issues that need to be carefully and cautiously considered.
The draft Law on Credit Institutions (amended) has been discussed through two sessions of the National Assembly, but there are still a number of issues that have not reached high consensus.
Therefore, at the 6th session, the National Assembly decided not to pass these two draft laws. According to the National Assembly, these are two difficult laws, related to many fields, having a great impact on the economy and people's lives, requiring a special, unprecedented process to thoroughly consider all aspects.
This decision received high consensus and support, demonstrating the National Assembly's cautious and responsible spirit in legislative activities, always promoting quality and efficiency, not chasing quantity and progress.
3. Adoption of resolution to apply global minimum tax
In response to the requirement to comply with international law, ensure the rights of enterprises, foreign investors and the legitimate interests of the country, the National Assembly added content to the agenda of the 6th session and passed a resolution on the application of additional corporate income tax according to regulations against global tax base erosion (abbreviated as global minimum tax) with a very high consensus rate.
The National Assembly also decided in 2024 that the Government would draft a decree on the establishment, management and use of the Investment Support Fund from global minimum tax revenue and other legal sources to support foreign-invested enterprises and domestic enterprises (support fund).
The application of global minimum tax regulations from 2024 and the decision to establish a Support Fund to proactively gain additional tax rights and create a favorable investment environment to "retain" and continue to strongly attract foreign investment flows into Vietnam.
4. First time holding a national conference to implement laws and resolutions of the National Assembly
On September 6, 2023, for the first time, the National Assembly Standing Committee coordinated with the Government to organize the first national conference to implement laws and resolutions of the 15th National Assembly.
This is an unprecedented activity, of special significance, aiming to strengthen the close connection between law-making work and law enforcement organizations.
The conference focused on assessing the implementation of 23 laws and 28 resolutions passed by the National Assembly from the beginning of the 15th term to the 5th session.
The organization of the conference received the approval of relevant agencies and is a valuable lesson, not only for the 15th National Assembly, but also for the following National Assemblies.
5. General review of the legal document system nationwide
The Government and the National Assembly Standing Committee have focused on reviewing legal documents in 22 key areas, including laws on bidding, auctions, planning, public investment, land management and use, public assets, state budget, public finance, public-private partnership, socialization of public services, investment, environment, construction, real estate business, banking, finance, financial autonomy, securities, bonds, enterprises, appraisal, valuation and other areas.
The results of reviewing 523 legal documents, ordinances, resolutions of the National Assembly, the National Assembly Standing Committee, decrees, decisions of the Prime Minister and circulars of ministers and heads of ministerial-level agencies have affirmed that the legal system in general basically ensures consistency, unity and feasibility.
The number of documents and contents found to be inconsistent or overlapping after review is not much. Inadequacies in sub-law documents under the authority of State administrative agencies will be promptly amended.
With the problem of inadequacy and the laws will be included in the law-making plan of the National Assembly Standing Committee in this term.
6. Strengthening and innovating the National Assembly's supervisory activities
The National Assembly’s supervisory activities have increasingly demonstrated flexibility and sensitivity to major issues emerging in the country’s socio-economic life. This clearly demonstrates the philosophy of “development creation”.
For the first time, the National Assembly held a discussion in the hall on the report on the results of monitoring the settlement of voters' petitions and discussed the report on the results of monitoring the work of receiving citizens and handling citizens' complaints and denunciations.
The National Assembly not only conducts supreme supervision over issues that have been implemented and have achieved results, but also supervises issues that are being implemented in practice, such as the supreme supervision of 3 national target programs, helping the Government, ministries, branches and localities to speed up the progress and quality of program implementation.
In particular, the National Assembly successfully organized a one-time vote of confidence during the 15th term for people holding positions elected or approved by the National Assembly or People's Council according to regulations of the Politburo.
7. Passing many important socio-economic decisions
A series of important policies were promptly issued by the National Assembly in 2023, such as: Continuing to reduce the value-added tax rate by 2%; allowing the continued allocation of the remaining VND 100,000 billion of the medium-term public investment plan from the central budget for the 2021-2025 period, the socio-economic recovery and development program and national target programs for ministries, central agencies and localities to add more capital to the economy.
The National Assembly also passed Resolution No. 98 to pilot a number of specific mechanisms and policies for the development of Ho Chi Minh City; and decided and adjusted investment policies for a number of important projects under the authority of the National Assembly.
In addition, the National Assembly also fundamentally revised and supplemented procedures and regulations on entry and exit of Vietnamese citizens and foreigners in Vietnam; approved the national master plan for the 2021-2030 period, with a vision to 2050; continued to allow piloting of a number of specific investment policies for 21 important national road projects connecting regions and inter-provincial areas...
8. Highlights of parliamentary diplomacy activities
2023 is a year of outstanding success for parliamentary diplomacy. Over 10 delegations of National Assembly/parliament Chairmen of other countries have officially visited Vietnam and there have been many working trips of the Vietnamese National Assembly to countries participating in multilateral forums.
The most prominent highlight of 2023 is that for the first time, the Vietnamese National Assembly successfully hosted the 9th Global Conference of Young Parliamentarians with the theme "The role of youth in promoting the implementation of sustainable development goals through digital transformation and innovation".
The conference has created a great resonance in the parliamentary community of countries around the world with the largest scale ever, attracting the participation of 500 international and domestic delegates; for the first time, the Conference's Joint Declaration was adopted after 9 sessions.
9. Successfully organized the first Dien Hong Press Award
In 2023, although it was the first time it was organized, the Dien Hong Award has established its position and prestige in the Press Awards system and the journalism community.
The award attracted the participation of 178 domestic and foreign press agencies, offices of the National Assembly delegation and People's Council, with 3,328 entries.
The first results of the award have contributed to honoring journalists, creating a connection between the press and elected agencies and elected representatives, and contributing to consolidating and enhancing the position and role of the National Assembly and People's Councils in the political system, in the hearts of voters and people.
10. First time holding a mock session of “Children's Parliament”
The first mock session of the “Children’s National Assembly” - 2023 will be held in September 2023, with two topics: “Protecting children from healthy and creative interactions on the internet” and “Preventing and combating injuries, violence, and child abuse”.
This is one of the impressive events in the activities of the 15th National Assembly and will continue to be held periodically to promote the right to participate of children - the future generation of the country - in political and social activities.
At the end of the session, the children's delegates passed the Resolution of the First Children's National Assembly Mock Session.
This resolution is considered a special report of voters' recommendations, serving as a basis for the National Assembly, the Government and departments, branches and organizations to study, absorb and better prepare in the process of promulgating legal policies on issues related to children.
